The article discusses and presents the formulation of problems of inter-project unification of on-board systems in the development of modifications of spacecraft that are part of space systems for remote sensing of the Earth. It is shown that when developing a complex of advanced space systems, it is possible to partially combine unified on-board systems and finished products, which, under given constraints, provides a minimum of total costs. The formulation of the main task of inter-project unification of spacecraft for remote sensing of the Earth using finished products and partially unified on-board systems and a special case of the problem — conducting an economically justified inter-project unification from completely unified on-board systems (aggregates) of promising modifications of spacecraft is given. The initial data and limitations for solving the main and particular problems are determined. The tasks are presented in a deterministic setting. The concept of optimality of the choice of areas of unification of each on-board system is formulated, which is characterized by the minimum of a criterion having an additive structure, this is the total economic effect for areas of unification. It is believed that the analysis of the results of solving the problems of inter-project unification in the development of promising modifications of spacecraft will reveal the directions of inter-project unification of those on-board systems for which it is most appropriate; to formulate the fundamental principles of modernization of space systems and creation of modifications of spacecraft for remote sensing of the Earth in the planned period.

In the second part of the series of articles, the issues of the systemic organization of mathematical models for solving the problem of controlling the flows of target information in the Earth remote sensing space system are considered. A description of the interrelated mathematical models of the orbital constellation as components of the information system, the main task of which is to survey ground objects and the formation of the initial volume of information for its further processing, is presented. To calculate the time of servicing the request by the space segment, the following methods of formation are proposed: a model of the evolution of the Earth remote sensing spacecraft orbit; model for forecasting possible spacecraft correction intervals to maintain nominal orbital parameters; model for forecasting possible time intervals for on / off cycles of observation equipment; model for forecasting possible time intervals for dumping the received information to the information reception points. When calculating the cost of servicing a single request from the orbital complex, both the cost of servicing one spacecraft per unit of time and the cost of processing a single request from the ground complex were taken into account. In conclusion, a generalized form of representation of the target information flow model of the Earth remote sensing space system is proposed as an interconnected sequence of functions for changing the amount of information when an appropriate processing process (traffic change functions) is applied to it. General approaches to solving the optimization problem are considered.

The article is devoted to the issue of disposal of solid household waste. At the moment, much attention is paid to the ecology of the earth. One of the most significant sources of pollution of the planet is household waste. Over the past 20 years, there has been an active increase in the volumes of solid household waste that adversely affects the ecology of the earth. The main task is not only to reduce the amount of waste produced, but also to introduce high-tech methods of waste disposal. In global practice, a large number of different methods are used, which allow utilizing solid household waste in an environmentally friendly and economical manner. Currently, in Russia, 97 % of this waste disposal goes through landfill, which is harmful and dangerous to nature and humans, as well as costly for the state. To eliminate this problem, the authors propose to sort waste by type of raw material. When separating solid household waste with the application to each type of a specific disposal technology, you can get significant environmental and economic benefits. The paper considers the way of utilization of organic municipal waste with processing into biogas with the calculation of the economic effect of processing through the example of large cities of the Russian Federation.
