In recent times, stakeholders in the mining sector have expressed concerns about the environmental degradation and the social impacts of uncontrolled Small Scale Mining (SSM) activities in Ghana despite the existence of legislative instruments that define the procedures required for the acquisition of licences and operations of SSM activities in the country. This paper assesses the challenges in policy implementation in the small scale gold mining sector of Ghana by reviewing policies on regularisation and environmental management. It further identifies challenges faced by small scale mining operators in adhering to laid down policies for the smooth operation of the sector and furthermore assesses the views of some principal stakeholders on the benefits and challenges of small scale mining using the Dunkwa mining district as a test case. The methods employed include: field visits to some  small scale mining sites within the Dunkwa mining district; interviews and questionnaire administration; and statistical and content analysis of data. The study reveals the following factors, among others, to have contributed largely to the difficulty in regularisation, environmental and social challenges that have plagued the SSM sector: low level of education of majority of miners; bureaucracies and centralisation of licence acquisition processes; lack of sources of finance for SSM projects; lack of geological information on mineable areas; and lack of adequate knowledge of the laws and regulations on mining and environment. In addressing the challenges the following recommendations are made: decentralisation of the regularisation processes to simplify licence acquisition; adequate geological investigations should be undertaken on SSM blocked-out areas to reduce the try and error mining approach adopted by miners; and continuous education and training of miners on good mining and environmental practices. Keywords: Small Scale Mining, Mineral Policies, Environmental Impact, Regularisation, Challenges

<p>This paper assesses the challenges that are posed to the new mining law and other Regulations that govern the mining sector in Tanzania. The main issues discussed in this paper include the conflicts between the local people and the mining companies regarding land ownership, compensation and forced eviction, conflicts between Small Scale Mining (SSM) and Large Scale Mining (LSM).</p><p>The findings obtained by the authors, intimates that the major problems in the mining sector are due to lack of law enforcement and good governance in the sector as well as lack of awareness of the laws governing the sector by the local communities.</p>Lastly, the authors concludes and recommend that, until and unless the laws are adhered to and kept into practice, the problems in the mining sector will not be easily resolved. Hence in order for the mining sector to benefit the indigenous and the investors, there should be enhancement of sustainable development;, people should be educated on the laws and the effects of mining on the environment and the relationship between SSM and LSM be improved.

In South Africa, the need for water treatment is increasing, especially in the mining sector. As active water treatment technologies are expensive, the mining sector has an increasing need for passive water treatment technology, with low maintenance and operating costs, yet efficient water treatment ability. Literature on passive water treatment suggests that these systems only offer a narrow range of treatment capabilities. Therefore, hybrid water treatment systems could be a solution to low-cost water treatment in South Africa. The degrading packed bed reactor (DPBR) is one of the units comprising the hybrid treatment group. The DPBR’s main action is to convert sulfates into sulfides and alkalinity, since this reduces the impact on the environment by increasing the pH and reducing the salinity. In this study, 6 small-scale DPBRs were constructed. Each was classified according to its unique organic source (manure, straw, vegetable food processing waste, wood shavings, chicken litter and a combined sample with layers of all the carbon sources). Synthetic acid mine drainage (AMD) was fed through the 6 bioreactors for a period of 3 months. Permeabilities, leachate samples and effective void volumes were measured from the DPBRs. From the experiments conducted, it was found that the manure and combination bioreactors (with equal layers of manure, straw, compost, wood shavings and chicken litter) had the lowest overall permeabilities, with straw and compost having the highest permeabilities. Linked to this, the experiments showed that the manure and combination bioreactors had the largest decreases in effective porosity with straw and compost having the least. Hydraulically, the combination bioreactor performed the best by incorporating the best attributes from each carbon source. Wood shavings preformed almost as well. Chicken litter clogged within 18 days after the initiation of the experiment and thus was the least effective substrate.
