An analysis of the applied forms of cross-sectoral approach to the organization of supervision and regulation of the financial sector of different types of national economies, including the Ukrainian one, is presented. Particular attention is paid to the role of the central bank in improving the coordination of regulators of the national financial market. It is determined that effective financial supervision, in the modern sense, should combine the performance of three key functions: macroprudential supervision, microprudential supervision and business integrity supervision. With technological development, the integration of financial sector segments and the emergence of complex financial products, the segmental core of regulation has been lost. One of the main current problems is to identify the risks posed by integrated financial instruments, financial corporations take them on, and also track the ways in which they spread. Institutional and sectoral models of financial supervision are analyzed. A common feature of institutional and functional approaches is the growing need to improve the coordination of national financial regulators and comprehensively increase its efficiency. The expediency of creating a macro-regulator in the conditions of modern economic systems is substantiated. The possibility of consolidated supervision is revealed, which eliminates interdepartmental conflict of interests, better control of transactions and cash flows. Peculiarities of macroregulators functioning in Great Britain, Australia, and the Netherlands have been studied. Developing a unified approach can increase the speed of response to identified threats and its adequacy, as well as reduce regulatory arbitrage by supervised organizations. The mega-regulator is able to provide due attention to the control of the integrity of business by financial market participants, protection of interests and awareness of market participants and consumers of financial services in comparison with the functional and institutional models. The priority system of national regulation of the financial sector for the Ukrainian economy is determined.

The article clarifies the essence and benefits of gender-oriented budgeting. The problem of lack of legislative consolidation of the use of GOB in the budget process is considered, which is one of the main reasons for slowing down the process of implementation of this method and approval of methods for its implementation. Indicators of gender statistics, in particular the city of Lviv, such as the structure of the permanent population by gender, unemployment rate by age and gender, mortality rates by cause and gender, social groups of internally displaced persons (IDPs) and the problems they most often face depending on gender are analyzed. It was found that the situation of women in most areas is worse than men, and in modern conditions during the pandemic situation only gets worse. Given recent world events, the need for a public financial management system that takes into account the impact of gender measures to overcome the coronavirus pandemic is justified. A correlation analysis of gender impact on tax revenues of budgets on the basis of indicators that directly affect tax revenues to budgets by gender such as the average monthly wages of women and men in Ukraine for the period 2012-2019, as well as the number of women and men PE and their income for the period 2016 - 2020 has been conducted. The reasons for the reported results of the analysis are substantiated and explained, taking into account all possible factors. It is clear how the closure of “sleeping” private enterpreneurs, which has been observed since 2016, has affected the indicator of the total number of private enterpreneurs and their income indicators, which directly affect tax revenues to local budgets. The influence of these indicators on the formation of revenue and expenditure components of the budget based on the results of their statistical and correlation analyzes is estimated. The article confirms the opinion that the results of gender budget analysis help to make decisions on the directions of budget policy and development of industries in the future, taking into account the needs of men and women from different groups. As a result, it makes it possible to eliminate inequality in access to services financed from the local budget in the indicated areas.

The hospitality industry acquires the features of an integrative industry, which combines material resources and intangible factors to meet the needs of modern man for comfortable travel and recreation. Hospitality is interpreted as a complex economic, social, cultural, psychological phenomenon, the impact of which on the development of the tourism industry determines the effect of synergy from the combination of tourist resources and quality of service. The author of article proposes to consider hospitality management as a multilevel dynamic management system for the process of providing services to tourists and vacationers, based primarily on the principles of humanism, tolerance, personalization of hospitality, respect for cultural diversity, priority to meet human needs for quality recreation and physical strength as well as cultural self-development. The social orientation of this system to some extent balances the commercial, purely pragmatic aspect of managing the development of tourism enterprises. A holistic model of hospitality management is based on a harmonious combination of four concepts. They are humanitarian, technological, functional and commercial. The system-forming component of the hospitality sector is a mechanism for managing consumer behaviour, which ensures an optimal balance of supply and demand in the market of hospitality services. The specifics of service in the hospitality industry is that the quality of service affects the emotional perception of tourists in the area and, accordingly, affects the image of the state. Therefore, the mechanism for implementing the service policy should be established through public administration measures. Among the key areas of hospitality management development is the formation of a rational organizational structure, improvement of hospitality marketing and support of corporate culture, the values of which are adequate to the socio-cultural environment of the hospitality industry. The specificity of the hospitality industry is also that an important role in ensuring competitiveness is played by an attractive brand, which stipulates the allocation in the management system of such a component as brand management. Considerable attention should be paid to the innovative development of hospitality enterprises and the constant improvement of professional competence of managers of socio-cultural activities.

