Giving first aid to traffic accident victims are often not carried out by medical personnel or competent people. The first helper in traffic accidents on the Daendles Highway is the neighboring community and security officers. The purpose of this study was to describe the knowledge level of security officers concerning basic life support in order to give first aid for the accidents along the Daendles Highway of Manyar Subdistrict, Gresik. This study used a descriptive design with a cross-sectional approach. The respondents in this study were 45 security officers of the company, which is spread along the Daendles Highway of Manyar Subdistrict, Gresik, East Java. The sample was taken by purposive sampling. Data were taken using questionnaires then analyzed by univariate techniques with SPSS 16. The results showed that security with good knowledge was 31.11%, sufficient knowledge was 55.56%, and insufficient knowledge was 13.33%. The characteristic group of respondents who had good knowledge was aged 26-35 years with a working period of 1-5 years and > 5 years, while the characteristics of the respondents who had insufficient knowledge were aged 36-45 years with a working period of 1-5 years and> 5 years. Increasing knowledge and skill about basic life support are needed to reduce mortality and increase the life expectancy of victims while waiting for help from medical personnel.

This study aims to obtain an explanation of policy implementation and attainment minimum standards service in the field of domestic governance types of basic services maintenance of public order, public tranquility and the protection of society in DKI Jakarta Province by taking the respondents implementing the policy in the civil service police force of Jakarta and society. Problem faced by Jakarta Provincial Government in this case the police force agencies civil service especially on the two indicators that do not reach the target: a). Complaint can be made online via the website or send an email, causing an increasing number of reports on complaints regarding violations of local laws that do not followed, b). Theres no an optimalitation for the offenders of local regulations and a misdemeanor, due to the lack of municipal police investigators in the neighborhood of Jakarta that is not a deterrent effect for offenders, c). The existence of a residential area that use the services of private security, so that when the inventory of community protection officers, Civil Service Police Unit of Jakarta does not include the private security officer to the criteria of public protection officer.

The exercise of authority by private security officers causes many controversies both in the domestic security system and abroad. Although the system of private security is not a new institute, being already known in almost all countries, the legal regulation has not yet been completed. The paper examines the legal regulation and the procedure for the exercise of the authority of crime scene protection. The introduction provides a brief comparative legal analysis of the legal systems of the neighboring countries and a number of other European countries. In the second part, the analysis of the legal norms leads to the basic principles for the enforcement of the authority by private security officers. The third part analyzes the power relating to prohibition of entry and stay in the protected facility as a potential authority that can be used as a basis for crime scene protection. In the fourth part, from the available literature and from the practical procedure, the actions of the private security officer during the crime scene protection in the situation when there is no explicit legal norm are shaped. It is concluded that from the aspect of legal regulation and enforcement of this authority, there are two types of legal systems, that the basis and limits of enforcement of this authority can be in criminal and misdemeanor legislation, that the tactics and manner of exercise correspond to these applied by police officers and that this power must find its place de lege ferenda in the systemic law pertaining to this area.
