The article considers modern specifics of development of foreign trade cooperation of the Far Eastern Federal District with the People’s Republic of China that is traditionally the main foreign trade partner of the region. The article provides statistical data on trade dynamics and the main tendencies for change of the goods structure of export-import operations between the Far Eastern Federal District with the People’s Republic of China. A perspective sector of developing trade and economic cooperation between the Far Eastern Federal District with the People’s Republic of China is increasing the intensity of processing of raw materials produced in the Irkutsk Region and first of all increasing the export of oil, gas and timber products, as well as maintaining a high share of engineering products in exports.

The article is devoted to the analysis of the state and prospects of Russian-Chinese regional cooperation, a historical overview of the main stages of more than a decade of Sino-Russian regional cooperation, which starts since the signing of the “Plan of Cooperation between the North-East of the People's Republic of China and the Far East of the Russian Federation and Eastern Siberia (2009-2018)” in 2009. The article considers the development of the Northeast region as a key national strategy of China, and the development of the Far East and Eastern Siberia as an important aspect of Russian policy; it analyses the policy documents of the Chinese Government aimed at making the North-East region an internationally competitive industrial base for the production of equipment, new raw materials and energy resources, vital commodities and agricultural production, as well as important national technologies; here is characterized by the federal target program for the economic and social development of the Far East and Transbaikalia approved by the Government of the Russian Federation and the “Strategy for the socio-economic development of the Far East and the Baikal region until 2025”, as well as the “Plan for cooperation between the northeast region of the People's Republic of China and the Far East and Eastern Siberia of the Russian Federation”, where regional cooperation is positioned as a logical choice for economic development. The article analyzes the results of regional cooperation: the construction of infrastructure and transport facilities connecting the ports of the two parties, the construction of industrial complexes, cooperation in the field of forestry and agriculture, etc. The article comments on the main problems of Sino-Russian regional cooperation and ways to solve them, defines the prospects for the development of this cooperation in the context of the “Joint Statement of the Russian Federation and the People's Republic of China on cooperation to combine the construction of the Eurasian Economic Union and the Silk Road Economic Belt”. The article concludes that in today's highly developed Sino-Russian strategic partnership, regional cooperation is very important for further strengthening economic ties between the two countries, deepening mutual understanding between the two peoples and promoting the comprehensive development of bilateral relations.

The article examines the current specificity of foreign trade ties of the Far Eastern Federal District. It presents a brief analysis of dynamics of the volumes and commodity structure of the export-import operations of the Far Eastern Federal District. At present, of specific significance for the regions of the Far East and Siberia is search for tolls of modernizing the economy with purpose of transition to innovative development. Foreign trade can be a perspective direction of socio-economic development of Russia’s Far East. Far Eastern Federal District is export-oriented, but in the export commodity structure the mineral raw groups of commodities prevail, which decreases its positive effect. Expansion of trade-economic and investment cooperation with the countries of the Asian-Pacific region in the field of developing processing industries and machine building oriented at increasing the depth of mineral resources processing and growth of the ready-made products export can become the basis of sustainable development of the Far East.

Urgency of the research. Effective foreign trade policy of China and its accession to the WTO have had a positive impact on the country's integration into the global economy and have provided China with world leadership in terms of the main trade indicators in recent years. Target setting. Trade policy of the People's Republic of China plays a leading role in economic development of the country, despite its contradictory nature. Actual scientific researches and issues analysis. The works of V. Kiktenko, O. Oliynyk, K. Frend, L. Chen and others are devoted to the issues of economic development of China and its place in the world economy. Uninvestigated parts of general matters defining. At the theoretical level, insufficient attention has been paid to the issues related to the modernized trade policy of the PRC. The research objective. The aim of the work is to investigate the current state of trade policy of the People's Republic of China. The statement of basic materials. Trade policy of the country is characterized by the use of tariff and non-tariff instruments. The customs duty of China includes the MFN rates, contractual tariff rates, special fares, general tariff rates, tariff quota rates, and temporary duties. Import and export licensing holds an important place among the non-tariff instruments of China's trade policy. It should be noted that China also introduces general restrictions on export and those which are country-specific. Conclusions. China's foreign trade policy goes through the period of modernization towards greater liberalization, pluralism and transparency. The protection of national interests are becoming more and more analogous to those of the leading countries of the world, it is characterized by hierarchically lined state and business institutions and takes into account the economic and political interests of stakeholders. At the same time, the role of China as a trade partner for the most of the countries increases.
