CHARACTERISTICS OF THE STATE IN AN ANCIENT STATE‐LEGAL PHILOSOPHY

The article defines and analyzes the characteristics of the state in the works of political theorists of Antiquity. The author notes the special features of the definition of the notion of the state in the Ancient World, which were based on the idea of the state's purpose. The comments of modern researchers on the discussed question are given. Defining the characteristics of the state in the works of Aristotle, Plato, Democritus and Cicero the author notices that at that time the notion "the characteristics of the state" wasn’t formed.

DEVELOPMENT OF THE INSTITUTION OF LEGAL REGULATION OF AGRARIAN ENTREPRENEURSHIP

The author notes that modern agricultural production has the character of specific entrepreneurial activity in special conditions, with a unique membership, whose activities are regulated by special legislation, which is structurally an institution of agrarian legislation. The author believes that the new agribusiness relations will be followed by the formation of a new specific legal institution of agrarian law - the institution of legal regulation of agrarian entrepreneurship with its own subject, principles, methods and content of statutory acts aimed to ensure the efficiency of commercial agricultural production under new and constantly changing conditions, as well as food and environmental security of the State.

NEW EXPERIENCE AND DEVELOPMENT PROSPECTS OF THE INCLUSIVE EDUCATION IN HIGH SCHOOL OF THE REPUBLIC OF BASHKORTOSTAN AS A GUARANTEE OF REALIZATION OF CONSTITUTIONAL RIGHT FOR EDUCATION

Following the study of the main levels of the educational system of the Republic of Bashkortostan, the authors indicate that in order to successful integration disabled people into society the regional authorities organize a set of measures at creating a system of inclusive education, based on a complex of federal and republican legal norms, mechanisms of administrative regulation and financing of scientific and educational institutions, etc.

ON THE PARTICIPATION OF NON-GOVERNMENTAL ORGANIZATIONS IN THE ENVIRONMENT PROTECTION IN THE REPUBLIC OF BASHKORTOSTAN

Ecological problems of the Republic of Bashkortostan are connected with the oil, petrochemical and chemical refinery plants and unfair fulfilling of the ecological requirements by the owners. Environment protection, preservation and far-sighted use of resources are due to a low level of the population’s ecological world outlook and information awareness. The author notes that social participation in the solution of the environmental problems is the important stage in forming ecological world outlook as a necessary element of strategic management of natural resources. Highlighting the activities of the non-governmental environmental organizations, mass media system development in this aspect especially use of the modern IT-technologies, Internet, mobile applications are required.

FOREIGN EXPERIENCE OF TAX AND LEGAL REGULATION OF CRYPTO CURRENCY

The paper presents various options for tax and legal regulation of virtual currencies circulation in foreign countries. The core issues of tax transactions, based on current challenges of digital economy, depending on the general approach of the legislator to the possibility and / or necessity of legal regulation of operations with bitcoins and other virtual currencies are studied.

LEGAL MEASURES OF THE STATE PREVENTION OF ETHNIC AND RELIGIOUS CONFLICTS

The article studies the ethnic and religious conflicts developed over the last years. The author comes to the conclusion that many disputable events of the geopolitical process and the administrative law forms of state activity are the main reasons for all these conflicts. This article finds the ways to solve eth- nic and religious conflicts, as well as it reviews modern means of preventing them. However a wide range of mechanisms to settle this problem isn’t able to resolve it. In this context the author tries to make a unique mechanism suitable for settlement or prevention of all conflicts, or at least the major part of them.

LEGAL AND THEORETICAL IDENTIFICATION OF CYBERCRIME IN THE RUSSIAN LAW SYSTEM AND IN THE RUSSIAN LEGISLATION SYSTEM

The article justifies the usefulness of a theoretical and legal identification of cybercrime in the system of Russian law and the system of Russian legislation. This raises the question of a more general nature: the adaptation of the new category in the theory of law, the criteria and the grounds for its inclusion in the theoretical-categorical apparatus of State and law. The study concludes that there is a need for normative detail on the concept of cybercrime, distinguishing it from related legal categories, and defining the place and role of the new category of cybercrime in of cybercrime in its conceptual and categorical apparatus.

DISTRICT EVOLUTION AS AN ADMINISTRATIVE ERRITORIAL UNIT OF THE RUSSIAN EMPIRE STATE STRUCTURE (LEGAL HISTORICAL ASPECT)

The paper deals with the question of the administrative and territorial organization of the Russian Empire since the Petrine reforms of 1708.A special attention is paid to the formation and development of the district as an autonomous administrative and territorial unit. A comparison is made between the reforms carried out by Catherine II and the individual agglomeration processes taking place at the present day.

THE RUSSIAN STATE ROAD SAFETY INSPECTORATE OF THE MINISTRY OF INTERNAL AFFAIRS: ORGANIZATIONAL AND LEGAL FRAMEWORK

The article deals with the characteristics of the organization and the core work of the State Road Safety Inspectorate, the basic legal and regulatory acts that regulate the activities of this unit of the Ministry of Internal Affairs are analysed. The results of the activities of regional internal affairs agencies' road safety units are presented.
