Medical education — a new cycle under new rules: a note to the accountant

The changes in the procedure for providing paid educational services by budget educational institutions, approved by the decree of the Government of the Russian Federation No. 1441 of September 15, 2020 for the period up to December 31, 2026, which entered into force on January 1, 2021, are considered. A comparative analysis of the previously valid and newly approved rules for the provision of paid educational services, which should be guided by medical educational institutions in the next five years, is carried out. The article analyzes the procedure for obtaining targeted education, its implementation in medical educational institutions, and the features of further employment of graduates.

Purpose The purpose of this paper is to substantiate the perspectives and to develop recommendations for managing digital modernization of regional markets of educational services in the conditions of formation of Industry 4.0 by the example of modern Russia. Design/methodology/approach The methodological basis of the research consists of the hypothetical and deductive method. The offered hypothesis of the necessity for decentralization of managing digital modernization of regional markets of educational services in the conditions of formation of Industry 4.0 is verified with the help of a complex of methods of economic statistics (econometrics), namely, the method of regression analysis and analysis of variation. The research objects are regions of modern Russia that are peculiar for the highest level of scientific and technological development (top 15 of 83 regions at the beginning of 2019), which shows their largest progress in formation of Industry 4.0. The information and empirical basis of the research consists of the materials of the report on human development in the Russian Federation “Human and Innovations”, prepared by the Analytical Center for the Government of the Russian Federation (values of the education index are taken from it), and analytical materials of the rating “Level of Development of Science and Technologies in Regions of Russia” as a result of 2018, prepared by Ria rating (values of the index of scientific and technological development are taken from it). Findings It is determined that regional specifics are not sufficiently considered during management of modernization of regional markets of educational services in the conditions of formation of Industry 4.0 in modern Russia. This reduces efficiency of managing digital modernization of regional markets of educational services and leads to the fact that these markets do not perform their function of infrastructural provision of Industry 4.0, slowing down the process of its formation. Originality/value The necessity for managing modernization of the markets of educational services in the conditions of formation of Industry 4.0 at the regional level, in view of specifics of the regional economy, is substantiated. For this, a conceptual model and recommendations for its practical application in modern Russia are offered.

The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.

The subject of this research is the support measures provided by the government Russian Federation for self-employed citizens who fall under a special tax regime “tax on professional income” in the conditions of the spread of the new coronavirus infection (COVID-19). The experiment of implementation of a special tax regime and the adoption of measures to support self-employed population in the time of pandemic plays an important role for the Russian economy. Legalization of activity of the growing number of self-employed citizens is the indicator of awareness and the manifestation of legal culture of the Russian population, and support provided by the government testifies to their participation in well-being of the population. Successful accomplishment of the set task is reflected in the statistics – as of December 31,.2020, the number of self-employed population amounted to 1,603,638 persons, while in the beginning of the pandemic it was 563,722 persons across the Russian Federation. The authors determine the two types of state support measures: general measures for businesses and the self-employed; as well as special measures intended solely for the self-employed. The application of systematic, formal-legal, comparative-legal, and structural-functional methods, allows examining the state support measures for the self-employed within the framework of implementation of the economic function by the government. Analysis is conducted on the actual statistical data and recent amendments to the legislation. The scientific novelty and practical importance of this work lies in comprehensive examination of the key measures of provided by the government of the Russian Federation for self-employed citizens in the time of COVID-19 pandemic, as well as in comparative analysis with the measures provided in foreign countries. Special attention is given to the comparative analysis of state support measures in Russia and Germany.

this article attempts to conduct an in-depth analysis of the problems that arise in the process of attracting and training foreign citizens (students) in higher educational institutions of the Russian Federation. Currently, there are issues in Russia that require legislative regulation and attracting foreign students to study, the solution of which will allow our state to become more competitive in the international arena. Thus, by inviting foreign citizens to study in our country and creating favorable conditions for them, the Government of the Russian Federation and state bodies in the field of education shape future interaction with other countries, as well as positively influence Russia’s international ratings and raise its authority. The purpose of this article is to review, define and comprehensively analyze the legal regulation of the status of foreign students in Russia, determine the role of migration authorities and administrations of higher education institutions, their activities and relationships with each other and foreign students.

Analyzes the effectiveness, practical relevance of the introduced techniques by experts in this field. There are three level of normative financing: Federal, regional and municipal. Summarizes the stages of assessment of efficiency of activity of Executive authorities of constituent entities of the Russian Federation. The article examines the experience of higher education educational organizations of the Russian Federation in the development and implementation of digital tools and services to form equal access to educational content. The Anti-Crisis Measures adopted by the Ministry of Science and Higher Education of the Russian Federation to regulate the higher education sector are being evaluated to ensure that education is accessible and that the learning process is stopped during the COVID-19 pandemic.Over the past few months, studies in higher education on the quality of digital solutions used and their adequacy during the spread of the pandemic of the new COVID-2019 coronavirus infection and the transition mainly to remote forms of educational services show a low degree of readiness to provide equal access to education and reflect the risks of social conflict. It is important to ensure the digital readiness of higher education organizations to provide quality educational services through the introduction of advanced domestic programs and technologies, including those with elements of artificial intelligence; training of teachers and the administrative staff of educational institutions. Particular attention is paid to ensuring access to education in the subjects of the Russian Federation, where students and entrants face difficulties in remotely studying national languages and national culture. The study proposes to consider, among other things, support for the creation and implementation of online educational courses in the languages of national minorities, the expansion of e-library services containing unique cultural and language content, taking into account the specifics of the region’s learners.

The article is meant to analyze the legal basis and organizational models of educational services export in the Russian Federation. The authors believe that the sale of educational services to foreign legal entities and individuals can become one of the alternatives to commodity exports and an important source of income for educational institutions and the country’s budget. The regulatory framework for developing the export of educational services in the Russian Federation, despite some of its shortcomings, allows to eff ectively promote the interests of Russian universities both in Russia and abroad, but not all universities are ready for such activities. Within the framework of the Federal project "Development of the export potential of Russian education", fi ve models of educational services export by Russian universities were proposed. However, according to the authors, introduction of bilingual bachelor’s, master’s and postgraduate programs, creation of a unifi ed register of accredited providers of Russian educational export services, development of a list of export education courses and standards for their teaching could also contribute to the increase in export indicators.

The article discusses the specifics of promoting educational services using innovative technologies for higher education institutions. The aim of the study is to develop an algorithm for promoting higher education institutions using innovative technologies. The authors considered the most common problems faced by institutions of higher education when integrating promotion tools with the use of innovative technologies into their activities. An algorithm for promotion with the use of innovations, adapted for institutions of higher education, has been developed the practical application of which is currently possible by classical universities in the Russian Federation.
