Introduction. The trend of digital transformation of business that has emerged in recent years is gaining the status of a basic condition for the effective development of the Russian economy. In this regard, the focus of research interest is on the readiness of companies to use Industry 4.0 technologies, as well as issues of risk management and business digitalization opportunities. The purpose of the study is to analyze and systematize the foreign experience of digital transformation in order to assess the prospects and limitations of the transition of Russian enterprises and organizations to Industry 4.0, as well as the options for overcoming them in the framework of corporate strategies for sustainable development. Materials and Methods. The authors carried out statistical processing and critical analysis of the opinions of Russian business people about their level of awareness and vision of the risks, opportunities, and limitations of the use of Industry 4.0 technologies in Russian management practice. The initial statistical data were collected as part of a survey using the Google Docs service. Data processing was performed using the concordance coefficient, the Pearson’s chi-squared test, and the Cramér–von Mises criterion. Results. The authors have corroborated the hypothesis that in the digital economy, the speed of response to global risks, the effectiveness of measures to reduce their negative impact on business results depends on the scope and innovation focus of the enterprise. At the same time, a statistically significant relationship has been revealed between the attitude of Russian enterprises to Industry 4.0 technologies and their willingness to accept the benefits and advantages associated with them. The authors have refuted the hypothesis that there is a connection between the level of influence of the key barriers to the digital transformation of Russian business and the attitude of enterprises to Industry 4.0 technologies. On the basis of generalized foreign experience, the authors have proposed options for resolving the existing contradictions in the industrialization of Russian business. Discussion and Conclusion. The results of the study have corroborated that the Russian economy faced the same problems and limitations as most countries of the world on the way to transition to a digital society. Overcoming them is possible only through joint efforts of governmental structures, the business community, and social institutions. The research results can be used by federal and regional authorities to promote the National Program “Digital Economy of the Russian Federationˮ and the National Technology Initiative.

The problems of the digital economy development are central, since the introduction of digital technologies in the reproduction process provides for increased efficiency and reduced production costs. This fact encourages the development of digital platforms and mechanisms that allow to accelerate the process of interaction between different actors and reduce the transaction costs of coordinating economic interests at the micro and macro levels, which will eventually lead to economic growth. In this regard, the problem of digitalization of the Russian economy and its branches is relevant.

The article analysis the world experience of the negative impact of Internet on young people. Summarizing foreign experience of Internet dependence prevention, we note that the most dangerous impact of Internet dependence on the socialization of young people in the world are: deteriorating relationships with family and friends, mood swings, aimless cyber surfing, «toxic communication», virtual shopping and virtual shopping. In turn, the analysis and further systematization of foreign experience of preventive and corrective measures in different countries and regions of humanity that first entered the information society, gave grounds to identify such areas as: preparation of the social environment for preventive work (national preventive and educational approach (USA, Japan); creation of specialized centers for comprehensive prevention through professional information, counseling social institutions and establishments that are forced to participate in prevention (USA, Netherlands, Taiwan), preparation for prevention of the family, which is perceived as capable of overcoming or, accordingly, preventing Internet addiction in all its manifestations (Japan, Taiwan), preparation for prevention Teachers of schools (Russia) Direct prevention of Internet addiction of young people, which is realized through the general development of human personality, spiritual improvement, intellectual dynamics, psychological education for self-regulation of youth, diversification of leisure (Canada, Netherlands, Russia, Taiwan).

Significant changes taking place in the economic life of the state and society are associated with the active and widespread development and spread of the digital economy. The Internet, personal computers, smartphones, mobile communications, artificial intelligence, robotics and much more have become an integral part of the life of our society. The digital economy development has a significant impact both on the economy as a whole and on its individual segments: the engineering and technology development is accelerating, the boundaries between various fields of activity are blurring and significant changes in the activities of enterprises and workers are taking place. Thanks to digitalization, it became possible to identify various risks which are associated with activities and which can have a negative impact on the development of the entire financial market. One of the markets actively involved in the development of digital technologies is the financial market, which is a combination of the credit, investment, insurance, and stock sectors. In fact, the financial market is a significant indicator of the state of the entire Russian economy. In connection with the above, it is not accidental in the strategy of the Bank of Russia that it strives to develop platforms for the “digitalization” of the financial market. The development of platforms is necessary to create a competitive and trusting environment in the financial market, to maintain its stable financial condition, as well as to ensure the capital and financial services availability. The research is devoted to the modern development of digital transformation in the Russian economy, including in the Khabarovsk Territory; the difficulties of implementing the directions of the “Digital Economy”. In this study, an attempt is made to compare the strategic goals of the development of the “Digital Economy”, modern processes of digital transformation and such an important component of it as "Integration 4.0" related to the “industrial Internet”, digital production, intelligent components, including the collection of large amounts of data, cyberphysical systems, remote monitoring and maintenance. “Industry 4.0” accelerates production processes, increases its efficiency and the quality of manufactured goods, reduces the cost of delivery, tracks production chains, etc. Currently, the industry of Western countries uses Industry 4.0 standards at the production management level. In developed countries, such as Germany, South Korea, etc., they realize the importance of automation and computerization, which became the main tool of the third industrial revolution, and its tools for the transition to “Industry 4.0”. International standards are developed for industries that use computer algorithms to monitor and control physical things, such as equipment, robots and vehicles. Standards that work on the basis of the Industrial Internet of Things (IIoT) and cyber—physical systems — intelligent autonomous systems that define all components of the supply chain, transforming production processes into “smart” - from smart manufacturing and factories to smart warehouses and logistics. And, the same systems are associated with the previous stage of industrial production, such as enterprise resource planning (ERP). All this ensures a high level of transparency and control over the activities of the organization. At the present stage, there are excellent opportunities for the development of Industry 4.0 in Russia, but there are also difficulties, overcoming which are significant directions of the digitalization processes of the modern economy. The authors devoted their research to the analysis of such difficulties.

