VIKOR is a selecting and sorting technique for addressing problems and optimising multi-criteria decision making in complex systems. This study sought the relevant literature to categorise, analyse, and discuss the content and extent of existing studies that used the VIKOR method for applications in manufacturing. The study examined 84 studies published throughout 2018–2020. The studies were categorised by publication dates, author(s) name, techniques and methods, weighting method, comparison method, description of comparison results (comparing a given method to others), testing applicability, and journal-title. Analyses revealed that approximately 35 of the published studies involving VIKOR were related to its strategic use in manufacturing decisions and applications. In 2019, manufacturing was represented more than any other field among all published VIKOR papers, and Sustainability published more of the VIKOR-related articles than any other journal. Interestingly, the integrated and fuzzy VIKOR methods were used more than the traditional VIKOR method. Furthermore, the review results show that VIKOR is flexible enough to be continuously improved by integrating it with the new multi-criteria decision-making methods. This literature review can guide researchers and practitioners in applying VIKOR in various manufacturing fields.

Rank reversal is a common phenomenon in multi-criteria decision-making methods. It appears when the addition/deletion of new options to the alternatives’ set produces a change in the original ranking. In this contribution, we want to assess this phenomenon in the context of the VIKOR method. Using randomly generated multi-criteria decision problems, we confirmed that rank reversal existed and strongly depended on VIKOR’s parameter. Also, we observed that the influence of the number of alternatives was stronger than that of the number of criteria. Finally, although rank reversal may exist, we saw that it may not affect the top alternative of the ranking, thus potentially having a low impact.

The main purpose of this paper is to provide a method of multi-criteria decision-making that combines simplified neutrosophic linguistic sets and normalized Bonferroni mean operator to address the situations where the criterion values take the form of simplified neutrosophic linguistic numbers and the criterion weights are known. Firstly, the new operations and comparison method for simplified neutrosophic linguistic numbers are defined and some linguistic scale functions are employed. Subsequently, a Bonferroni mean operator and a normalized weighted Bonferroni mean operator of simplified neutrosophic linguistic numbers are developed, in which some desirable characteristics and special cases with respect to the parameters p and q in Bonferroni mean operator are studied. Then, based on the simplified neutrosophic linguistic normalized weighted Bonferroni mean operator, a multi-criteria decision-making approach is proposed. Finally, an illustrative example is given and a comparison analysis is conducted between the proposed approach and other existing method to demonstrate the effectiveness and feasibility of the developed approach.

Abstract The determination of weights in decision-making problems can be deduced as a complex process of preference formation. Preferences are expressions of behavioral attitudes and are affected by external circumstances, such as risk and ambiguity. The objective of this research is to examine the impact of both the human factor and the weighting methods on the weighting process in decision-making problems. Based on relevant literature a new methodology is proposed and applied to identify with the use of a psychometric function the behavioral attitudes of decision-making analysts against risk and ambiguity. Furthermore, the examination of process-related features such as the weighting method, the weighting scale and the weighting problem's presentation provides additional knowledge on the understanding of the weighting process in decision-making problems. Thus, an original survey is designed, aiming at: (a) the identification of the respondents' attitudinal preferences based on multiple personality tests and (b) the elicitation of weight assignments through the use of different weighting tasks and subtasks. The findings reveal that the weightings and their consistency are significantly affected by the elicitation method, the nature of the weighting scale and the problem's framing. It is also interesting that the decision analysts' behavioral traits, in association with the problem's methodological aspects, affect the weight assignments, thus providing evidence for the potential to predict weightings in the decision-making process.

Hesitant fuzzy sets (HFSs), an extension of fuzzy sets, are considered to be useful in solving decision making problems where decision makers are unable to choose between several values when expressing their preferences. The purpose of this paper is to develop two hesitant fuzzy multi-criteria decision making (MCDM) methods based on prospect theory (PT). First, the novel component-wise ordering method for two hesitant fuzzy numbers (HFNs) is defined; however, this method does not consider the length of the two HFNs. Second, by utilizing the directed Hausdorff distance between two imprecise point sets, the generalized hesitant Hausdorff distance is developed, which overcomes the shortcomings of the existing distance measures. Third, based on the proposed comparison method and distance, as well as PT, the extended TODIM and Preference Ranking Organization Method for Enrichment Evaluations (PROMETHEE) approaches are developed in order to solve MCDM problems with hesitant fuzzy information. Finally, a practical example is provided to illustrate the pragmatism and effectiveness of the proposed approaches. Sensitivity and comparison analyses are also conducted using the same example. The findings indicate that the proposed methods do not require complicated computation procedures, yet still yield a reasonable and credible solution.

The North Sumatra Police Board award team headed by the Deputy Chief of Police conducted the election of Ditreskrimsus personnel each month by giving awards to personnel / apparatuses who had real and extraordinary achievements whose results could be proud of and beneficial for the advancement of institutional quality improvement. Decision support systems or often referred to as Multi Criteria Decision Making (MCDM) function to carry out the selection process and assist someone in making accurate and targeted decisions. One method in the MCDM is Vlsekriterijumska Opimizacija I Kompromisno Resenje (VIKOR). Where this method is used to select more than one criterion and has advantages in compromising existing alternatives, then the best results selection process will be carried out, and can complete discretionary decision making. Telkomsel Distribution Center (TDC) Jombang has problems in promoting employees to fill the Supervisor (SPV) and Branch Manager (BM) positions. TDC Jombang has several assessment criteria for employees to be able to fill SPV and BM positions. But in the assessment process, each criterion still tends to be subjective. In making decisions based on several criteria, a Multi-Criteria Decision Making (MCDM) approach can be used by applying the method that is considered most appropriate to produce the best alternative decision recommendations. This study aims to provide the best solution by implementing the Multi-Criteria Decision Making approach using the SAW (Simple Additive Weighting) method which will be programmed in a computer-based decision support system (SPK). The SAW method was chosen because it can weigh the values on each attribute and rank to get the best alternative recommendations. The data used are Jombang TDC employee data. From this study, it was obtained that the use of the SAW method programmed in the SPK succeeded in presenting information comparing the value of preferences between candidates. Candidates with the highest preference value are the most recommended alternatives to choose
