Abstract This paper presents a streamlined sub-system of decision-making in a real estate market with incomplete data. As we currently observe, various entities collect data and use databases, which entails a problem with their quality and completeness. This results from the specifics of the real estate market, particularly from the nature of the available information, access to it and integral uncertainty. In the first part of this paper, we will present substantive guidelines for the development of a procedure for supplementing missing information. Afterwards, in order to verify the feasibility and effectiveness of the procedure, an implementation simulation will be conducted on the selected example. We would like to emphasize that all decisions are made under the conditions of an information gap.

One of the main tasks of real estate management in the area of the municipality is making decisions concerning the location of investments on a local scale. These decisions should be taken with the principle of sustainable development. For such an action obliges Poland's membership in the European Union. Poland as a member of the EU is obliged to implement the rules in force in the Member States. Bearing in mind that any investment impact directly or indirectly on the economic development of the municipality, is therefore a significant impact on the local real estate market. Investments that have a negative impact on the environment can contribute to a reduction in the activity of the local real estate market. While performing tasks related to the economic development of the region and the increase in quality of life, increases the activity of the local real estate market. The work was carried out research on the dynamics of changes in the local real estate market in the area of the municipality Skrzyszow in the Malopolska province in Poland, in connection with the construction of the reservoir.

The strength of each country is determined by two factors, namely the economy and efficient administration. One of the instruments allowing the administration to perform its tasks is a fully operational system of real estate information, which meets the requirements commonly imposed on the systems of spatial information. This includes such prerequisites as: the reliability of up-to-date information issued from the system, easy access to this information, and ensuring the protection thereof. An effective real estate management system is largely determined by an efficiently operating Cadastre, an institution with a century-old tradition, to which the legislator has assigned specific tasks, and which provides the basis for specific decision-making actions associated, inter alia, with the real estate market. The aim of the paper is to present the scope of work carried out in Poland as part of the development of the Integrated System of Real Estate Information (Polish: Zintegrowany System Informacji o Nieruchomosciach, ZSIN), and the possibilities for the use of existing information systems with a particular emphasis on cadastral data. The paper defines the tasks, principles and functions of the Cadastre, as well as the indicated direction of changes allowing the Cadastre to be adjusted to the proper operation of the ZSIN.

The purpose of this paper is to develop guidelines for the formation and implementation of a decision-making mechanism for managing commercial real estate. As a result of the study, the current trends in the development of the real estate market are revealed, the methods and established practice of the activities of management companies are analyzed, the analysis of theoretical approaches to the management of commercial real estate is carried out. On the basis of theoretical and methodological principles and the specifics of the analyzed area of research, methodological recommendations are proposed for the formation of a mechanism for managing commercial real estate, including a method for assessing their investment attractiveness.

The growing significance of the real estate market prompts investors to search for factors and variables which support cohesive analyses of real estate markets, market comparisons based on diverse criteria and determination of market potential. The specificity of the real estate market is determined by the unique attributes of property. The Authors assume that developing real estate market ratings identifies the types of information and factors which affect decision-making on real estate markets. The main objective of  real estate market ratings is to create a universal and standardized classification system for evaluating the real estate market. One of the most important problems in this area is collecting appropriate features of real estate market and development dataset. The main problem involves the selection and application of appropriate features, which would be relevant to the specificity of information related to the real estate market and create a kind of coherent system aiding the decision-making process. The main aim of this study is the optimization of  set of variables that were used to develop the real estate market ratings.  For this purpose, Hellwig’s method of integral capacity of information was applied. In this particular case, the method shows what set of variables provides information most sufficiently. The results lead to obtaining the necessary set of features that constitute essential information which describes the situation on the local real estate market.

The development of the real estate market is conditioned by a variety of endogenous and exogenous factors. Selected factors determine the local character of the real estate market, whereas others contribute to its classification as one of the main branches of the national economy. Rapid economic growth and the search for new investment opportunities have turned the real estate market into a highly competitive arena where various players carry out diverse investment strategies. Investors search for similarities that would enable them to develop risk minimizing strategies. Ratings are a modern tool that can be deployed in analyses and predictions of real estate market potential. This paper proposes a methodology for developing real estate market ratings, and it identifies the types of information and factors which affect decision-making on real estate markets. The following research hypotheses are formulated and tested in the article: 1) a real estate market can be rated in view of its significance for the local and national economy, 2) real estate market ratings support market participants in the decision-making process.

Abstract Predicting demand on the residential real estate market and the behavior of the purchasers requires a wide knowledge of both the economic mechanisms and psychology of decision-making. Decisions on the real estate market are often made by people without professional skills, and using simplified strategies. However, the decision-making process, on top of its heuristic nature, is dynamic and changing. As a result, a discrepancy in the preferred characteristics of planned and actually bought real estate can be observed. Such a discrepancy can be explained with the occurrence of the compensation process. The aim of this article was to recognize and describe the compensation process on the example of the suburban residential real estate market. The aim was achieved by analyzing the preferences of potential buyers in terms of particular characteristics of the location of suburban plots destined for single-family housing (respondents divided into age groups: 25 and 26-40), analyzing the real settlement trend in the suburban zone (the result of actual transactions) and comparing the results, including compensation.

The system of financial monitoring establishes specifically designated entities on the real estate market. The assessment of a client’s risk of money laundering when entering into agreements in this market is a complex task and requires the development of new tools for implementing the risk-oriented approach, which is a priority in accordance with international standards in the financial monitoring system. The purpose of the study is to develop a risk-oriented approach to assessing the client and to develop practical recommendations for determining its level of risk in financial monitoring in the real estate market. To achieve a specific goal, a system of general scientific and special research methods, expert rankings and optimization modeling are used. On the basis of Methodical materials on financial monitoring issues for business entities, which provide services in the course of real estate purchase and sale operations, the points of client’s correspondence to high risk, which corresponds to the concept of developing a risk-oriented approach based on the main criteria of client risk assessment: geographic location of the state, client type and business relations. Taking into account the complexity of such assessment and the necessity of operative decision-making, a risk assessment rating (cost) scale has been developed for an integrated automated determination of a client’s risk level and an assessment of high-risk clients in the Decision Making Helper decision-making support system software on specific examples of legislation violations concerning the financial monitoring on the real estate market. The feasibility of implementing a new risk-oriented approach to assessing high-risk clients has been proved by automating the process of determining its level to reduce the time to decide on prevention and counteraction to the legalization of incomes and money laundering.

AbstractThe focus of the study is on contemporary concept of Facility Management (FM) that supports processes of management, especially real estate management. The study attempted to analyse the assumptions of standardization of real estate management within the FM concept. Analysis of the situation in the real estate market in Poland in 2013 showed the necessity of implementation of effective management, which concerns not only investment projects, but, particularly, the area of management of facilities and innovations, and taking measures aimed at increasing the value of real estate. The role and opportunities offered by certain contemporary methods of real estate management (benchmarking and outsourcing) have been discussed, particularly in terms of management of auxiliary processes. The study presented situation in the local construction sector and developer enterprises in Poland, particularly in terms of taking measures concerning formation of demand and customer preferences in the real estate market. The results obtained in the study were used to analyse situation in the market of real estate in Częstochowa, Poland, stimulated directly by tendencies observed in this local market and suggest the necessity of proper management of auxiliary processes, which will substantially contribute to improvement of enterprises’ operation.
