AbstractThe European Union is the first and only region worldwide where passengers have comprehensive and integrated fundamental rights on all modes of transport. The rights are based on the principles of non-discrimination, accurate, timely and accessible information as well as prompt and adequate assistance. There is also a specific code of transport regulating conditions under which a carrier transports persons, baggage, animals and goods on the rail network. The actual creation of such transport regulations should follow from a certain methodology. Thus, the paper´s objective is to propose methodical procedures that would be related to a set of regulations in railway passenger transport. The manual proposed will respect relevant legislation, which determines minimum requirements for developing transport regulations, and obligations of carriers as well. As the code of transport is part of public proposals for concluding transport contracts of the carriage of passengers, the methodical manual will contribute to making regulations in passenger transport to be better suited to practical requirements. In general, it may be argued that the manual will ensure establishing transport regulations which will be concise, clear, comprehensible, and which, in particular, will comply with the legislation and requirements of the transport service ordering party. It should therefore contain certain points to be followed when developing transport rules.

This study presents a fuzzy Bayesian network (FBN) method to analyze the influence on the safety risk of railway passenger transport applying different risk control strategies. Based on the fuzzy probability of the basic event determined by the expert group decision method, the proposed FBN method can reasonably predict the probability of railway passenger safety risk. It is also proven that control the risk in the safety management of railway passenger transport will be the most effective way to reduce the risk probability of the railway passenger transport safety.

The article focuses on discussing the norms of Polish transport law and European Union regulations on the correctly defined of the moment and form of concluding a contract of passengers transport in railway systems. The article also describes the problem of discourse between the content of these legal norms and the jurisprudence practice and doctrine opinion. Moreover, was performed to present a comparative analysis of the relation of the Court of justice of the European Union judgment to the norms of Polish and European law and the case law. Commented on the practices of carriers in regulating the said matter. Internal law acts applicable to the means of transport of Polish railway companies were also analyzed. The paper deals with the study of the impact of regular air passenger transport on international long-distance regular bus transport in the Slovak Republic. The comparative period is 2017 (2018) with 2008. The issue is also related to the issue of the use of Slovakian airports for regular air transport after the Slovak Republic entered the European Union in 2004. According to the results of the 2008 survey, both modes of transport have significantly affected the economic crisis. The development of low-cost airlines also affected the decrease in the number of issued transport licenses in 2018 compared to 2008 in international regular bus transport.
