The scientific topicality. Library departments of documentary heritage objects, corresponding stocks and collections of documents which belong to movable heritage objects of national and world culture need special attention from the point of view of the history of their formation, the modern scientific organization and disclosure, that is the relevance of the subject of the present research.  Problem statement. Modern scientific ideas concerning departments of documentary heritage objects at libraries need wide conceptual generalizations at an interdisciplinary level. Such approach offered in our article allows not to be limited only by factual knowledge, chronicle narratives, highly specialized observations and analytics. The methodology of this study are systemic and historical approaches and a problem analysis. The results. The article elucidates specific character of the subdivision of documentary heritage objects as one of the most important library cultural and scientific projects, describes conditions of genesis, the main stages of formation, peculiarities of functioning and development of such subdivision at Korolenko Kharkiv State Scientific Library, in particular in the modern socio-communicative environment.  The novelty. The article proves that a characteristic feature of the activities of the department of documentary heritage objects at a scientific library is multi-functionality, and in the modern conditions such department combines in ifs activities functions of research, scientific and educational institutions, information center and production and service center.  The practical significance. Offered and substantiated in the article conceptual view of library department of documentary heritage objects as a modern scientific and cultural project can be the basis for systematic work on improvement of such departments at scientific libraries of Ukraine.

The article discusses issues surrounding the introduction of new forms of documents and the organization of document circulation in Ukraine during the Soviet period, revises the organization of office work and presents a selection of valuable documents. The authors also explore the organizational and scientific activities in the field of management, stipulated in regulatory enactments, and describe the creation of a network of public organizations, institutes and laboratories that dealt with issues of scientific organization of labor and reference activities. In the article, an analysis of the organization of office work and archival management through the evolution of regulatory framework is presented, highlighting the most important stages of the organization of documentation in the USSR. It is noted that, by the end of the 1980s, a holistic system of documentation support, which met at that time the requirements of Soviet business broadcasting and the standards of compiling official documents, had been formed.

Subject. The article investigates the effectiveness of scientific activities of the Central Economics and Mathematics Institute of the Russian Academy of Sciences (CEMI RAS). Objectives. Our aim is to evaluate the effectiveness of scientific activity of the CEMI RAS on the basis of publication activities for 2010–2019. Methods. We employ general scientific research methods. The data on the number of publications by the Institute's staff in journals included in Web of Science (WoS), Scopus, the Russian Science Citation Index (RSCI) databases, and the data of the CEMI RAS, serve as information base of the study. Results. The paper presents a brief overview of scientometric indicators used to assess the effectiveness of scientific organizations. We evaluated the effectiveness on the basis of statistical data of the CEMI RAS, considered various methods of evaluating the effectiveness of scientific activities of universities and research institutes. To improve the effectiveness of scientific activities of the CEMI RAS, we developed a methodology for calculating the standard of publications and scores by department. The offered methodology is designed to encourage staff to improve scientific activities, thereby increasing both their individual effectiveness and the effectiveness of the scientific organization as a whole. Conclusions. The analysis shows that during the period under review, the enhanced effectiveness of the CEMI RAS is confirmed by an increase in the number of articles, published by the Institute's staff in journals, included in the WoS, Scopus and RSCI databases, both overall and among individual researchers.

The aim of the work is to analyze the legal status of a senior researcher academic title, some problems  of applying the current legislation in terms of equating the academic title of a senior researcher with the academic  title of an associate professor. The methodology of the work consists of the formal legal method, the method of  interpreting the norms of law, the comparative legal method and the historical and legal method. The paper shows  the identified problems of legal regulation of the position of a senior researcher, the title of which was awarded  by a scientific organization in accordance with the legislation in force at that time. Based on the study of the  genesis of domestic legal regulation of the mechanism for conferring the academic titles of senior researcher and  associate professor, analysis of the provisions of the current sources of law, which are continued in the materials  of law enforcement practice, amendments to the current legislation are proposed that equalize the rights of senior  researchers, the title of which was awarded by state bodies, and those who have been awarded an academic title  by organizations.

