TAXONOMIC ANALYSIS OF DIVERSITY OF LOCAL LABOUR MARKETS IN POLAND

The situation in the labour market is conditioned by many factors that often have a local dimension. Identification of different levels of development of labour demand as well as potential of labour supply on the local level is a crucial element of diagnosis of reasons for regional and local diversity and implementation of an appropriate labour market policy. As there is available a variety of indicators describing regional labour relations, there is a need to create synthetic measure to include different aspects of the labour market situation. The aim of the paper is identification of the diversity of the situation in the local labour markets of all 16 Polish voivodeships. At the first step, a synthetic measure including eight variables was created. At the second stage 16 Polish voivodeships were clustered following Ward’s and k-means methods. As the authors assume that the position of voivodeship labour markets is connected with the position of capital cities, the analysis was deepened by ranking voivodeship cities based on Hellwig’s method. As a result of conducted research and the classification of Polish voivodeships and their capital cities in the context of the situation in the labour market, there have been identified the reasons of regions’ positions and proposed recommendations for the labour market policy.

Active labour market policy has developed into a widely used and seemingly embedded approach to addressing worklessness, both in the UK and internationally. But the future of UK active labour market policy looks far from certain. Some recent developments suggest demise and diminution. But at the same time there is also evidence of more positive points, including increasing recognition of the importance of employer involvement and activity at local level. Possible future trajectories are considered in the light of emerging developments, and two potential scenarios for future UK active labour market policy are posited: ‘less support, more sticks’ and an ‘active local labour markets approach’.

AbstractStudies conducted so far suggest that SEZs are not treated by local authorities as the main mechanism of job creation in a given region. The objective of this paper is to highlight potential mechanisms through which SEZs impact labour markets in poviats (counties) in Poland. To this end we conducted a comparative analysis of changes that had taken place in the labour market over the period 2004–2016 in two groups of poviats with the highest unemployment rate reported in 2004: with and without SEZs. The study does not allow us to unambiguously conclude that SEZs contributed to the improvement of labour market situation in poviats with the highest unemployment rate in Poland. That can be attributed to the fact that SEZs in Poland are highly fragmented as well as to SEZs investors being able to select locations for their investment projects in relatively better developed regions.

For most people, their performance in the labour market determines their station in life. What determines who earns what in the labour market? Are there systemic impediments that inhibit the ability of particular groups to prosper in the labour market? What is the role of education, skills, race, and gender? Are there ways to make the financial return on work greater regardless of skill level? If skills are lacking, are there policies that directly help to close skill gaps? ‘Labour markets’ considers these questions and concludes that a goal of labour market policy is to create pathways out of poverty. Well-functioning labour markets facilitate the economic mobility of people over the course of their lifetimes and across generations.

AbstractActive labour market policy (ALMP) is a well-established strategy but one aspect is greatly neglected – employer participation – about which there is a lack of systematic evidence. The question of why and how employers participate in ALMP, and whether there may be some shift from employers solely being passive recipients of job-ready candidates to having a more proactive and strategic role, is addressed by drawing on new research into Talent Match, a contemporary UK employability programme which places particular emphasis on employer involvement. The research findings point to a conceptual distinction between employers’ roles as being reactive gatekeepers to jobs and/or being proactive strategic partners, with both evident. It is argued that the Talent Match programme demonstrates potential to benefit employers, jobseekers and programme providers, with devolution of policy to the local level a possible way forward. The conclusion, however, is that the barrier to wider replication is not necessarily a problem of practice but of centralised control of policy and, in particular, commitment to a supply-side approach. Empirical, conceptual and policy contributions are made to this under-researched topic.

This article analyses labour market flexibility in the Central and Eastern European countries (the CEECs). An empirical approach is taken that concentrates on macro level issues including labour protection, labour market policy and the role of trade unions in wage setting. The authors conclude that labour relations are not less strictly regulated in the CEECs than in the EU countries. Expenditure on labour market policy is relatively low in most CEECs. Decreases in wages, and especially decreases in nominal wages, indicate the flexibility of wages in the CEECs and the minor role played by the unions in the wage-bargaining process.

Labour market and housing problems are an important part of social studies, though spatial analysis of labour market diversification and housing resources are not the dominating subject of studies. The interaction between the place of residence and the place of work is treated in terms of commuting to work, but this aspect does not exhaust the issue. The article is an attempt to answer the question whether a relation exists between the structure of housing and its accessibility and the stable diversification of local labour markets. A necessary condition for permanent migration from a location that does not offer work to that characterised by labour demand, is the accessibility of housing offering acceptable living conditions. The decades‑lasting housing deficit and the efforts to improve the situation relying solely on market mechanisms seem to restrict housing accessibility considerably. To answer this question a model of spatial regressions was construed, based on statistical data aggregated at the district (county) level. The results indicate a considerable role of financial accessibility of housing, in terms of purchase capacity and remuneration in particular districts, in preserving the disparities among local labour markets.
