International norms do not diffuse linearly; they are localized, adapted and contested at every turn. Foster care systems have been enthusiastically promoted by international organizations to serve the best interests of children. This study explores the recent adaptation of foster care (Koruyucu Aile) in Turkey. This elite-driven norm change was institutionalized through comprehensive legislation, economic incentives and national campaigns, situated in the “politics of responsibility” arising from moral duty and national and religious ethics. These efforts faced early resistance, leading to slow cultivation of foster families, while over time, the foster system found unlikely allies among urban middle-class women. Using Zimmermann’s typologies of reinterpretation of norms through an analysis of narratives about foster parenting in 50 local and national TV productions, this article shows how the foster family system has evolved as a panacea for women’s empowerment in contemporary Turkish society. In parallel, Turkey has embarked on an intense criticism of the care of ethnic Turkish children in European foster care systems. However, this creative utilization of the foster system has come at the cost of the rights of biological parents and a permanency that has decoupled the Turkish foster care system from its counterparts around the world.

This chapter examines the ambiguity of the foster parent role in the post-World War II period, looking particularly at analogies to other kinds of parenting. It explores efforts by child welfare professionals to reconcile their ambivalent feelings about foster parents through the creation and promotion of national standards for foster care and foster parenting. The chapter looks closely at professional writings about the foster mother role and the reasons why foster fathers received so little attention. It also examines the ways in which foster parents resisted their proscribed role, notably through attempting to adopt children in their care.

This research title is "Foster Parenting Against Deaf Children in Manga Koe No Katachi by Ooima Yoshitoki". This research aims to identify the types of parenting, factors, and impact that the figure of mothers bring out to the deaf kids. This research used descriptive method of analysis according to Ratna (2014). The theory used in this research were sociology of literature proposed by Wellek and Warren (in Damono,1979), semiotics theory proposed by Danesi (2010) and McCloud (2008). Based on the results of the research, there are two forms of parenting that applied to the mother figure of a deaf child. Both forms of parenting are authoritarian parenting and overprotective parenting. Factors that cause mother's parenting are divided into two factors, internal factors and external factors. Internal factors are factors derived from the family environment that can not accept the presence of children with hearing impairment, while the external factor is a factor derived from the school environment namely, there is discrimination experienced by children with hearing impairment. In adition, two negative impacts caused by the pattern of authoritarian and overprotective, personality children to be weak and escape from reality were found.

The selection of foster parents with qualities necessary to undertake care of other people's children is a difficult task. Little research has been done in identifying what the associated qualities are. This paper reports the first stage of a research study examining these qualities from the perspective of foster parents themselves and experienced family care workers. From a qualitative exercise involving 10 foster parents and 2 family care workers over 50 nominated qualities were elicited covering motivation; personal attributes; knowledge and skills with children and competencies emanating from experience. Arising from this exercise a model was constructed which identifies stages in foster parenting. This could enable differential educational strategies based on a competency approach to be developed in order to achieve a better level of quality control.
