A brief overview of the evolution of the new public policy for the development of the Russian Far East is presented. Thanks to active federal policy, the Far East macroregion became a testing ground for new mechanisms and instruments of regional development aimed at stimulating economic growth and promoting private investment. Currently, there is no other macroregion in Russia within which all the possible investment promotion policy tools and measures are in operation. An inventory of budget expenditures (including shortfalls in income) relating to the implementation of measures to stimulate economic growth and promote private investments in the Far East of Russia is conducted. The direct results of the implemented policy (the volume of attracted investments, the number of jobs created, the volume of tax payments) are summarized. Although it is still premature to talk about the high budgetary efficiency of preferential regimes in the Far East of Russia, there is a widespread opinion among the official circles about the uniqueness of the created system for supporting the investment process. This view is primarily based on the high value of the private to public investments ratio pertaining to preferential regimes in Russia’s Far East. A comparative analysis of the performance of the key macro-indicators of the Far East economy and those of the rest of the Russian Federation is carried out for two comparable periods: five years before and five years from the beginning of the implementation of the federal policy. It is concluded that the active policy of creating favourable conditions for investment in the Russian Far East is not yet transformed into the desired pace of the socio-economic dynamics. Such a dissonance with optimistic assessments of the implemented measures and instruments introduced for the development of the macroregion prompts the question of whether the goals of public policy for the development of the Far East are consistent with the means used to achieve them. The starting point for finding an answer to this question is the difference in understanding the content of the categories ‘growth’ and ‘development’

The insect fauna of Mongolia includes about 12,000 species belonging to 24 orders. The only order, Orthoptera, is richer in species in Mongolia than in the Far East of Russia. All other units show greater diversity in the Russian Far East than in Mongolia. There are a significant number of very interesting endemics. Tizanuras of the family Machilidae are relic insects, represented by five species in Mongolia. As examples of widespread Central Asian insects, a number of species of darkling beetles and weevils can be indicated, most of which are endemic to Mongolia or Central Asia.

Stygomomonia (S.) manchurica sp. n. (Acari: Hydrachnidia: Momoniidae) from the Kedrovaya River, Primory Territory of the Russian Far East is described. The affinity of the new species to its congeners is discussed with emphasis on biogeographical relationships. An annotated checklist of the subgenus Stygomomonia and geographical map of the distribution of Palaearctic species of this subgenus is compiled using published records.

The review provides information on the medicine application of 30 aquatic plant taxa growing in the Russian Far East, and the prospects for their practical use. A list of aquatic plants on the pharmacotherapeutic action is done. The greatest number of species of aquatic plants has analgesic, antipyretic, anti-inflammatory, stomach and antidiarrheal, wound-healing properties. It is revealed that the most widely in traditional medicine in Asia and Europe are used Nelumbo nucifera, Trapa natans, representatives of the family Lemnaceae, Nymphaeaceae, genus Potamogeton. The article represents the first scientific research on the periodicals of the Russian Far East. It views the specifics of circulation and usage of journals and magazines issued in the region under different socioeconomic conditions. The author gives the analysis of acquisition sources and reasons for lacunae in the collections of the regional library. Subject and thematic study of Far-Eastern journals and magazines is described. The accent of the article is put upon the cultural and historic significance of periodicals for the region development. Further ways of the collection of periodicals of the Far East are outlined.

A new species Baetis (Rhodobaetis) molecularis sp. nov. is described and illustrated based on larvae and reared adults from the Far East of Russia. The differential diagnosis of this species is provided with regard to other representatives of the subgenus Rhodobaetis Jacob, 2003 from East Palaearctic and Nearctic Regions. A dataset including novel and publicly available COI mtDNA sequences of 16 species of Rhodobaetis has been assembled to provide a reference dataset for DNA barcoding. The comparison between Baetis (Rhodobaetis) molecularis sp. nov. and other species produced K2P genetic distances of 0.201 in average, values well above those associated with intraspecific variation. The closest species was Baetis foemina McDonough with a K2P distance value 0.114. A Bayesian phylogeny of available Rhodobaetis is also provided.

