Driving is an important everyday activity for many people with diabetes, which is designated a prospective disability as it may impair driving performance as it progresses in severity. In effect, the principal threat to driving performance is hypoglycaemia associated with insulin therapy. Regular assessment of medical fitness to drive is undertaken to identify drivers with diabetes who are at greatest risk of experiencing motor vehicle accidents. Many countries do not restrict the licensing of drivers with insulin-treated diabetes and fail to review and/or restrict the driving of large goods vehicles or those carrying passengers. The European Union has formulated regulations for driving licensing for diabetes through successive directives, which have been implemented by individual countries including the UK. In response to submissions to relax licensing restrictions, some of these have been amended recently and were implemented in the UK in January 2018. Their rationale and potential value are discussed.

This book provides the first comprehensive analysis of the withdrawal agreement concluded between the United Kingdom and the European Union to create the legal framework for Brexit. Building on a prior volume, it overviews the process of Brexit negotiations that took place between the UK and the EU from 2017 to 2019. It also examines the key provisions of the Brexit deal, including the protection of citizens’ rights, the Irish border, and the financial settlement. Moreover, the book assesses the governance provisions on transition, decision-making and adjudication, and the prospects for future EU–UK trade relations. Finally, it reflects on the longer-term challenges that the implementation of the 2016 Brexit referendum poses for the UK territorial system, for British–Irish relations, as well as for the future of the EU beyond Brexit.

States of fatigue are implicated in driver impairment and motor vehicle accidents. This article reports two studies investigating two possible mechanisms for performance impairment: (1) loss of attentional resources; and (2) active regulation of matching effort to task demands. The first hypothesis predicts that fatigue effects will be accentuated by high task demands, but the second hypothesis predicts that fatigue effects will be strongest in “underload” conditions. In two studies, drivers performed a stimulated driving task, in which task demands were manipulated by varying road curvature. In a “fatigue induction” condition, the early part of the drive was occupied by performance of a demanding secondary task concurrently with driving, after which the concurrent task ceased. Post-induction driving performance was compared with a control condition in which drivers were not exposed to the induction. In both studies, the fatigue induction elicited various subjective fatigue and stress symptoms, and also raised reported workload. Fatigue effects on vehicle control and signal detection were assessed during and after the fatigue induction. The fatigue induction increased heading error, reduced steering activity, and, in the second study, reduced perceptual sensitivity on a secondary detection task. These effects were confined to driving on straight rather than on curved road sections, consistent with the effort regulation hypothesis. The second study showed that fatigue effects were moderated by a motivational manipulation. Results are interpreted within a control model, such that task-induced fatigue may reduce awareness of performance impairment, rather than reluctance or inability to mobilize compensatory effort following detection of impairment.

Across the European Union, national governments are re-assessing the institutional mechanisms through which pension provision is delivered. This articles sets the debate within the wider context of the ‘pillared’ structural analysis often adopted by international institutions when discussing pensions reform. It then sets out a detailed discussion of developments in the UK, arguing that the UK is moving towards a model of reform akin to that promoted by the World Bank – referred to here as ‘pillared-privatisation’. The themes of this model indicate more means-testing, greater private provision, and a shift of the burden of risk from the government to individuals. An assessment is then made of the implications of UK developments for other EU countries. It is suggested that while there are strong reasons to think that other countries will not travel as far down the road of ‘pillared-privatisation’ as the UK, this should not be taken as a ‘given’.

Directive 97/11/EC, amending the Environmental Impact Assessment (EIA) Directive (85/337/EEC), introduced a number of key changes to the procedures of EIA in the European Union (EU). One significant amendment was the introduction of a requirement for EIAs to be completed for "changes or extensions to Annex I or II projects that have already been authorised executed or are in the process of being executed and which are likely to have significant adverse effects on the environment (CEC, 1997). That requirement imposes a duty on competent authorities to screen all changes and extensions of Annex I and Annex II projects for the need for EIA. Applying legal and policy principles established in the European Union, the scope of what constitute relevant changes and extensions is very wide. Given this wide scope, it would be reasonable to assume that screening changes or extensions would have been a major growth area of EIA activity in the UK. However, evidence presented here indicates just the opposite and suggests that many local planning authorities are not fully aware of the full implications of this clause in the EIA Directive. Furthermore, for the full implications of the "changes and extensions" clause to be implemented in the UK may require further amendments to the EIA legislation.

The Brexit referendum was among the first major public events where online users had no "slacktivism" reactions and they led the entire debate and popular will from the inside of the online world to the real world. It is becoming increasingly clear that Social Media is becoming an increasingly powerful tool in political debates, and during the parliamentary, presidential, European parliamentary or even referendum elections, it becomes the channel that can decide the final outcome. However, the debate in the online environment can be altered by two important factors: (1) political bots - which can manipulate public opinion by posting in a large number of fake news and (2) "slacktivism" reactions from online users. , who are content only to quickly distribute unverified information or to push impulse driven on the "like" button and to scroll further. This study focused on analyzing the frequency with which European institutions spoke about Brexit on their Facebook pages and on identifying and analyzing the messages that generate high engagement from users. Thus, we will analyze all the posts published by the three major European institutions - the European Commission, the European Parliament and the Council of the European Union - starting on the first day after the Brexit Referendum in the UK (24 June 2016) until 24 June 2019.

Abstract Cooperation is key to policing and keeping mankind safe and secure; this includes protecting citizens from various crimes, including terrorist attacks. However, it is not an easy feat to always achieve – as is explained within this paper. The related research considers the complexities and challenges of sharing and coordinating across divides – or, in other words, cooperating across borders (be they open or closed). Specifically, it discusses the advancements made between one bloc of countries – the European Union; and, how the evolutionary process has aided to expand cooperative community practices via various means between the police and other lea’s. As part of this, transport and movement are viewed as an essential element to be discussed and factored in. Finally, the paper considers the, arguably, devolutionary position of the UK and the implications – post 2020, in terms of marking a ‘potentially’ regressive position, one that stands to compromise safety and security.

On such divisive issues as EU membership and, consequently, the post-Brexit relationship between the United Kingdom and the European Union, it is unsurprising that Theresa May’s government has been torn between a “hard” and a “soft” Brexit. As of June 2018, there is still no indication of which approach will prevail, putting at risk UK universities’ participation in the Erasmus+ program, which has provided, among other things, opportunities for over four million Europeans to study, train, and volunteer abroad since its inception. Full access to EU research funds is also at risk. Universities cannot depend on the UK government’s help in securing the frameworks allowing for continuity. In such a context, universities have started to use their limited resources to secure bilateral international and European links to foster research collaboration and staff and student mobility, post-Brexit.

The biotechnology industry is a relatively new a distinct field that involve using living organism to produce desired product. This industry includes firms that develop, manufacture, and market pharmaceutical products, agricultural products, environmental control product, e.t.c. based on advanced biotechnology research. Although the growth in the global biotechnology industry neared double digits the past two years, the threat of entry into the market is weak due to high barriers to entry. However, because of the ease and low-cost production using biotechnology, it has increased competition in some product. Leading European nations with strong biotech sectors such as the UK and Germany are investing heavily in regenerative medicine (RM), seeking competitive advantage in this emerging sector. However, in the broader biopharmaceutical sector the European Union (EU) is outperformed by the US on all metrics, reflecting longstanding problems: limited venture capital finance, a fragmented patent system, and relatively weak relations between academia and industry. The current global downturn has exacerbated these difficulties. The crisis comes at a time when the European Union is reframing its approach to the governance of innovation and renewing its commitment to the goal of making Europe the leading player in the global knowledge economy.