Аbstract. The current state of the implementation of digital technologies in Ukraine and the world in the context of the information economy development is studied. The key differences are identified, the need for systematic action at both regional and national levels for the effective implementation of digitalization is substantiated. Data on the level of the digital economy development in Ukraine in general, and in the regions in particular, as well as examples of successful implementation of digitalization in some countries, are presented. It is investigated that Ukraine is one of the first places in Europe in terms of population with the Internet access. It is established that the process of digitalization of Ukraine’s economy is qualitatively different from that in developed countries. In the context of rapid development of information economy in order to bridge the existing gap with developed countries in the digitalization process, Ukraine needs to implement a number of measures, including: creating a regulatory framework for digital economy, introducing and promoting digital platforms and services for business and population, establishing education systems in order to effectively train specialists in the digital age, creating an effective digital infrastructure, promoting the implementation of Industry 4.0 technologies in industry, etc.  The implementation of the proposed actions will bring Ukraine closer to the digitalization level of developed countries and increase social and economic development of the state. The article outlines the components of digital transformation of the regions of Ukraine, among which the emphasis is on creating an effective digital infrastructure; the introduction of Industry 4.0 technologies in industry; e-government and training of the workforce according to the requirements of digital economy. It is noted that the digitalization process should be systemic in nature at both national and regional levels. The transition to a digital economy is becoming a key driver of GDP growth. This is due not only to the effect obtained from the automation of existing processes, but also from the introduction of new, breakthrough business models and technologies, including digital platforms, digital ecosystems, in-depth analytics of big data, Industry 4.0, Logistics 4.0. At the same time, digital transformation is seen as a radical change in the complex of business processes, from product development to customer service, as well as the introduction of modern digital technologies in the organization of business processes in enterprises. The purpose of the article is to analysis the features and trends of organizing logistics activities in the context of digital transformation of business processes; research of the main prerequisites for the formation of the Logistics 4.0 concept; determination of priority directions for its further development in the context of Industry 4.0. Based on the generalization of scientific approaches, the definition of the concept of "Logistics 4.0" has been clarified, which means the modern paradigm of managing logistic (material, financial, information, transport) flows and organizing a complex of logistics activities (purchase and delivery of material resources, warehousing, production, stock formation, recycling of industrial waste, customer service, transportation and sale of finished products) using breakthrough digital technologies and information systems. The priority areas of organizing the logistics activities of enterprises using digital technologies include the following: multichannel logistics; logistics marketplaces; rethinking the use of packaging; mass personalization; Silver Economy (new services for older clients and new opportunities for older workers); sustainable logistics; sharing economy; multi-supply; customer experience; smart containerization; big data analytics; augmented and virtual reality; cloud service applications and APIs; Internet of Things; robotics and automation; new generation wireless communication; blockchain; Artificial Intelligence; unmanned aerial vehicles or "drones"; 3D printing; unmanned vehicles; quantum computing; supergrid logistics; space logistics; the use of digital platforms that unite customers and transport and logistics companies (the parties can enter into digital contracts, exchange transport booking requests and electronic documents, control the delivery of goods in real time). All this can help to reduce costs by optimizing procurement; decrease in personnel costs and decrease in labour costs as a result of automation; reduction of errors in logistics; optimization of the supply process; efficient warehouse management; forecasting shipments; creation of optimal routes; operational planning of loads and control of delivery times; ensuring product delivery on time, improving customer loyalty; optimal interaction with customers on the "last mile".

Научная новизна полученных результатов заключается в определении дальнейших перспектив и направлений развития налоговой системы РФ в условиях цифровизации российской экономики, которые необходимы для принятия эффективных решений по управлению налоговой системой региона и страны в целом. The article considers the problems of the development of the digital economy in Russia, as well as the problems of digital transformation, in particular, the digitalization of the processes of the tax system of the Russian Federation. The purpose of the study is to analyze changes in the tax system of the Russian Federation and the system of tax control under the influence of digital technologies. The scientific novelty of the results obtained consists in determining the further prospects and directions for the development of the tax system of the Russian Federation in the conditions of digitalization of the Russian economy, which are necessary for making effective decisions on managing the tax system of the region and the country as a whole.

