Introduction. The forced transition of Russian universities to distance learning in 2020 and accelerated digital transformation of educational processes in higher education are the first effects of the COVID-19 pandemic. A key aspect of measuring higher education quality is the perception of its formats by students as university change agents. The aim of the study is to identify the factors that determine the applicants’ positive attitude to learning that includes online elements in the context of the Russian universities’ transition to the blended learning model. Materials and Methods. The empirical base of the research includes the results of an online sociological survey conducted among the applicants for Ural Federal University undergraduate and graduate programmes in 2021. The methods of classification, factor analysis, and coefficients of pair correlations were applied. Additionally, for comparison, data from 2015 for a similar sample (1st year bachelor’s degree students) were used. Results. Positive attitudes towards online and blended learning are gradually increasing. The factor analysis of data from 2021 showed that applicants who support the online and blended learning include: those aspiring for master’s degree upon completing their bachelor’s degree course; those who choose their degree field rationally – men who apply for a state-funded education in any Russian university (including participants of federal contests – ‘Academic Olympics’). The above groups are formed mainly under the influence of external factors. Another group includes those oriented towards self-realization – women who choose their degree field relying on their personal inclinations for a future profession (the influence of internal factors). Discussion and Conclusion. The research results contribute to the development of scientific ideas about the blended learning model and emphasize the value of institutional research based on feedback from university students for making informed management decisions on change. The materials of the paper will be useful when designing the educational process in the Russian universities’ transition to the blended learning model.

The new system of educational programs’ accreditation and the establishment of the National Agency for Higher Education Quality Assurance (NAQA) as an independent regulator has led to the demand for professional experts who can evaluate the educational programs of universities at a qualitatively new level. The paper aims to analyze the formation of the expert environment in Ukraine by conducting numerous training in various formats, as well as to assess the relationship between training and the quality of accreditation visits. The correlation analysis was used to substantiate the conclusions. Based on a quantitative and qualitative analysis of the experience of training experts in the accreditation of study programs in Ukrainian higher education institutions, the results of a pro-active approach by the NAQA in 2019–2021 were presented. It is shown that the accreditation system has been working without red tape, the taint of corruption, using transparency mechanisms, and expert advice since the end of 2019. The accreditation format according to the ESG-2015 standards made it possible to form an expert environment in Ukraine in a short time and encourage changes in higher education. Despite many pieces of training and consultations, many experts and representatives of the Sectoral Expert Council (SEC), evaluating study programs, still provide criticism, prejudice, and not advice and assistance. To minimize such negative practices, NAQA regularly conducts online webinars, briefings for expert groups and heads of study programs, and rotates experts and members of the SEC.

World university rankings are regarded as an important tool to assess higher education quality. There are several media sources that publish world university rankings every year. These ranking results are mainly based on academic indicators, including research and teaching, with different weightings. However, some of these academic indicators are questionable, which affects the objectivity of the ranking results. In addition, conducting more medical-related studies could enhance the research impact scores. Some universities that devote themselves to enhancing these academic indicators lose sight of their original development goals and directions. To make the rankings more comprehensive, it is necessary to consider different viewpoints in the assessment. In other words, the research question of this paper is: whether considering different kinds of indicators can provide better ranking results? Therefore, in this paper, we introduce a novel ranking approach that combines academic, environmental, and resource indicators based on the Borda count method. The top 100 world universities from the Academic Ranking of World Universities, QS World University Rankings, Times Higher Education World Universities, and U.S. News & World Report are chosen for the analysis. The comparisons between the original and new rankings show that many universities improve in the rankings, while some universities from particular countries drop in the rankings due to the scores obtained from the environmental and resource indicators.

This article discusses the implementation of the National System for the Evaluation of Higher Education (SINAES) from its inception in 2004 to present times, giving special attention to advances achieved and to the challenges that must be met in the near future. After a discussion of higher education quality assurance from an international perspective, the text examines adjustments that have been made to operationalize the implementation of the SINAES model and then emphasizes the importance of improving the self-evaluation component of the System. The article concludes by addressing the challenges that must still be met, such as the inclusion within SINAES of state higher education systems, the improvement of indicators and external evaluators, the effective utilization evaluation results, the need to distinguish evaluation processes from regulation policies, and the possibility of transforming the existing framework into a multidimensional evaluation model.

This study aims to identify the role of higher education quality assurance in achieving sustainable development goals. To support this aim, the following objectives were formulated: to discuss and summarize the best practices of QA agencies in promoting SDGs, to identify how Ukrainian universities consider SDGs in their policies, to develop recommendations for internal, and external quality assurance systems regarding SDG achievement. This qualitative study is based on a case study, observation, and questionnaire methods. Ukrainian higher education quality assurance systems are taken as a case study for this article. Primary data are collected through an online questionnaire and observation of Ukrainian universities’ publicly available information regarding sustainable development activities at their official websites. Additionally, some publicly available documents, reports, and materials on the experience of foreign quality assurance agencies are also reviewed, compared, and contrasted. The results of the research can be used at national levels where higher education standards should include competence in sustainable development goals, at institutional level to improve HEIs’ quality assurance system, and at the study program level to include SDG consideration as one of the requirements during internal quality assurance procedures.

PurposeThe purpose of this paper is to explore employment perception of students as a relevant indicator of higher education quality, using blended multi-criteria decision-making methods.Design/methodology/approachThe differential impact of these variables was analyzed in this paper taking a sample of 641 students and six higher education lecturers identified as experts on young vocational careers. The traditional study of student behavior and perceptions of employability does not incorporate the uncertainty associated with multi-criteria decision processes and is therefore less adapted to the human reasoning process. This research applies traditional techniques together with fuzzy techniques capable of managing more effectively the uncertainty associated with student actions and behaviors.FindingsThis research shows that it is important to consider previous work experience, academic achievement and soft skills developed during education experiences. In this way, this research shows the lecturers how to adapt their pedagogical practices according to students' perceptions of employability and assess their students' perceptions of employability. In addition, lecturers will be able to incorporate the uncertainty associated with decision-making processes to optimize employability perception.Originality/valueHigher education-related research on uncertainty environments as multi-criteria decision problems is still in early stages. The incorporation of the uncertainty associated with decision-making processes to this field allows to optimize employability perception thanks to its adaptation to real human behavior in the adoption of decisions.

The problematics of employers’ participation in assessing the effectiveness of the functioning of the system of ensuring by higher education institutions of the educational activities’ quality and higher education quality is researched in the article. The article highlights the features of using the survey method to obtain information about the level of higher education quality, as well as the results of analyzing the content of questionnaires and interviewing employers regarding the level of responsibility of individual stakeholders in implementing reforms of the assurance system of higher education quality. The article suggests ways to improve the state policy on ensuring the quality of higher education at the University and state levels.