The article considers the current state of use of labor resources at enterprises engaged in aircraft construction and emphasizes the importance of personnel policy management. The article describes the method of assessing the use of labor potential for machine-building enterprises and analyzes the state of effective use of labor potential. The implementation of the analysis at the enterprises of the aircraft industry should begin with an assessment of the company's availability of the required number of staff, the adequacy of qualified personnel and staff turnover. The task of this assessment is to identify reserves for saving labor resources for their rational and optimal placement, loading and use. Labor supply includes a study of staff turnover, which is calculated on such indicators as the turnover rate on admission, the turnover rate from disposal, the turnover rate. The evaluation of indicators that characterize efficiency (namely: average number of employees, average monthly wages, output, labor productivity) on the example of aircraft companies such as SE "Antonov" and SE HMZ "FED" based on reporting data. The personnel policy of SE "Antonov" and SE KhMZ "FED", which includes the number of employees and areas of improvement of enterprise management, is analyzed. The dynamics of these indicators for 2018 and 2019 are substantiated and the reasons for the change of these indicators are identified. Also in the article indicated efficiency of labor resources is carried out through management as in order to successfully and rationally distribute the work potential should be purposeful regulation of the enterprise in the areas of efficiency management to ensure compliance with the actual state of the enterprise to the specified parameters. The article describes the main tasks of human resource management are as follows: effective use of labor potential at the enterprise; improving the organization of working conditions and jobs; conducting motivational activities for staff; ensuring a sufficient number of workers in production in accordance with the qualifications and specialization; improving the personnel policy of the enterprise. The ways of increase of efficiency of use of labor resources on the basis of management of activity of the enterprises of aviation branch and personnel policy are offered.

The article considers modern condition and development perspectives of transport at whole and the transport infrastructure of Ukraine. The basis of the country transport complex makes up its infrastructure, it joins manufacturing, users, suppliers and partners. Developed infrastructure affects not only effective and timely delivery of the products, but provides for decreased transport expenses. The beneficial geographical position of Ukraine, crossing the main transit ways between Europe and Asia, presence of active Black Sea ports, developed network of railroads, car roads and pipelines throughout the latitudinal and meridian directions create all predispositions for the transport branch development. The studies of the Ukrainian transport infrastructure and transport condition during last years evidence about non-stable dynamics, which is mainly related to economical and geopolitical crisis in the country as well as the COVID 19 consequences. Analysis of the freight transport by transport kinds shows increased volumes of car transport with decreased railway transport. The rise of the car transport share is connected to its advantages: mobility, possibility of delivery exactly to the destination, high speed of delivery, flexibility of the route choice, wide range of the shipment as well as provision of logistic services by cars. Exacerbation in the East has considerably decreased number of contracts between Ukrainian shipping companies and international partners related to the international transportation. First of all, the situation provides for decreased transportation volumes on the territory of Ukraine. The level of transport services to economic system and population of Ukraine is significantly lower than that one in the developed countries of the world. According to the car road characteristics, Ukraine has long been behind not only the countries of Western Europe, but many post-Soviet countries. A necessary condition of the effective development and managing crisis in the transport branch, particularly that caused by the COVID 19 pandemics, is development and modernizing transport infrastructure of Ukraine according to the modern technological requirements. This will provide for uniform development of all regions of Ukraine, improved population life quality, development of trade and tourism as well as creation of new economic opportunities by attracting foreign investment.

