This article describes the nature, benefits, and negative consequences of the digital economy. The programs and directions of development of the digital economy in Uzbekistan and abroad are considered. In addition, foreign experience in the development of the digital economy was studied, an analysis was presented, and conclusions were drawn based on this.


The current economic terms and conditions stimulate investments in digital transformations. Digital technologies act as drivers, including for education and vocational training. The companies that invest in information technologies for education and HR training realize that investments in HR and the development of skills in education and vocational training are recognized as key factors of the economic growth. This article aims at analyzing the peculiarities of investing in digital learning technologies in the context of the digital economy. In the article the relevance of investing in HR has been substantiated, and the foreign experience of stimulating investments in digital learning technologies has been analyzed. Based on the expert survey, the possibilities of HR digital training have been analyzed, and the peculiarities of various forms of digital training have been defined.

The article considers the issues of state regulation of investment activity in the digital environment using the example of the USA, the European Union, Japan and the BRICS countries. In the era of computers and high technologies, the digital economy affects all spheres of life: healthcare, education, Internet banking, and government. The digital economy is developing in all highly developed countries, including Russia. Currently, the concepts of the formation and development of the digital economy in modern developed countries are defined differently. The main problems in regulating relations related to the development of the digital economy are identified both at the level of legislative acts and at the level of by-laws; in strategic documents at the national level. The purpose of this article is to study the foreign experience of state regulation of investments in the digital economy. The theoretical and methodological basis of this article was the research of Russian and foreign scientists studying the content and forms of state regulation of the investment process, expert and analytical materials of public servants, materials of scientific conferences and seminars. A database for substantiating conceptual provisions: information materials of the Federal State Statistics Service of the Russian Federation and its regional bodies, a number of research institutes, analytical materials of Russian and foreign financial institutions, regulatory legal acts and official materials of federal and regional authorities. In the process of the study, methods of logical, statistical and system analysis, methods of modeling and expert evaluation were used.

The core issues of tax transactions, based on current challenges of digital economy, depending on the general approach of the legislator to the possibility and / or necessity of legal regulation of operations with bitcoins and other virtual currencies are studied.

Introduction. The trend of digital transformation of business that has emerged in recent years is gaining the status of a basic condition for the effective development of the Russian economy. In this regard, the focus of research interest is on the readiness of companies to use Industry 4.0 technologies, as well as issues of risk management and business digitalization opportunities. The purpose of the study is to analyze and systematize the foreign experience of digital transformation in order to assess the prospects and limitations of the transition of Russian enterprises and organizations to Industry 4.0, as well as the options for overcoming them in the framework of corporate strategies for sustainable development. Materials and Methods. The authors carried out statistical processing and critical analysis of the opinions of Russian business people about their level of awareness and vision of the risks, opportunities, and limitations of the use of Industry 4.0 technologies in Russian management practice. The initial statistical data were collected as part of a survey using the Google Docs service. Data processing was performed using the concordance coefficient, the Pearson’s chi-squared test, and the Cramér–von Mises criterion. Results. The authors have corroborated the hypothesis that in the digital economy, the speed of response to global risks, the effectiveness of measures to reduce their negative impact on business results depends on the scope and innovation focus of the enterprise. At the same time, a statistically significant relationship has been revealed between the attitude of Russian enterprises to Industry 4.0 technologies and their willingness to accept the benefits and advantages associated with them. The authors have refuted the hypothesis that there is a connection between the level of influence of the key barriers to the digital transformation of Russian business and the attitude of enterprises to Industry 4.0 technologies. On the basis of generalized foreign experience, the authors have proposed options for resolving the existing contradictions in the industrialization of Russian business. Discussion and Conclusion. The results of the study have corroborated that the Russian economy faced the same problems and limitations as most countries of the world on the way to transition to a digital society. Overcoming them is possible only through joint efforts of governmental structures, the business community, and social institutions. The research results can be used by federal and regional authorities to promote the National Program “Digital Economy of the Russian Federationˮ and the National Technology Initiative.

The development and improvement of the digital economy has laid the groundwork for the transformation of competitiveness management in industrial enterprises. These processes need to be studied in depth. Aim. The presented study aims to assess the importance of the digital economy for maintaining and improving the competitiveness of industrial enterprises. Tasks. The authors examine general trends, Russian and foreign experience of ensuring the competitiveness of industrial enterprises in the digital economy and develop a strategy for enhancing competitiveness under the influence of digitalization. Methods. This study uses general scientific methods of cognition such as comparison, deduction and induction, analysis, observation, generalization, and systematization. Results. An upward trend in global digitalization is determined, which increases the importance and relevance of studying its impact on the competitiveness of industrial enterprises. The countries of the Asia-Pacific region are the trailblazers in using innovations. Positive foreign experience of implementing digitalization tools serves as an example for Russian industrial enterprises. Russian enterprises are willing, but not always able, to use digital technologies. Industrial enterprises can choose certain strategies for implementing innovations in competition. Conclusions. The competitiveness of industrial enterprises under modern conditions can only be ensured by implementing the tools and technologies offered by the digital economy through the formation of a solid base of stability and security in competition.
