The purpose of this article is to report the actions taken by the government in fighting against bullying in the State of San Luis Potosi. The study was carried out based on article 4° of the Mexican Constitution and article 12° of the San Luis Potosi Estate Constitution. Here, it was established that the State is responsible for the fulfillment of the best interest of the child and it must fully guarantee their rights. Also, these articles states that this principle shall guide the design, monitoring, and evaluation of public policies aimed at them. It is well known that bullying exist and is growing increasingly. For instance, this can be seen in 2000 and 2003 through the Child and Youth Consultations of the Federal Electoral Institute. In 2008, a study was conducted by the National Institute of Psychiatry. In 2009, the National Report on Gender Violence was carried out by the Secretariat of Public Education and the United Nations Fund. In 2012, the National Results of the Child and Youth Consultation was obtained. A study in 2014 exhorts the Federal Executive to carry out the necessary public policies in order to prevent and reduce bullying. In the same year, a special report was given on the aspect of respect for human rights in public secondary schools in the State of San Luis Potosí. In conclusion, despite knowing the problem of bullying, there is still no specific and concrete policy to fight bullying in San Luis Potosi.

The Open Data policy is a struggle in the institutionality of national transparency for the construction of the Democratic Rule of Law. Research on the inclusion of open data in the field, in particular, aimed at discussion around family farming, is important to promote access to information necessary for the monitoring and evaluation of public policies. This article is limited as a way of contributing to the understanding of this dynamic of action in family farming on the policies that affect it. Through bibliographic and documentary research and content portals. We found that several data on family farming do not exist, either because they are not produced or even because they have not been cataloged, generating a need for access to coherent and relevant information, especially in the spheres of state and municipal governments. Only with due open access to this information will we be able to analyze it, refute data and produce knowledge about the repercussions of various public policies aimed at family farming

We can talk about public policies when a public authority - central or local - intends, with the help of a coordinated action program, to modify the economic, social, cultural environment of social actors. At national level, public policies can appear from any of the major state institutions (Parliament, President, Government, central or local authorities). The study of public policies is different from the traditional academic research, having an applied approach, oriented towards: (1) designing and developing solutions for the problems of society, (2) Interdisciplinarity, (3) Orientation towards problem solving: it does not have a purely academic character, but it is oriented towards the problems of the real world, looking for solutions for them, (4) Normativity. The general stages of this process are as follows: (1) defining the problem, (2) making the decision, (3) implementation of public policy, (4) monitoring and evaluation of public policy.

In this chapter, various categories of planning tools are discussed and explained. These tools are proposed to be applied at the different stages of the project. They are applicable to the strategic planning stage and for the monitoring and evaluation stages. As the planning process is dynamic in nature, it is highly recommended to apply different tools at different phases of the project.