The article considers the methodology of scientific research at enterprises, the main emphasis is placed on the issue of audit and innovation in improving enterprise management. Yes, today the world is in crisis in the economy due to the COVID-19 virus. However, appropriate measures are needed to get out of this situation as soon as possible. Universities pay special attention to research that provides new knowledge, helps in solving problems, decision-making, discovery, invention, conflict resolution. Without "theory", appropriate research, practice is impossible, as the article proves. Yes, an important factor that determines the success of the audit is the audit. Its absence causes a crisis in the company, which can lead to bankruptcy. Therefore, sufficient attention should be paid to the issue of audit in scientific research. Moreover, innovations contribute to the development of enterprises. However, it does not make sense to implement them without appropriate scientific and financial research - innovations must be relevant to the company, make a profit after their implementation, as well as stimulated by the state. However, it is equally important to take into account innovation, environmental friendliness and profitability. Food quality management depends not only on the company that produces them, processing technology, suppliers of raw materials (agriculture), but also on medical standards, recommendations, marketing, consumer market research, their features. Production in the world is becoming human-oriented, so it changes the guidelines, management not only in the enterprise but also in the regions and society. It is no coincidence that in international practice more and more often to determine the quality of life in the country instead of GDP use the happiness index, which includes along with the level of income and life expectancy. There is a need to "supplement" medical expertise with economic and environmental ones. We are talking about the "birth" of a new medical, economic and environmental examination of food products (MEEEFP). The higher the quality of food, the higher its competitiveness, better management in a saturated market, the quality of the environment and the quality of labor reproduction, increase life expectancy, GDP of the region and the country. This quality can be achieved only with the help of innovative technologies.

The article examines the features of public procurement in Ukraine and their compliance with EU standards, the factors that affect their effectiveness. The problems of tender purchases that exist in Ukraine during the process are considered. The changes that took place in the implementation of procurement after the introduction in 2020 of a new version of the Law of Ukraine "On Public Procurement" are assessed. A detailed description of Poland's experience in public procurement is provided. The number and types of contracts concluded during procurement are analyzed. The main existing shortcomings in the field of public procurement, ways to solve and improve them are considered. The key EU rules on public procurement to be used in Ukraine have been identified. It was established that it is important to bring the mechanism of public procurement in Ukraine closer to the EU requirements, which will allow our country to raise the issue of joining this organization in the future. The purpose of the article is to analyze the features and problems of public procurement in Ukraine and find ways to overcome them. The main task of reforming the sphere of public finances in our country is to introduce an effective mechanism for the use of public procurement in accordance with the principles and approaches applied by EU countries, which should ensure financial efficiency and transparency of the procurement procedure. Public procurement is one of the tools to regulate supply and demand for specific publications. To increase the transparency and efficiency of use in our country, it is necessary to study the experience of EU member states, especially Poland. Analysis of the experience of public procurement in the EU will be able to identify effective approaches to their implementation in Ukraine, thanks to the main tasks of public procurement reform in our country will introduce an effective system in accordance with the principles and approaches used by EU countries. It is necessary to investigate the change that has taken place in public procurement after the introduction in 2020 of a new version of the Law of Ukraine "On Public Procurement", there are both positive and negative aspects that are due to the existence of corruption schemes in tenders.

