Abstract The paper analyzes the European Community/ European Union experience in the Western Balkans in the period from 1990 onwards in different context in order to assess different mechanisms which the European Union has gained with building the Common Foreign and Security Policy and within the Enlargement Policy in the process of conflict prevention and conflict resolution. Additionally, the paper makes an assessment of the EU’s involvement in the conflict prevention and conflict resolution in the Balkans after the Stabilization and Association Process was launched in 1999. The authors argue that in the case of the military conflicts in the former Yugoslavia, when the European Community was confronted with serious and hard security issues at the very beginning of creating its Common Foreign and Security Policy and in a period of time when the region was not part of the enlargement process, the Community and the Union afterwards proved to be extremely ineffective. In the second part, through three case studies, the paper demonstrate that with the combined use of CFSP mechanisms and SAP, positive examples of the EU acting as a provider of peaceful dispute settlement in the Western Balkans have been established.

Abstract Montenegro, the smallest country in the Balkans, had led a long struggle for independence against various empires. Because of Montenegrin Orthodox Christian and Slavic heritage, Russia was historically its main patron. However, after regaining independence in 2006, Montenegro set amongst its top priorities the membership in the European Union and NATO, whilst trying to pursue good relations with other actors in the region. This paper deals with the adaptability of a small country to changes of regional and global context whilst comparing its relations with its former and contemporary allies. It also deals with a set of its foreign and security policy priorities and how they are fulfilled.

The EU security policy is an inseparable part of the EU Common Security and Defence Policy elaborated within the EU Common Foreign and Security Policy. Sucurity and defence issues are quite vulnerable for any state sovereignty that is why it took Member Statets rather long time to agree on principles, directions and priorities of their common security policy as well as on cooperation with the NATO. With the development of the European Community, in the sphere of security policy a number of structures were established and a number of principled documents were adopted. The European Economic Community (EEC) was created by the European Community Treaty (the EEC Treaty or Treaty of Rome), signed by the six original Member States in 1957. The Treaty on European Union 1992 created the EU, incorporating the EEC, together with two new policy areas, Co-operation on Justice and Home Affairs and Common Foreign and Security Policy. The Treaty of Lisbon amended the two founding Treaties and replaced all references to the ‘European Community’ with ‘European Union’. Together, the two amended Treaties (the Treaty on the Functioning of the European Union (TFEU) and the Treaty on European Union) constitute the Treaties on which the EU is founded. This chapter also looks at the UK’s withdrawal from the EU under Article 50 (Brexit).

In the discussion on the EU migration policy, it is impossible to evade the issue of the relation between this policy and the EU foreign policy, including EU common foreign and security policy. The subject of this study are selected links between migration issues and the CFSP of the European Union. The presented considerations aim to determine at what levels and in what ways the EU’s migration policy is taken into account in the space of the CFSP as a diplomatic and political (and subject to specific rules and procedures) substrate of the EU’s external action.

The article analyzes some aspects of Romania’s foreign policy in the Balkan region. It is noted that the same fact that country belongs to the Balkans causes ambiguous interpretations on the part of Romanian politicians and experts, many of whom believe that Romania cannot be attributed to this region either geographically or politically. At the same time, culturally and historically, according to a certain part of historians and sociologists, Romania nevertheless carries the features of the so-called «Balkanism», due to the common Ottoman past with the Balkan Peninsula. These features are also relevant for the current socio-political situation, which is shown in the article with specific examples. In addition, criticism of the very term «Balkanism» from the side of Romanian analysts is presented. The author also examines Romania’s relations with the countries of the Western Balkans, primarily with Serbia. The points of contact of the positions of these countries are noted, which are largely due to the desire of Serbia to resolve the Kosovo problem in its favor, relying on the support of Romania - one of the five EU countries that did not recognize the independence of Kosovo. Romania, using this situation, is trying to strengthen its position, seeking regional leadership. The author comes to the conclusion that, although the Western Balkan countries directly or indirectly aspire to Euro-Atlantic structures, some of them (primarily Serbia) maintain and develop friendly relations with Russia, which complicates their interaction with Romania, orthodoxly adhering to the NATO and European Union policies and having a very difficult relationship with Russia.