Subject/topic. The article is devoted to the study of the issues of universal digitalization as a factor of new challenges for small and medium-sized businesses. The modern socio-economic system of doing business is more and more dynamic and difficult to predict from the standpoint of the effects of society's group behavior generated by it, the volatility of trends in demand for products and services, and the urgent need to personalize the products and services created. Such requests are a direct consequence of the development of the digital economy and the emerging new world order – Industry 4.0. Modern market realities directly dictate to business the rules of the game in the digital field, activating internal signals to transform the business model of generating customer value and the way it is delivered to the client. If earlier the digital infrastructure of business played the role of an auxiliary link or an image tool, then since the second decade of the 21st century, digitalization has confidently taken the role of a driver for smart business growth and its qualitative development within the framework of the trilogy: power – client – business. Research results. The article describes the key features of the development of the digital economy in Russia, provides statistical data on the innovative activity of small and medium-sized businesses, as well as provides a critical review of the current challenges, threats and opportunities for involving small and medium-sized businesses in the digital era, substantiates conceptual formulas for assessing potential damage in if cyber threats are implemented. Conclusions. The materials of the article are of practical value for managers of small and medium-sized businesses, anti-crisis managers, specialized institutions of financial and consulting support. Only a constructive and honest dialogue of the largest players in the information technology market with the business community can help build a real and strong digital economy in Russia.

Subject. The article considers ways to ensure economic security as the most important problem of innovation and digital transformation in the Russian economy in the framework of the development and expansion of the EAEU. Purpose of work. The purpose of this article is to study the General theoretical problems that determine the development of economic security mechanisms in Russia within the framework of the development and expansion of the EAEU in the conditions of the digital economy. Methodology of the work. The research uses methods of evolutionary and institutional theory, econometric modeling, and analytical evaluation. Result of work. Revealed a new aspect in the study of problems of economic security as an important issue innovation-digital transformation in the Russian economy in the framework of the development and expansion of the EAEU - the need to restore national scientific-technical and production engineers in the field of innovative digital technologies. Conclusions. Conceptual approaches have been formed to develop a new paradigm for improving the economic security of Russia within the framework of the development and expansion of the EAEU in the formation of the infrastructure of the digital economy, which should be implemented through the implementation of import substitution with the innovation-digital reconfiguration of systems and procedures for managing any types of industrial activities in the economy. Scope of the results. The results of the research can be used by the authorities of Russia and other EAEU countries to eliminate existing problems in the digital technology system and implement structural reforms.

Relevance of the research topic. The information and knowledge flow management is an important component for regional development in the context of the fourth industrial revolution. It allows taking advantage of the opportunities hidden in the digital transformation of the business community and providing the transformations necessary to reorient development towards inclusive and sustainable growth. Formulation of the problem. Managing the process of introducing Industry 4.0 technologies based on effective state and collective strategies opens up opportunities for regional development, but requires the development of special decision support tools, scientific substantiation of the model of systemic transformation of the region, identification of the main stakeholders and the mechanism of their interaction. Analysis of recent research and publications. The works of such researchers as Yasheva G. A. and Fateev V. S. (Belarus), Lenchuk E. B. (Russia), Götz M. and Jankowska B. (Poland), Ciffolilli A. and Muscio A. (Italy) and others are devoted to the issues of territorial and regional development in the context of the fourth industrial revolution. Selection of unexplored parts of the general problem. The mechanism of small businesses involving in the process of the necessary systemic transformation in the context of the fourth industrial revolution has not been sufficiently studied. Setting the task, the purpose of the study. The purpose of the study is to analyze the theories of regional development in the context of the fourth industrial revolution and to propose an organizational and economic mechanism for the digital transformation of the regional business community, including the SMEs’ sector. Method or methodology for conducting research. The research used the methods of analogies, analysis and synthesis, sociological survey. Presentation of the main material (results of work). The article analyzes the main concepts of regional development, concludes that it is necessary to consolidate regional actors according to the ‘Quadruple Helix’ model based on inter-organizational information systems in order to introduce Industry 4.0 technologies. An algorithm for the development of an electronic platform from a cluster site to an information system of integrated supply chains is proposed on the example of the Novopolotsk innovative and industrial petrochemical cluster. The field of application of results. The results of the research can be used by companies providing activity in regional development and small business support, in scientific and educational institutions, in public administration. Conclusions according to the article. Networked connections between regional actors, innovation networks based on the open innovation paradigm and integrated supply chains promote region development in the context of the fourth industrial revolution, this requires appropriate institutional conditions.
