The present research analyzes the impact of nine factors related to household demographics, building equipment, and building characteristics towards a home’s total energy consumption while controlling for climate. To do this, we have surveyed single-family owned houses from the 2015 Residential Energy Consumption Survey (RECS) dataset and controlled the analysis by Building America climate zones. Our findings are based on descriptive statistics and multiple regression models, and show that for a median-sized home in three of the five climate zones, heating equipment is still the main contributor to a household’s total energy consumed, followed by home size. Social-economic factors and building age were found relevant for some regions, but often contributed less than size and heating equipment towards total energy consumption. Water heater and education were not found to be statistically relevant in any of the regions. Finally, solar power was only found to be a significant factor in one of the regions, positively contributing to a home’s total energy consumed. These findings are helpful for policymakers to evaluate the specificities of climate regions in their jurisdiction, especially guiding homeowners towards more energy-efficient heating equipment and home configurations, such as reduced size.

This paper examines certain implications from the literature on Tiebout’s model of local gov-ernment service provision, particularly Hamilton’s extension of the model to include local control of land use and property taxation. Our empirical analysis focuses on the use of fiscal zoning to lower property tax rates, a topic that has not been addressed in the extensive Tiebout literature. Using data for over 100 municipalities in the Miami, Florida, metropolitan area, we specify property tax rates as a function of fiscal zoning measures, other municipal characteristics, and tax mimicking. We conclude that single-family zoning is by far the most important variable ex-plaining municipal property tax rates.

Can self-organizing special districts created from the bottom up be a tool for community change and development? Focusing on community services districts in California, this study introduces the context in which communities opt out of a county service system to reshape their governing structure for better representation. The empirical part measures their effectiveness, using single-family home sale prices as an impact metric. Leveraging multi-level difference-in-difference hedonic regression methods, the analysis shows that district formation increases the prices annually up to 16 percent, compared to both the surrounding and distant county service areas, indicating their efficacy as a tool for community change and development.

AbstractThis article examines the spatially varying effect of age on single-family house (SFH) prices. Age has been shown to be a key driver for house depreciation and is usually associated with a negative price effect. In practice, however, there exist deviations from this behavior which are referred to as vintage effects. We estimate a spatially varying coefficients (SVC) model to investigate the spatial structures of vintage effects on SFH pricing. For SFHs in the Canton of Zurich, Switzerland, we find substantial spatial variation in the age effect. In particular, we find a local, strong vintage effect primarily in urban areas compared to pure depreciative age effects in rural locations. Using cross validation, we assess the potential improvement in predictive performance by incorporating spatially varying vintage effects in hedonic models. We find a substantial improvement in out-of-sample predictive performance of SVC models over classical spatial hedonic models.

Energy consumption for heating of single-family residential buildings is a basic item in energy balance and significantly affects their operating costs. Accuracy of heat consumption assessment in existing buildings to a large extent determines the decision on taking actions aimed at heat consumption rationalization, both at the level of a single building and at regional or national level. In the case of energy calculations for the existing buildings, a problem often arises in the form of lack of complete architectural and construction documentation of the analyzed objects. Therefore, there is a need to search for methods that will be suitable for rapid energy analysis in existing buildings. These methods should give satisfactory results in predicting energy consumption when there is limited access to data characterizing the building. Therefore, the aim of this study was to check the usefulness of a model based on thermal characteristics for estimating energy consumption for heating in single-family residential buildings. The research was conducted on a group of 84 buildings, for which the energy characteristics were determined based on the actual energy consumption. In addition, information was collected on variables describing these buildings in terms of construction technology and building geometry, from which the following were extracted for further calculations: cubic capacity, heated area, and year of construction. This made it possible to build a prediction model, which enables the application of a fast, relatively simple procedure of estimating the final energy demand index for heating buildings. The resulting calculations were compared with actual values (calculated from energy bills) and then evaluated according to the standards for evaluating model quality proposed by the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE). In this way, it was possible to determine whether, in the absence of building documents, the indicative method gives good results when estimating the energy demand for heating single-family residential buildings.

One of the currently promoted methods of counteracting climate change is nature-based climate solutions, which harness the power of nature to reduce greenhouse gas emissions. Sustainable management of ecosystems is a guarantee for sustained human well-being. This underestimated, but extremely efficient and cheap method of integrating nature resources into the urban fabric is an economic “injection” for communal authorities. These “green” benefits should be standard in land-use planning in the era of anthropocentrism. Solutions based on nature were the reason for investigating their perception by Polish municipalities. The survey covered the entire country (all 2477 municipalities) from 20 July to 31 August 2021 through an electronic survey, obtaining 2128 responses (85.9% return rate). In the final result, data were obtained that support the hypotheses posed in the study. The main objective of the research was to check the level of activity of municipalities in Poland in the field of proecological activities using nature-based solutions (NbS). The survey results confirmed little knowledge of nature-based solutions, at the same time giving it an educational dimension. Half of the respondents declared that they learned about NbS only from the survey. Polish decision makers and municipal authorities introduce some solutions based on nature without being aware of their European classification and adequate nomenclature. Environmental awareness in Poland remains largely the domain of urban municipalities, with higher current budget revenues per capita and in the central and western parts of the country. NbS are marginal in rural municipalities, which can be explained by the lack of ecological specialists, less car traffic and more single-family houses and thus modest public areas. The following surveys covering the entire territory of Poland are the first to be carried out on such a large scale.
