The article shows that, in general, cooperation between public authorities and private business is one of the most important factors that generally affect the social and economic development of territories. The powers in the field of organizational and regulatory regulation of public-private partnership issues at the federal level are considered.

The article seeks to provide insights into contemporary research in public-private partnership development in the road transport market. The study reviews a range of world public-private partnership best practices which demonstrate that effective interaction between government and business at different levels (national, subnational and regional) allows to attract and allocate investment resources more effectively, thus contributing to creating new jobs, promoting better infrastructure development and enhancing the overall quality of life in the country. It is argued that among the key factors boosting the public-private partnership market development the most significant is the level of institutionalization. It is also asserted that this factor, in combination with the relevant political environment and the capital market specifics, facilitates building successful partnerships. Moreover, government initiatives together with legal and regulatory interaction frameworks shape solid foundation to encourage further public-private partnership development by gaining positive effects from successful implementation of such partnerships, designing roadmaps and unified standard procedures and processes aimed at simplifying the relationships between the private sector and the government. Apart from the above, it is highlighted that the institutional factor aligned with the government strategic goals affects the formation and legitimation of public-private partnership markets. The study also provides argument that through the models of public-private partnerships the public sector can benefit, in the first place by utilizing resources of private companies, thus fostering further infrastructure development and raising the effectiveness and efficiency of road transport services market. The findings reveal that the purpose of public-private partnership programs institutionalization in the sector of road transport services is to enhance government motivation to attract private investment and offer new road network services based on public-private partnership contracts which will contribute to ensure the quality of road services.

The role and place of public-private partnership in the field of cybersecurity in modern conditions are determined. Models of building public-private partnerships in the field of cybersecurity through the prism of the experience of some advanced countries (Israel, Germany, USA, GB) are detailed. The positive achievements of foreign experience of public-private partnership in the field of cybersecurity are summarized. Problematic issues of public-private partnership development as a component of the national cybersecurity system are formulated. The directions of improvement of public-private partnership in the field of cybersecurity are proposed.

The article summarizes the main shortcomings in the functioning of university clinics, including inadequate  material and technical equipment, the lack of up-to-date diagnostic and treatment technologies, low salary for medical personnel and scientific staff, students’ insufficient practical training. All these issues necessitate the search for more effective forms of establishing university clinics, and, in particular, on the principles of public-private partnership (PPP). It has been shown that one of the possible ways to develop university clinics is implementing private-public partnership (PPP) that can provide a number of advantages compared with purely public administration: private investment, development of innovative areas, ensuring economic stability, the influx of highly qualified personnel, providing high-quality medical care, ensuring profitability for enterprises etc. The article provides the methodological approaches to elaborating the model of PPP establishing based on PPP principles. Within the methodological approaches, the key stages of the establishment and development of university clinics and their management have been identified. These stages enable to monitor the implementation of the strategies for developing university clinics and to make adjustments it in accordance with environmental conditions. The methodological approaches presented in the article are summed up as a set of methods for investigating the possibilities and prospects of improving public and private business to solve a difficult practical task – to organize a modern university dental clinic based on PPP principles. The methodology of creating this model is an important prerequisite for organizing the model and serves as the basis for forming a modern management company, a legally independent high-technology clinical dental base of the university, and system of professional personnel training.
