The Philippines is one of only two states in the world in which absolute divorce remains largely impossible. Through its family laws, it regulates the marriage, family life and conjugal separation of its citizens, including its migrants abroad. To find out how these family laws interact with those in the receiving country of Filipino migrants and shape their lives, the present paper examines the case of Filipino women who experienced or are undergoing divorce in the Netherlands. Drawing from semi-structured interviews and an analysis of selected divorce stories, it unveils the intertwined institutions of marriage and of divorce, the constraints but also possibilities that interacting legal norms bring in the life of Filipino women, and the way these migrants navigate such norms within their transnational social spaces. These findings contribute interesting insights into cross-border divorces in the present age of global migration.

Abstract In the contemporary theological landscape Filipino theology has remained marginal compared to Latin-American theologies. Hence, this paper attempts to present Bahala Na as a Filipino articulation of Astley’s Ordinary Theology in the context of Filipino diaspora. With this, we assert that the importance of ordinary Filipino migrants’ input in the current theological enterprise cannot be overlooked because the churches in the world are now phenomenally populated by the millions of Filipinos who possess a unique faith that has sustained them amidst the precariousness of their diasporic life. We believe that ignorance of this inculturated theology is ignorance of the real essence of “catholic” theology.

AbstractThis paper asserts that creativity and criticality are interlocked constructs that converge through the shared impetus of challenging existing norms, practices and relations of power. Drawing on data from a student YouTube adaptation of a play about Filipino migrants from a literature textbook, it examines how high school students in the Philippines use their linguistic, multimodal and digital resources to retell a prescribed narrative from their own perspectives and contexts. By conducting a multimodal discourse analysis of this video, this paper demonstrates how these youth engage with translanguaging and transmediation, reshaping the meanings of the primary text while imagining spaces like Canada from their own fixed locations in the Philippines. Through these creative and critical processes, they are able to challenge the boundaries of both word and world, and assert their own voices in the discourse of migration and globalization.

Migrant remittances have been linked to improving the quality of government and political accountability in the developing world. The argument is that migrants have the capacity to withhold remittances to their families when they deem that their local governments are blighted with corruption and bureaucratic inefficiency. Relatedly, migrants also empower citizens in sub-national regions by providing funds to family members who become less beholden to clientistic ties with political parties which concomitantly foster state-level corruption. Thus, relatives of migrants also become social agents who will increasingly expect better governmental performance and demand higher levels of political accountability at the sub-national level. Using data provided by the Philippine National Statistics Office and the National Statistical Coordinating Board of the Philippines (NSCB hereafter), the study provides empirical evidence that the number of migrants (by province) and the amount of remittances sent by migrants are positively associated with governmental effectiveness and higher levels of human development at the provincial level. It is also found that opportunistic shirking on the part of the sub-national governments is also not occurring, as remittances also induce provincial governments to spend more on their citizens, which will likely lead to better public goods provision. The overall findings imply that just like their counterparts from other developing countries, Filipino migrants are agents of democratic accountability.

The introduction of popular religious practices traditionally held during major liturgical feasts in the Philippines has gathered Filipino migrants in Norwich, United Kingdom, into a dynamic ecclesial community. It has sustained their faith even as they struggle to face the many challenges of living and working abroad and keeping the faith without the comforts and certainties provided by a predominantly Catholic culture at home. They draw courage and consolation from participating in the year-round activities in their Filipino chaplaincies. The author’s pastoral voluntary work in the United Kingdom has been an experience of building an ecclesial community of Filipinos in diaspora, of providing means of support amidst crisis, and of accompanying them in their journey towards a better life and a more meaningful relationship with God. The paper proceeds in three steps. First, it enumerates the challenges faced by Filipino migrants in the practice of their Catholic faith. Second, it illustrates how these challenges were met through the introduction of religious traditions commonly practiced in the Philippines. Third, it offers some theological insights on the power of popular piety to nourish the faith of Filipino migrants and to form them to become dynamic agents of evangelization. Se fortalecen y reciben consuelo al participar de las actividades realizadas durante todo el año en sus capillas filipinas. El trabajo pastoral voluntario del autor en el Reino Unido ha sido el de construir una comunidad eclesial de filipinos en la diáspora, de dar apoyo en medio de crisis, y de acompañarles en su caminar hacia una vida mejor y a tener una relación más profunda con Dios. Este artículo se divide en tres secciones. En primer lugar, se enumeran los desafíos que los migrantes Filipinos han enfrentado en la práctica de su fe católica. En segundo lugar, se explica cómo se enfrentaron estos desafíos al introducir prácticas religiosas comúnmente practicadas en las Filipinas. En tercer lugar, ofrece algunas reflexiones teológicas sobre el poder de la piedad popular para nutrir la fe de los migrantes filipinos y para formarlos como agentes dinámicos de evangelización.
