Dyachenko The next scheduled conference was held in 2020, the year of the 190th anniversary of the founding of Bauman Moscow State Technical University — one of the leading technical universities in Russia, the one that gave rise to many higher technical educational institutions, scientific and pedagogical schools in the field of engineering and technology. The conference was held on the basis of the Scientific and Educational Complex “Fundamental Sciences” and the Department of “Theoretical Mechanics” named after Professor N.E. Zhukovsky and brought together scientists from research institutions of the Russian Academy of Sciences, universities of the Russian Federation, well-known foreign mechanical scientists. The conference aimed at introducing new research carried out by Russian and foreign scientific and educational institutions in various areas of mechanics. Part 1 presents Plenary reports, as well as materials from Sections 1 and 2. Part 2 contains materials from Sections 3, 4 and 5. Working languages of the conference: Russian and English. Melkumova Since 2012 conferences "Fundamental and Applied Problems of Mechanics - FAPM" have been regularly held at Bauman Moscow State Technical University. The conferences are hosted by the Scientific and Educational Complex "Fundamental Sciences" and the Department of Theoretical Mechanics named after Professor N.E. Zhukovsky. Scientists from leading scientific institutions of the Russian Academy of Sciences and universities of the Russian Federation, as well as foreign scientists majoring in mechanics take part in this event. The main objective of the conference held in 2019 was to present new research conducted in various fields of mechanics in Russian and foreign scientific and educational institutions. In 2019, the FAPM-2019 conference was dedicated to the 100th birthday of academician Konstantin Sergeyevich Kolesnikov (1919–2016), one of the pioneers in space exploration, the creator of a scientific and pedagogical school on the dynamics of rocket-space systems, oscillation theory, the front-line soldier, acknowledged mechanical scientist of Bauman University until his recent death in the 97th year of life. In connection with K.S. Kolesnikov's anniversary, many reports placed emphasis on the studies which developed and continued his scientific and educational research in modern conditions. Objectives. The goal of scholarly research is to develop proposals for amendments in criminal law General and Special part of Criminal code of the Russian Federation governing self-defense. The scientific article identifies legislative gaps and contradictions that hinder the effective implementation of the necessary defense and require prompt solutions. Methods. The article analyzes such concepts as “self-defense”, “public assault”, “excess of limits of necessary defense”, “violation of the conditions of lawfulness of necessary defense”, “surprise assault”, “rights defending or other persons, interests of the state”. The use of logical and comparative legal methods allowed us to develop proposals for making changes to the criminal law norms that establish the necessary defense. Conclusions. The article shows the conflicts and gaps legislative recognition of self-defense and, in this regard, the complexity of its implementation in the articles of the Special part of the Criminal code of the Russian Federation and practical application. Changes are proposed to the criminal law norms regulating the necessary defense, both in the General and in the Special part of the Criminal code of the Russian Federation. Sense. The content of the scientific article can be used by the teaching staff of higher educational institutions when teaching the course “Criminal law”. The results of the work can be useful to persons who carry out legislative activities in the field of criminal law. The leitmotif of the article can be used in the preparation of dissertation research.

The Institute of State and Law of the Russian Academy of Sciences has a long tradition of honoring outstanding Soviet and Russian scientists who at different times served and developed legal science at the highest academic level. One of such recognized outstanding scientists was the Honored scientist of the Russian Federation, Doctor of Law, Professor Mikhail I. Piskotin (1924 - 2003). Mikhail I. Piskotin devoted many years to the formation and strengthening of the science of Financial Law and its sub-branches (tax, Budget Law), in every possible way contributed to the development of the science of Administrative Law. 1973 - 1989 worked at the Institute of State and Law of the Academy of Sciences of the USSR as head of the sector and editor-in-chief of the journal "Soviet State and Law". In his memory and with respect to his merits, the scientific community annually holds scientific events. In April 2021, an International scientific and practical conference was successfully held, the topic of which was "Financial security and law in the digital era ("Piskotin’s readings - 2021"). The organizer of the conference is the sector of Administrative Law and administrative process, the Institute of State and Law of the Russian Academy of Sciences. A distinctive feature of this conference was that as its participants, academic theorists and practitioners in the field of financial and administrative law from leading academic and research organizations from the Russian Federation, as well as citizens of individual European states and Asia, announced and made reports on topical topics. The purpose of the conference was to consider current problems, current trends and prospects for the development of Financial Law in the digital era. The participants were especially interested in those reports in which not only the existing problems were raised, but also the directions and ways of their solution were expressed. As a result of the work, the participants adopted the Resolution of the International scientific and practical conference "Financial security and law in the digital era ("Piskotin’s readings - 2021").

In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

The paper deals with the problem of network dependence of Russian news magazines and the actual dictates of international network structures (Scopus, WOS, etc.) that set their own requirements for their content and quality. The latter influence not only the scientific rating of journals, but also the publishing policy of their publications. The situation is further complicated by the fact that the rules of the game imposed by them have been adopted by the country's state authorities and, first of all, by the Ministry of science and higher education of the Russian Federation, which has tightened the requirements for reports of scientific and educational institutions, as well as researchers and teachers, including mandatory publications in Scopus and other international databases. Despite the efforts made by the Presidium of the Russian Academy of Sciences and the leadership of higher education institutions, Russian science was dependent on these structures, which began to determine the directions and priorities of its development, including selecting the subject and language of journal publications. The scientific community of Russia is faced with the task of protecting the interests of journal editors and protecting the right of authors to Express their own scientific position and the ability to present publications in their native language.

The changes in the procedure for providing paid educational services by budget educational institutions, approved by the decree of the Government of the Russian Federation No. 1441 of September 15, 2020 for the period up to December 31, 2026, which entered into force on January 1, 2021, are considered. A comparative analysis of the previously valid and newly approved rules for the provision of paid educational services, which should be guided by medical educational institutions in the next five years, is carried out. The article analyzes the procedure for obtaining targeted education, its implementation in medical educational institutions, and the features of further employment of graduates.