Analyzed are features of professional socialization and the formation of social subjectivity of young Russian scientists. Professional socialization includes three stages: professional self-determination, professional education and professional activity. The formation of the social subjectivity of young scientists occurs at all stages of professional socialization and includes the following components: motivational-value, reflexive and activity. The study is based on in-depth interviews with young scientists of the Southern Federal District (n = 15). The selective strategy is targeted. The processing of empirical information was built in a qualitative paradigm with the use of a specialized QDA Miner program for processing textual information. The conducted research has revealed the conditions, factors and subjects that have an impact (both positive and destructive) on the professional socialization and the formation of the social subject of young scientists. The analysis of compliance carried out in the course of the study revealed significant characteristics of the social subjectivity of young scientists according to the criteria of choice, scientific status, type of scientific organization, continuity of profession in the family.

Local ecological knowledge (LEK) has been researched in the past to examine how it can aid and support scientific ecological knowledge (SEK). SEK is often seen as the preferred and superior type of knowledge when dealing with environmental changes. However, both of these types of knowledge are not segregated within individuals but are dependent on age, experience with the fishery, experience with a scientific organization, and/or perception of changes in the environment based on lived experiences. Interactions between LEK and SEK users is valuable to the conservation that is needed to protect these fish species and is dependent on how well these groups are sharing their knowledge and communicating with one another. For this study, I have examined the exchange of knowledge on steelhead trout within Idaho between anglers, Idaho Fish & Game, and the Office of Species Conservation. If these three groups are sharing SEK and LEK effectively, despite generational and organizational differences, then the variation between groups should be low. In addition to the exchange of knowledge, I have looked at communication, the meaning behind each group’s knowledge, and how age and experience play a factor into their perception of change. Of those that responded to the questionnaire, there were 26 angler respondents, 21 Idaho Fish & Game respondents, and 6 Office of Species Conservation respondents. Statistical tests indicated that there was a significant difference in LEK scores between groups, and there was low communication between the Office of Species Conservation and anglers. There was a significant difference in where these groups reported that most of the mortality for steelhead occurred, and age and experience did not have an impact on LEK scores. These results indicate that there is variation between groups’ LEK which could be due to variations in LEK between groups. How groups define local can cause variation between groups’ LEK.

Scientists in the national level water research organizations are facing problem to submit technical reports in time on account of their insufficient knowledge about the software used for analysis of the field data. The line departments working in the water sector are in need to enhance knowledge and to build the required capacity on the software to present the scenario in the form of technical reports and interpretation of the facts thereto. Therefore, the effective management of the scientific trainings especially on the software is mandatory for achieving the desired goal of any scientific organization. An effective management of the technical trainings would useful to strengthen the professional competence of the officials working in the various Regional and State Unit offices of Central Ground Water Board (CGWB), which would ensure the stakeholders participation to achieve the set of objectives of the organization as well. Being national level apex body, the CGWB is entrusted with the responsibilities of providing scientific inputs for sustainable management, exploration, monitoring, assessment, augmentation and regulation of groundwater resources of the country. CGWB is consisting of Hydrogeologists, Geophysicists, Chemists, Hydrologists, Hydrometeorologists and Engineers and its headquarters is located at Faridabad, Haryana. Major groundwater oriented activities undertaking by CGWB include research and development (R&D) studies, exploratory drilling programme, monitoring of groundwater regime followed by judicious management. The Rajiv Gandhi National Ground Water Training and Research Institute (RGNGWTRI), the training institute under CGWB is the training and research institute of CGWB and is envisaged to function as a `Centre of Excellence’ for imparting training to the personnel associated with the groundwater sector with an objective to develop a pool of trained resource persons, who would be working towards sustainability of this precious natural resources. The aims and objectives, performance problems, various environmental, motivational and behavioural problems have been considered for the Management of Training (MoT). The paper includes the major components like Training and Non-training Recommendations, Training Plan, Priority List and Design Brief. The paper recommends training and non-training implications along with training design. The post training external validation is a step of MoT, which to be carried out after obtaining report on the performance of the trainees from Line Managers or Senior Manager.
