This study aims to obtain an explanation of policy implementation and attainment minimum standards service in the field of domestic governance types of basic services maintenance of public order, public tranquility and the protection of society in DKI Jakarta Province by taking the respondents implementing the policy in the civil service police force of Jakarta and society. Problem faced by Jakarta Provincial Government in this case the police force agencies civil service especially on the two indicators that do not reach the target: a). Complaint can be made online via the website or send an email, causing an increasing number of reports on complaints regarding violations of local laws that do not followed, b). Theres no an optimalitation for the offenders of local regulations and a misdemeanor, due to the lack of municipal police investigators in the neighborhood of Jakarta that is not a deterrent effect for offenders, c). The existence of a residential area that use the services of private security, so that when the inventory of community protection officers, Civil Service Police Unit of Jakarta does not include the private security officer to the criteria of public protection officer.

Red-turbaned Sikh policemen have long been viewed as symbols of the cosmopolitan feature of modern Shanghai. However, the origin of the Sikh police unit in the Shanghai Municipal Police has not been seriously investigated. This article argues that the circulation of police officers, policing knowledge, and information in the British colonial network and the circulation of the idea of taking Hong Kong as the reference point amongst Shanghailanders from the 1850s to the 1880s played important role in the establishment of the Sikh police force in the International Settlement of Shanghai. Furthermore, by highlighting the translocal connections and interactions amongst British colonies and settlements, this study tries to break the metropole-colony binary in imperial history studies.

Health services is one of the basic services that are needed by the community. Health services as a part  of social services must also related to the economy. Efforts are made to provide quality health services is certainly not free of costs. Therefore, Jakarta Provincial Government allocated 530 billion rupiahs for health services for Underprivileged and working with 40 hospitals in Jakarta, including Cengkareng Hospital. Excellence Cengkareng Hospital location that is located very close to public housing, becoming its own benefits to the surrounding community, and this can make Cengkareng Hospital as a communitybased hospital.Keywords: health services, underprivileged, cengkareng hospital, community-base hospitalPelayanan kesehatan merupakan salah satu layanan dasar yang sangat diperlukan oleh masyarakat. Pelayanan kesehatan sebagai salah satu bagian dari pelayanan sosial tentunya terkait juga dengan ekonomi. Upaya yang dilakukan dalammemberikan pelayanan kesehatan berkualitas tentunya tak lepas dari biaya-biaya. Oleh karena itu, Pemerintah Provinsi DKI Jakarta mengalokasikan dana sebesar 530 milyar rupiah untuk pelayanan kesehatan bagi masyarakat yang tidak mampu dan bekerja sama dengan 40 rumah sakit di DKI Jakarta termasuk RSUD Cengkareng. Keunggulan lokasi RSUD Cengkareng yang letaknya berada sangat dekat dengan pemukiman umum, menjadi manfaat tersendiri bagi masyarakat sekitar, dan hal ini bisa menjadikan RSUD Cengkareng sebagai rumah sakit berbasis komunitas.Kata Kunci: pelayanan kesehatan, masyarakat tidak mampu, rsud cengkareng, rumah sakit berbasis komunitas.

Public administration in Slovakia is organized on three levels, one of which is self-government. A local self-administration is defined as a territorial self-government, which is lower on the hierarchy than a regional government. In the Republics of Slovak and Czech, local self-government consists of municipals of privileged entities or incorporations that are attempting to achieve the most secure environment for their citizens. Obtaining this status is possible with a sufficient local budget to form and use services of municipal police. The municipal police force is a disciplinary unit within an area of its territory. In study is the possibility of improving the municipal police of the Slovak Republic. To identify limitations, the Slovak municipal police force is compared with that of another nation exercising activities under similar conditions. For this purpose, the municipal police force of the Czech Republic is compared with that of the Slovak Republic using various indicators. The results show several weaknesses of the municipal police force of Slovak Republic and recommendations are provided to improve its effectiveness.

Abstract The Shanghai Municipal Council (SMC), which was mainly controlled by British residents in the treaty port of Shanghai, and protected by the British Foreign Office, came under serious challenge from the Guomindang (GMD) (the rising Nationalist Party of China) from 1927 onwards. The Shanghai Municipal Police (SMP)—an imperial police force with powers to arrest, prosecute and detain—was forced to collaborate with the GMD, and practice unlawful arrest, extradition and re-indoctrination of Communist suspects and convicts. This resulted in the erosion of state powers and the management of prisons. This article argues that the dismantling of British colonialism began to take place in Shanghai during the inter-war period at the expense of some English legal conventions, as demonstrated by SMP violations of existing legal practices and humanitarian commitments. Second, it also suggests that English judicial conventions had an unintended impact on some Chinese civilians, who were keen to safeguard their rights during their detention and trial in and beyond the Shanghai Legation. This article, therefore, offers a new periodisation of British decolonisation and a re-examination of colonial legacy in East Asia.

In the implementation of the Regional Government, Civil Service Police Unit (later called Satpol PP) has a trategic role related to the implementation of the obligations of regional government. Generally,   Satpol  PP has three function are : 1) Implementation of Public Peace and Order; 2) Enforcement of Regional Regulations;  and 3) Community Protection. On the basis of the implementation of their duties, the Satpol PP has a formative foundation to establish Law Number 23 of 2014 concerning Regional Government; Government Regulation Number 16 of 2018 concerning Satpol PP; Minister of Home Affairs Regulation Number 54 of 2011 concerning Satpol PP Operating Standards, as well as regional regulations related to implementation technical tasks in each field. The  implementation of duties in enforcement of regional regulations area, Satpol PP carried out activities such as first to provided guidance to the community and legal entities that violated regional regulations; second they conducted non-judicial control ; third they did enforce the law regarding the judiciary and the last are to supervise violation. Enforcing local regulations done by Satpol PP in Gresik Regency is carried out through pre-emptive, preventive, persuasive and represive approaches to the community without selective objectives with the aim of achieving the Regent’s vision and mission and to increase the locally- generated revenue.