Any business entity in a competitive environment must assess the degree of its own competitiveness in order to function effectively and assess its prospects for the future. Having information about personal competitive positions, industrial firms have the opportunity to reveal their advantages, choose the right tactics of behavior and strategy, true to the realities of the latest market processes. The basis of competitive advantages of enterprises is the socio-economic and progressive technological and organizational base, the ability to analyze and take timely measures to strengthen competitive advantages. The article analyzes ways to increase the competitiveness of Ukrainian enterprises. At the current stage of development of the national economy, the main issue to be addressed is the development of effective facilitators and mechanisms that will increase the competitiveness of domestic producers in the market and will guarantee the overall strengthening of Ukraine’s economic situation. The purpose of the article is to identify ways to increase the competitiveness of the enterprise. Compare the tools that allow you to find your weaknesses, the elimination of which can increase the competitiveness of the organization. The strategic goal is to increase the competitiveness of the domestic economy through innovation, which will create advantages for domestic producers to compete with opponents in domestic and international markets, and help Ukraine to take one of the first places among developed countries. Competitiveness is a key concept that is actively used in theory and practice of management, is a multifaceted concept, which translated from Latin means rivalry, the struggle to achieve the best results. This opens for Ukraine the possibility of transition to world standards of rational and reasonable energy consumption, development of natural resources, raising the level of technology, legal protection of intellectual property. The ultimate goal of these shifts is to create progressive and competitive innovative products on world markets. It should be noted that in the context of globalization and ever-increasing competition, the basis of competitiveness is innovation, which allows countries with innovative competitive advantages to take their rightful place in the world community.

At the beginning of the XXI century it can be argued that the formation of Ukrainian corporations can become one of the strategic priorities of public policy, which, provided the appropriate external environment, will increase the competitiveness of the economy and through the exclusive capabilities of national corporations development of Ukrainian economic structures, internationalization of their production and capital, integration of Ukraine into the world economy, its participation in global transformation processes. Promoting the generation of knowledge resources in Ukraine is determined mainly by increasing the competitiveness of both individual regions and the state as a whole. At the same time, the region’s ability to produce knowledge, in particular scientific knowledge, implement it and use it effectively to achieve effective socio-economic development are now becoming the main factors ensuring positive dynamics of economic development of regions along with traditional sources – investment and human labor. And Ukraine is no exception, as in terms of analysis of the preconditions for the formation of the knowledge economy in Ukraine, it can be argued that the modern domestic economy is in a new qualitative state, which is associated with changing economic conditions due to introduction of new, high technology in production, expansion of information space, mobility of capital, increasing the role of creativity, creative work, increasing the role of theoretical knowledge. As a result, one of the primary challenges facing the companies of the independent sovereign state of Ukraine at the beginning of the transition period was to restore the supply chain and find new markets in order to use excess production capacity. The emergence and nature of the activities of corporations in the Ukrainian market are influenced primarily by the volume of the domestic market; adequate structure of “free” labor (the region has significant resources of both qualified personnel and cheap labor needed to organize mass production; traditionally close economic ties between the countries).

The article presents the theoretical and methodological principles of identifying the risks of implementing business technologies by business structures. Considering the risk as the ratio of the probability of a risk situation and its consequences, which leads to the deviation of actual results from the planned, proved the need to identify it taking into account not only risk events but also the causes, risk factors, probability and probability of occurrence and the consequences of the implementation of a risky event. A methodological approach is proposed, which provides not only risk identification, but also allows to coordinate the process of risk minimization, scalability and flexibility, cost reduction and takes into account not only the planned and projected values of business technology performance, but also the overall planned result of business structure. Since the process of identifying the risks of the introduction of the n-th business technology by the business structure is proposed to be considered as a set of certain sequential actions, respectively, it is logical to build an appropriate functional relationship, which includes research sources of risk situation; occurrence or change of a certain phenomenon or set of circumstances that cause a risky event; identification of risk factors that cause risk situations; the actual risk situation, which we consider as an event that is due to causes and risk factors that may lead to negative or positive consequences; consequences (result) of the risk situation in case of its implementation; the probability of a risk situation, i.e, a quantitative measure of the probability of an event and the vulnerability of the n-th business technology to the source of risk. Given the possible limits of the apparatus of probability theory, it is proposed to use the theory of Markov processes with discrete states and continuous time in determining the probability of reducing the effectiveness of n-th business technology due to the n-th risk situation, respectively, obtained a model for from state to state, taking into account which in modeling the effectiveness of the n-th business technology of business structures provides an expansion of tools for planning and forecasting risk situations.
