Abstract Background The SARS-CoV-2 pandemic imposed challenges to researchers and governments in proposing political strategies to contain the transmission chain. Despite being an issue of global impact, the public policy strategies in fighting this pandemic depend on each country. This scenario demands studies to describe and explore these policies' institutionality. In this context, a question raises on how the biggest economies of the Portuguese language, Brazil and Portugal, have conducted the public policy agenda against the pandemic. Methods A comparative, qualitative, and descriptive study of the public policy agenda setting in Brazil and Portugal to fight against the pandemic was conducted through bibliographic and document research. The theoretical axis adopted was the Institutional Economy and the elaborations and management of public policy, mainly Douglas North, Geoffrey M. Hodgson, and Amatya Sen’s studies. Results The combat against the SARS-CoV-2 pandemic was translated in a search for urgency analytical theories, elaboration, implementation, and evaluation of public policies in Brazil and Portugal. In both countries, social restriction strategies were adopted such as closing public places, stores, and schools. Also, some economic actions were established to mitigate these restrictions’ impacts, more limited in Brazil as a neoliberal picture of the current government. Conclusions The results pointed to differences and similarities in Portuguese and Brazilian agendas, especially with the virus transmission mitigating strategies and the social and economic assistance, being Brazil suffering from the negationism culture that promoted contagion and mortality acceleration.

The impact of Covid 19 made the government in Sukoharjo village, Sukoharjo sub-district, Pringsewu regency, pour out village funds that should have been converted into BLT for residents affected by covid 19. The purpose of this study is to evaluate the policies of the Sukoharjo II village government that have been ongoing. This study used a qualitative approach, namely describing the policies adopted in the village of Sukoharjo II coherently. data collection methods using interviews and documentation, then the data collected is analyzed with a qualitative approach. The result is that the Sukoharjo II village government has succeeded in carrying out policies that have been running well based on indicators of evaluation of public policies from William N Dunn, such as effectiveness, adequacy, equity, responsiveness, and accuracy have been running in accordance with government regulations that determine potential family beneficiaries of village funds in accordance with regulations. issued by the central government and the regional government of Pringsewu Regency by synchronizing the data in advance with the integrated list of prosperous families (DTKS) from the Social Service Agency. <span class="fontstyle0">The Open Data policy is a struggle in the institutionality of national transparency for the construction of the Democratic Rule of Law. Research on the inclusion of open data in the field, in particular, aimed at discussion around family farming, is important to promote access to information necessary for the monitoring and evaluation of public policies. This article is limited as a way of contributing to the understanding of this dynamic of action in family farming on the policies that affect it. Through bibliographic and documentary research and content portals. We found that several data on family farming do not exist, either because they are not produced or even because they have not been cataloged, generating a need for access to coherent and relevant information, especially in the spheres of state and municipal governments. Only with due open access to this information will we be able to analyze it, refute data and produce knowledge about the repercussions of various public policies aimed at family farming</span> <br /><br />

This research analyzes the conceptual aspects and the state of the art of evaluation methodologies within government policies and programs, based on theoretical and empirical evidence on the subject. This article aims to map the evaluation study and discuss evaluation practices in Brazil, the United States and Europe. It is, therefore, an exploratory and bibliographic research, with a qualitative approach, based on studies indicated in the selected literature. Although the evaluation practices in Brazil are recent and not fully established, the results point out a similarity in the evaluation activities, when compared with the American and European countries. On the other hand, these evaluation practices are still little used in Brazil, which still faces contextual and methodological challenges in the evaluation of public policies and programs, as well as the implementation of continued evaluation policies.

Abstract, The purpose of this research is to find out; 1) Does the evaluation of public policies have an influence on the implementation of the national program of urban independent community empowerment in Mekarjaya Village, Depok City 16411. 2) How much influence does the evaluation of public policies have on the implementation of the national program of urban independent community empowerment in Mekarjaya Village, Depok City 16411. The research method used is quantitative research. The results of the validity and reliability test show that the results obtained are greater than the specified value (validity 0.30 and reliability 0.60), so it can be said that the data is valid and the instrument is reliable. From simple regression analysis, it is known that the value of R. Squere is 13.40%, this shows that the effect of the implementation of the national urban community empowerment program is determined by the independent variable, namely the evaluation of public policies, while the rest is influenced by other factors not observed in this study. After conducting the research, it can be concluded that the evaluation of public policies has an impact on the implementation of the national program for empowering urban independent communities in Mekarjaya Village, Depok City 16411 Keywords: Public Policy Evaluation, Implementation of the National Urban Community Empowerment Program       Abstrak, Tujuan penelitian ini adalah untuk mengetahui; 1) Apakah  evaluasi kebijakan publik memiliki pengaruh  terhadap pelaksanaan program nasional  pemberdayaan masyarakat mandiri perkotaan di Kelurahan Mekarjaya Kota Depok 16411. 2) Seberapa besar pengaruh evaluasi kebijakan publik terhadap pelaksanaan program nasional  pemberdayaan masyarakat mandiri perkotaan di Kelurahan Mekarjaya Kota Depok 16411. Metode penelitian yang digunakan adalah penelitian kuantitatif.  Hasil uji Validitas dan Reliabilitas diketahui bahwa hasil yang didapat lebih besar dari nilai yang ditentukan (Validitas 0,30 dan Reliabilitas 0,60 ) maka dapat dikatakan datanya valid dan instrumennya reliabel.   Dari analisis regresi sederhana diketahui nilai R.Squere sebesar 13,40 %, hal ini menunjukan bahwa   pengaruh pelaksanaan program nasional  pemberdayaan masyarakat mandiri perkotaan  ditentukan oleh variabel bebas yaitu evaluasi kebijakan publik, sedangkan sisanya dipengaruhi oleh faktor lain yang tidak diamati dalam penelitian ini. Setelah melakukan penelitian maka dapat ditarik suatu kesimpulan bahwa evaluasi kebijakan publik berpengruh terhadap pelaksanaan program nasional  pemberdayaan masyarakat mandiri perkotaan di Kelurahan Mekarjaya Kota Depok 16411 Kata kunci : Evaluasi Kebijakan Publik, Pelaksanaan Program Nasional Pemberdayaan Masyarakat Mandiri Perkotaan

This paper presents an evaluation of public policies for fare social tariffs of electricity in Brazil by using an economic model of the electricity market (TAROT-Optimized Tariff) that represents the regulated market of distribution of electrical energy. It was considered the scenario of an increasing number of prosumers (residential consumers who self-generate energy) in two of the five major regions of Brazil which have quite different socioeconomic characteristics. However, the current electricity regulation is the same for all concessionaires. In this work a new public policy is proposed, allowing the use of regulation in a different way aiming for a best result for Brazil and particularly for the poor population that today are not able to enjoy the benefits of electricity due to high tariff values. It is also discussed how this can contribute in a positive way to improve the income distribution in these regions, which is evaluated by using the GINI index.

This article explains why and how it is possible to give greater democratic meaning to an evaluative process by bringing into dialogue the Gender + perspective and a critical approach to deliberative theory within its design. Furthermore, it identifies the methodological challenges of using this intersectional approach to create more inclusive evaluative procedures. Taking into account the experience of the evaluation of Law 4/2005 for Equality between Women and Men in the Basque Country (Spain, 2015–2016), the text explains that the enclave deliberation praxis proposed by critical deliberative theory helps to resolve the challenges that emerge from the implementation of the Gender + perspective in the evaluation of public policies. These challenges include the incorporation of the empowerment perspective into the evaluation, and guaranteeing dialogue between expert knowledge on gender and other more ‘intuitive’ types of knowledge.
