AbstractThe effect of minimum wages increases on youth employment level has been extensively analysed, but recent contributions have highlighted the potential bias in these studies due to neglected spatial autocorrelation in the considered relationship. This paper contributes to this scarce literature by providing novel evidence for a country with very low interregional mobility. The aim is to see if the bias of neglecting spatial dependence acts in a similar direction than in the few studies for the United States and if this bias explains the low elasticity of youth employment to minimum wages in Spain compared to the international literature. Our results show the relevance of spatial spillovers in the Spanish regional labour markets, but after correcting for the bias, we do not find a significant negative elasticity of youth employment to minimum wages, with the only exception of those between 16 and 19 years old.

AbstractThis paper focuses on the structure and extent of wage differences among graduates of different higher-education institutions in Germany. We ask how large these differences are and how they relate to fields of study and regional labour markets. The results from our application of cross-classified random-effects models to a cohort of the DZHW Graduate Panel show that there is a considerable amount of wage variation depending on the graduates’ alma mater. However, this variation can be fully explained by structural characteristics: Selection based on individual characteristics is of only minor importance, while regional labour markets do matter. Most of all, however, the differences relate to fields of study.

The decentralization reform in Ukraine began in 2014 and is aimed at implementing the provisions of the European Charter of Local Self-Government, which provides for the redistribution of powers, resources and responsibilities on the basis of subsidiarity. Currently, local governments are endowed with powers and instruments of influence on enterprises located on their territory, but employment and labour market policies remains the prerogative of the central government. For a comparative analysis of the development of regional labour markets in the context of decentralization, labour force survey indicators are more appropriate, since they reflect the actual policy results from the perspective of households. For the 2015–2019 period in most regions of Ukraine, there was an increase in the level of employment and a decrease in the level of unemployment; at the same time, the gender gap in employment has increased in 16 of 25 regions; the sectoral structure of employment continues to stagnate. Some regions have significantly increased the coverage of public works, but this may indicate not the activity of territorial communities, but the lack of stable employment opportunities. Local self-government bodies should play a key role in the formation and implementation of local employment and the labour market policies, their interaction with the state employment service requiring a corresponding transformation.

Imperfect competition in social and labour relations has no homogeneous effect on regional labour markets. There is a regional segmentation of the domestic labor market under the influence of imperfect competition. Government measures and measures to regulate the domestic labour market have different effects on regional labour markets. In this regard, the weakening of imperfect competition in social and labour relations is seen through the strengthening of the role of the regional labour policy of the population.

Spatial autocorrelation is the correlation between the values of the same variable at different points in space. This method enables a more complete analysis than is traditionally used as it specifies the spatial structures and relationships between adjacent elements. Analyses of phenomena using this tool is helpful in identifying areas that have different or similar values. Thanks to it, is possible to assess and control the studied phenomenon, as well as identify differences between the areas and their surroundings. The issue discussed in the article stemmed from the fact that recently research on the impact of air transport on regional labour markets has been of great importance. The aim of the article is to present the method of spatial autocorrelation to determine the degree of concentration and spatial connections of the situation on local labour markets in poviats located within the Katowice-Pyrzowice Airport isochrone area. The analysis took into account 27 indicators characterising the labour market. The research period was 2011–2015. In the course of the research, the goal was achieved. The obtained results made it possible to evaluate and notice the degree of concentration of the neighbouring poviats in terms of the adopted measures. In the course of the research, the research hypothesis was positively verified as follows: poviats located in the area of gravity of the examined object are characterised by a spatial autocorrelation of the situation in regional labour markets and cause spatial inequalities.