Information is given on the distribution of 17 species of Sphecidae and 106 species of Crabronidae in Eastern Siberia and the Russian Far East. First records for Eastern Siberia are Crossocerus (Crossocerus) tarsatus (Shuckard, 1837), Diodontus handlirschi Kohl, 1888, Gorytes albidulus (Lepeletier, 1832), Gorytes procrustes Handlirsch, 1888, Nysson interruptus (Fabricius, 1798), Oxybelus haemorrhoidalis Olivier, 1812 and Pemphredon lethifer (Shuckard, 1837). First recorded from Far East is Ectemnius (Ectemnius) guttatus (Vander Linden, 1829).

Three species of the Palaearctic genus Harpocera Curt, are distributed in the Far East of Russia H. koreana Jos. is recorded from Russia for the first time, the hitherto unknown males of H. choii Jos. and H. koreana Jos. are described and compared with H. orientalis Kerzh. from the Kuril Islands. A key to the three Far Eastern species is given.

A new Trioxinae (Aphidiidae) genus Sergeyoxis gen. nov., with type species S. monoceratus sp. nov., is described and illustrated from the Russian Far East. This new genus is closely related to Parabioxys Shi et Chen, 2001, but differs from the latter by the development of a single long process (prong) which is not fused with the sixth sternite, fore wing darkened and narrow, and petiole short. Sergeyoxis gen. nov. differs from the all other trioxine taxa by the presence of mobile unpaired process between two last sternites of metasoma.

The article examines regional folklore as a field of interaction between academic musical culture in the Far East of Russia and China. The beginning of the systematic study of the academic musical culture of the Russian Far East is associated with the formation of the regional creative association of composers of the Far East (Union of Composers), which is succeeded today by the Far Eastern Branch of the Union of Composers of Russia. The article notes the multi-ethnicity of the region and the special role of the “dialogue of cultures” in the composers’ works. The author analyzes the culture of indigenous peoples and the East Slavic migratory culture of the Russian Far East, as well as the original culture of the countries of the Asia-Pacific region outside the Russian borders. There is highlighted the commonality of some features of the traditional Far Eastern folklore of Russia and China. The article considers the concept of “academic musical culture”, which includes the composers’ works successively connected with the foundations of Western European music formed in the period of the 17th—19th centuries, the composers’ works of the 20th century, including modern techniques, the musical performance, musical performance infrastructure, educational space and academic musicology.The paper highlights the composers of the region, the main focus of their work, the researchers of the academic musical culture of the region, whose works are significant in understanding the processes of development of modern national musical culture. The article covers the Chinese academic compositional works known in Russia, as well as the range of scientific interests of Russian researchers-orientalists and researchers of musical culture from China.There is recognized the need for cultural understanding of the stated problem through the study of academic music art, traditional music culture, music science, and music education. The author interprets the role of music and computer technologies in musical culture and education in the Far East of Russia and China as the most important component for interaction in the field of academic musical culture, focuses on the problems of informatization of modern music education.The article draws a conclusion about the unique experience of composing in China based on the traditional music of the Russian Far East. The pentatonic basis of Chinese music is especially distinguished as being close to the modal organization of the music of Far Eastern ethnic groups, which is also the basis of the folklore music of Russian Far Eastern composers. The author sees such a palatal proximity as a basis for the interaction of the cultures of the Far Eastern region. The article recognizes this aspect as important from the point of view of creating an integral multicultural space based on the principles of humanism.

В статье представлены результаты исследования фирм малого и среднего бизнеса, функционирующих в условиях особых институциональных режимов на Дальнем Востоке России. Эмпирическая проверка гипотез исследования проводилась на базе данных 128 компаний-резидентов специальных институциональных режимов, действующих на Дальнем Востоке России. Полученные количественные оценки свидетельствуют о том, что в условиях особых экономических зон наблюдается положительная связь между предпринимательской ориентацией фирмы и результатов ее деятельности, обусловленной в большей степени инновационностью и проактивностью фирм. The article presents the results of the study of small and medium- sized business firms operating under special institutional regimes in the Russian Far East. The objective of this study was to identify the effect of entrepreneurial orientation (i.e. risk taking, innovativeness and proactivity) on the firm performance in the context of special institutional regimes in the Far East of Russia. This theoretically derived research model is empirically validated by the survey data of 128 small and medium-sized enterprises-residents of special institutional regimes operating in the Russian Far East. The results obtained clearly indicate that entrepreneurial orientation positively influences upon the business performance.
