The paper discusses results of a research on Russian teachers working in difficult social contexts (remote, back country regions, deprived town areas) with children at risk of educational failure.This research aimed to explore the existing practices of professional development for such teachers and its conclusions have formed the basis for developing a new model of professional development which implies the following features: continuity, individualisation, connection with the school’s general task of raising the quality of education, special training in teaching different groups of children.The model represents professional development as the individualised cyclic process which leads to refusal of routine and transition to modern practices of working with pupils with risks of low educational performance.The outcomes of this research may be of interest to education managers, advanced training specialists and can be applied within the national system of professional growth for teachers.

ABSTRACT: The aim of this article is twofold. First, we present an analysis of the main features of the teacher professional development (PD) models and programs currently considered of highest quality. This analysis is supported by the articles presented in the present monograph, and it also considers other studies that complement these perspectives. We show that axes of teacher change deal with career-long development, reflection in school-based communities of practice, and focus on students’ voices. In addition, we highlight the need for coherence between teacher policies and more global policies aimed at enhancing the quality of education. The second objective is to assess the situation of teacher PD within the Spanish education system, using the identified axes of teacher change as an analytic framework. The comparison reveals important limitations from the points of view of both the specific PD activities offered to teachers and underlying teacher PD model.

One of the topical problems of Russian education is to improve the quality of education in schools with low educational outcomes. Important factors in improving the quality of training and education of the younger generation are the professional growth of teachers, their career and social growth. The article presents indicators and factors of the eff ectiveness of the implementation of the model of teacher growth in schools with low educational outcomes. The material was prepared in the framework of the event 2.2 “Improving the quality of education in schools with low learning outcomes and in schools operating under adverse social conditions through the implementation of regional projects and dissemination of their results”, tasks 2 “Development of modern mechanisms and technologies of general education” of the Federal Target Program Development of education for 2016-2020.

In modern socio-cultural conditions, there is a request for professional growth of the teacher. It is confirmed by the decree of the President of the Russian Federation (5) and teachers (1). The problem is to increase the number and level of complexity of the requirements for teachers and the lack of theoretical and practical information base for both working and future teachers. The purpose of the study: to develop a Handbook designed to help in the possible implementation of the request for professional growth of the teacher, the formation of the teacher-leader. Research problem: 1) to study the features of teachers ' perception of the phenomenon of leadership and understanding the role of a leader for a teacher within his profession. 2) to analyze the difficulties in the pedagogical sphere, relevant at the moment. 3) the opinions of teachers about the specifics of their profession are revealed. The topic of the phenomenon of leadership in the pedagogical sphere and improving the quality of education was considered in the works of M. Barber, M. Murshed [2], I.B. Bicheva, O.M. Filatova [3], S.S. Lutkin [4], I.L. Feldman [6], S.N. Yaroshenko [7].
