Trying to justify the directions and factors of education quality improvement under the conditions of information society development and increase of competitiveness, the author tries to demonstrate that the development of society and state is based on innovations, innovative education and an innovative-creative-artistic individual that the higher school has to form. The article attempts to perform social diagnostics of higher education quality problems and to define the trends of development and improvement of education quality as innovative environment education, to analyze the problems of education quality in the context of society evolution from information society to “society of innovation”.

The article deals with the essential aspect of modern higher education - organizational and methodic teacher's culture in the multilingual conditions. The concept of “multilingual educational environment” is stressed on. The role of the higher school teacher is reflected in the context of a cross-cultural dialogue. It is substantiated that the integration of four basic components: personality, professionalism, culture, multicultural conditions (environment) in educational process can be regarded as the factor of higher education quality improvement.
