Based on the feed market analysis and the generalization of practical experience of feed enterprises of the Black Sea region of Ukraine, the need for their innovative development to achieve stability and increase competitiveness has been proved. An example of an innovative project impact for the production of feed flour from the Black Sea rapana shell on increasing the competitive advantages of agri-food enterprises in the Black Sea region of Ukraine is given. Consumption volumes are calculated and profits from the production and sale of feeds with the addition of rapana shell flour in Ukraine and the Black Sea region are determined. Taking into account the risks of the project, a strategy for sustainable development of feed companies has been formed. The necessity of creating a research and production cluster on mollusc farming on the basis of the Odessa National Academy of Food Technologies has been proved.

The article observes the relevance and substantiates the need to raise the problem of tourism development in the countries of the Black Sea region (Turkey, Ukraine, the Russian Federation, Georgia, Romania and Bulgaria) on the basis of sustainability. Systematization of approaches to the definition of «sustainable development of tourism», «sustainable tourism» and «tourism constancy» has conditioned the elaboration of a sustainable tourism development model, the elements of which are the needs of tourists, tourism resources, tourism services, types of tourism, tourism activities, subjects - tourist, tourist enterprise, destinations and the state (management). It was determined that the achievement of sustainable tourism development in the country should be evaluated from the standpoint of meeting the needs of tourists and considering the factors such as security, sustainable tourism services, economic and environmental sustainability, socio-cultural sustainability, the country’s basic sustainaility and political and regulatory constancy. During the study, the needs of the tourist were identified (cognition, recognition and his acceptance of the cultural, historical, national heritage of the destination, the development of spiritual potential and self-development), which act as a driving force for the growth of demand for sustainable types of tourism. It was found that satisfying the physiological needs of a tourist, his staying in a safe environment, confirming his social, professional, family status is associated with mass tourism, and does not fully contribute to the achievement of sustainable development goals. It is determined that the development of tourism in the Black Sea countries is characterized by a high loading on tourist facilities and irregular tourist flows, the irrational use of natural resources, and the continuous expansion of infrastructure that allows only fragmentary observance of the principles of sustainable development . To assess the sustainability of tourism in the countries of the region, we used the author’s methodology for ranking the factors of the tourism sustainability index. Calculations demonstrated that the most important factors for tourists in the Black Sea region are the factor of safety, tourism services and the basic state of stability of the country, which is based on the level of food technology usage; the presence of harmful industries in the country; unemployment rate in the country; the importance of tradition in everyday life; international openness safety factors, tourist services and the basic condition of stability of the country. Environmental sustainability and a sociocultural strategy have a moderate impact. In the ranking of the countries of the Black Sea region according to the calculated tourism sustainability index, Georgia took the first place, and Ukraine received the lowest indicator. By the method of cluster analysis, the countries of the Black Sea region were combined into three clusters. The first cluster was formed by Turkey - a country that has a developed system of mass tourism and actively contributes to its reorientation continuously. The second cluster includes Bulgaria, Romania and Georgia, which combine the processes of active development of traditional and sustainable tourism. In the third cluster, which includes Russia and Ukraine, the development of tourism on the principles of sustainability practically does not occur.

Topicaltity. Based on the consideration of individual relationships between natural, environmental and technical risks, threats to economic security of the Ukrainian Black Sea Coast are determined, and theories and strategies for the development of the economic complex of this economic region are determined. The concept of environmental debt is used to determine the conditions for the growth of the gross domestic product and the intensity of the environmental situation. Aim and tasks. To improve approaches to instrumental support for the development of an effective sustainable development strategy for the Ukrainian region, based on the results of an analysis of existing mechanisms for regulating the development of the region. Research results. It is determined that the methodology for studying the conditions for the transition of the regional economy to a model of sustainable development should have a clear quantitative certainty - an ecological component. There is a certain attention to the approach to streamlining relations between society and nature by analogy with monetary relations between business entities. The concept of ecological debt (EB) is justified in the article: it is the change in the environment accumulated as a result of industrial viability. If, as a result of environmental activities, the state of the environment improves, this circumstance should be interpreted as payment of a part of the environmental debt. It is determined that the strategies for sustainable development of the regions of the Ukrainian Black Sea Region should be based on the predicted model of the socio-economic and environmental development of the state, and thus, in accordance with world standards, should enter the path of sustainable development. To start a practical transition to sustainable development, the regions will be able to ensure the stabilization of the overall macroeconomic situation and the achievement of a certain level of competitiveness of the national economy in the global economic space. Conclusion. Solving the main problems in the sustainable development of the regions will contribute to the improvement of the mechanism for the development of regional policies, especially to involve the scientific community in joint responsibility with the authorities for structural transformations.

The strategic directions of the joint strategy of the countries of the Black Sea basin for creating favorable conditions for the formation and development of a modern competitive recreational and tourism industry that can become the leading sector of sustainable development of the region are justified, and the relevant targets, priorities and tasks are determined. The existing shortcomings that reduce the competitiveness of tourism products and services in the countries of the Black Sea basin are identified.
