Fitting to its doctrine of preventiv war, the Bush Administration founded a bureau of reconstruction, designing reconstruction plans for countries which are still not destroyed. Reconstruction after war or after a “natural disaster” developed to a profitable branch of capitalist investment. Also the possibilities to change basic political and economic structures are high and they are widely used by the US-government and institutions like the International Monetary Fund.

<div>A variant of human capital (or net output) analytical framework was applied to monetarily value DALYs lost from 166 diseases and injuries. The monetary value of each of the 166 diseases (or injuries) was obtained through multiplication of the net 2019 GDP per capita for Kenya by the number of DALYs lost from each specific cause. Where net GDP per capita was calculated by subtracting current health expenditure from the GDP per capita. </div><div> </div><p>The DALYs data for the 166 causes were from IHME (Global Burden of Disease Collaborative Network, 2018), GDP per capita data from the International Monetary Fund world economic outlook database (International Monetary Fund, 2019), and the current health expenditure per person data from the WHO Global Health Expenditure Database (World Health Organization, 2019b). A model consisting of fourteen equations was calculated with Excel Software developed by Microsoft (New York).</p><p> </p>

The regime complex for crisis finance in the euro area included the European Council, Council of the European Union, and Eurogroup in addition to the three institutions of the troika. As the member states acted largely, though not exclusively, through the council system, these bodies stood at the center of the institutional mix. This chapter reviews the institutions as a prelude to examining the dilemmas that confronted them over the course of the crises. It presents a brief review of some of the basic facts about their origins, membership, and organization. Each section then delves more deeply into these institutions’ governance and principles to understand their capabilities and strategic challenges. As a consequence of different mandates and design, the European Commission, European Central Bank, and International Monetary Fund diverged with respect to their approach to financing, adjustment, conditionality, and debt sustainability. This divergence set the stage for institutional conflict in the country programs.
