Punctuated Humanitarianism and Discordant Politics

This chapter provides an introduction to the history and central concepts of the book. It highlights the conceptual challenge that long-existing refugee camps pose for common understandings of camps and humanitarianism. It describes the beginnings of United Nations’ relief to displaced Palestinians. Considering the dilemmas of long-term humanitarianism, it introduces the term “punctuated humanitarianism” to capture the movement between emergency circumstances (the humanitarian situation) and extended, chronic need (the humanitarian condition). The chapter also explores Palestinian refugee politics in these conditions, identifying a discordant politics that has multiple, sometimes contradictory registers and aims. Refugee politics has been a politics of suffering, of aspiration, of existence, and of refusal.

At least 50 per cent of the population of Jordan is of Palestinian origin. Some 20 per cent of the registered refugees live in ten internationally organized camps, and another 20 per cent in four locally organized camps and numerous informal camps. The camps organized by the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) play a major role in keeping Palestinian identity alive. That identity reflects the refugees' rich cultural traditions, political activities, as well as their collective memory, and the distinct character of each camp. Over the past two decades integration of the refugees within Jordanian society has increased. This paper analyses the transformation of the identity of the camp dwellers, as well as their spatial integration in Jordan, and other historical and contemporary factors contributing to this transformation.

This article examines the relationship of the Palestine Liberation Organization (PLO) to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) during the 1970s, the period when the PLO reached the zenith of its power in Palestinian refugee camps throughout the Levant. Based on archival United Nations (UN) and UNRWA documents, as well as the PLO's own communications and publications, the article argues that the organization approached its relationship with UNRWA as part of a broader strategy to gain international legitimacy at the UN. That approach resulted in a complex set of tensions, specifically over which of the two institutions truly served and represented Palestinian refugees. In exploring these tensions, this article also demonstrates how the “question of Palestine” was in many ways an international issue.

Independent of each other, though contemporaneous, the Anglo-American occupiers of Germany and the newly founded United Nations Educational, Cultural and Scientific Organization employed culture to foster greater intercultural and international understanding in 1945. Both enterprises separately saw culture as offering a means of securing the peace in the long term. This article compares the stated intentions and activities of the Anglo-American occupiers and UNESCO vis-à-vis transforming morals and public opinion in Germany for the better after World War II. It reconceptualizes the mobilization of culture to transform Germany through engaging theories of cultural diplomacy and propaganda. It argues that rather than merely engaging in propaganda in the negative sense, elements of these efforts can also be viewed as propaganda in the earlier, morally neutral sense of the term, despite the fact that clear geopolitical aims lay at the heart of the cultural activities of both the occupiers and UNESCO.

Since the establishment of the International Criminal Tribunal for the Former Yugoslavia and the International Criminal Tribunal for Rwanda, both International Tribunals have grown tremendously in terms of resources. Despite this growth, the International Tribunals have rendered judgments in only fifteen cases and conducted inordinately long trials—a fault for which, perhaps more than any other, they can be justly criticized. The Secretary- General of the United Nations recently appointed an expert group to review the efficiency of the operation of the International Tribunals and make recommendations for improvement. Following the release of the group's report, the General Assembly requested that the Secretary-General obtain comments from the International Tribunals on the experts’ recommendations. The ICTYjudges, for their part, considered these recommendations in a report to the United Nations setting forth a long-term strategy for improving the operation of the Tribunal.

Central America has been one of the pioneer areas for the United Nations Children's Fund assisted pro grams. When the United Nations Children's Fund, under a broadened mandate from the United Nations, shifted the emphasis of its aid from emergency to long term and from war-torn countries to those economically less developed, Cen tral American governments immediately requested its assist ance to strengthen and extend services to children and mothers. As one of the first areas in the world to aim at the eradication of malaria and to have engaged in an inten sive campaign against malnutrition on a regional basis, the Central American experiences in these fields have become known, watched, and studied by people from many countries. Against this background, international and bilateral organi zations are working together with governments as they broaden the scope and the extent of their programs. Ten years of co-operative action have highlighted the need for train ing of personnel, both professional and auxiliary. This period has also made clear the value of more integrated programs with wider collaboration both within the ministries of government and between the international organizations.

This essay considers the case of uneven humanitarian aid distribution along the Thai-Myanmar border, where forcibly displaced migrants from Myanmar have been abandoned by the UNHCR and international humanitarian organizations. Based upon long-term ethnographic fieldwork along the Thai-Myanmar border amongst Tai migrants from the Shan State in Myanmar, I attend to the effects of the inequitable distribution of rights and privileges in an international humanitarian system that is predicated on the neoliberal logic of uneven development. After two centuries of British colonial occupation and later Burman authoritarian rule, the ethnic minority groups along the Thai-Myanmar border are now facing another crisis – that of abandonment as NGOs search for new and more pressing humanitarian disasters elsewhere. The essay addresses a concept I call uneven humanitarianism as a neocolonial condition for peoples living in the Thai-Myanmar borderlands by specifically focusing on Tai peoples who are living in unofficial refugee camps that lost foreign funding in 2017. I argue that the ad hoc treatment and eventual abandonment of these vulnerable groups – that are currently in the midst of the world’s most protracted civil war and displacement situation – constitutes a failure of the “responsibility to protect” humanitarian project.
