AbstractThis article investigates LEADER policy practices and landscapes within very different regions of the European Union: North Karelia, Finland, and South Tyrol, Italy. The qualitative analysis of this geo-institutional comparison is carried out in the light of the agency-structure debate. Such theoretical framework contributes to investigate policies on the basis of their causal/contextual conjunctures; at the same time, it cautions from the contemporary common approach to identify ‘best’ policy practices. In the Joensuun Seudun LEADER Local Action Group, policy processes of social engagement are encompassed by the dominating structures of ‘village’, and ‘subpolitics’. In the Local Action Group Wipptal instead, the data suggest that the dominating structural dimensions are ‘politics’ and ‘agriculture’. Against the background of a re-territorialized rural development, policy implementation is a unique geographical process, which cannot be left aside neither from its contextual conjunctures, nor from a broad theoretical framework.

The main objective of this article is to compare the current operation of elected local action group with the concept of learning regions. This comparison is built on detailed knowledge and understanding of the operation of local action group Podbrnensko citizens’ association (Podbrnensko CA) and learning regions in general. The following is assumed: the understanding of community-based processes from the perspective of residents, the important stakeholders who influence the operation of communities or locations. The operation of local action groups is in line with the current concept led by local community development (community led local development, CLLD), which uses elements of the LEADER method. In this method the solution of development problems comes primarily from the inside, not from the outside of the studied territory. The methods used for the collection of empirical data were mostly observation and interviews with all partners involved in LAG (31 people), all mayors in LAG (29 people) and 176 people from region, i.e. methods, which result in so called deep data. Between the primary techniques applied in the research are: participant observation, unstructured or semi-structured interviews and public debates.

Abstract The paper deals with the integrated development in rural areas realized by the LEADER approach. This approach is based on the territorial principle, where the significant role are playing local actors operating in the area, who through their actions influence it’s development. The LEADER approach is being implemented through the Axis 4 of the Rural Development Policy. The main objective of the paper is to evaluate the implementation of the LEADER approach in particular Local Action Groups in Slovakia, to identify problems with implementation and to suggest solutions for their elimination. In the paper we evaluate the internal operation of the Local Action Group - the balance of relations between members, defining areas of their mutual cooperation and participation rate in the calls from the perspective of managers of Local Action Groups as well as external relations - relations with Agricultural Paying Agency and ways of influencing the operation of Local Action Groups through legislation. We also focuses on personal views of managers on meeting the needs of the Local Action Group by the projects realized within the Axis 4 LEADER. We also pointed out problems connected with the direction of the Axis 4 in terms of the possibility of funds spending, we defined negative impacts of the legislation as well as particular activities of the Agricultural Paying Agency on Local Action Group‘s performance.

The paper is produced based on the authors’ research “Assessment of the Introduction of the Rural Development Programme 2007–2013 Activity “Local Development Strategy” by the Partnership of Rezekne District Communities and Proposals for its Further Development”. Research on the activity of local action groups (LAGs) and their influence on the overall development of regional territories became urgent in recent years, given the implementation of the European programme LEADER. The research object of the paper is a LAG – the Partnership of Rezekne District Communities – that is located in Latvia, Latgale region. The research aim is to assess the strategy of the local action group. The research employed the monographic and descriptive methods as well as analysis, synthesis, the graphic method, data grouping and a sociological research method – a questionnaire survey. A survey of project submitters identified three major fields in which it is planned to submit and implement projects in the next programming period in the LAG’s territory. They are: promotion of active recreation and sports; reconstruction of the territory; and organisation of and contribution to cultural events. The surveyed residents agreed with the following assertions regarding their lifestyle: an enhanced surrounding environment and natural, cultural and other significant historical objects foster tourism; the establishment and functioning of youth centres contribute to useful spending of leisure time by youths and their communication; the availability of sport and fitness equipment and of sports grounds increases local residents’ interest and wish to practise a healthy and physically active lifestyle. Based on the data acquired and the interpretation of findings, proposals were made for the further development of the territory as well as the research methodology was explained for the purpose of carrying out analogues research studies in the future.
