Overview of Community and the Community Assessment Process

AbstractA Rapid Needs Assessment process is carried out immediately after the onset of a disaster to investigate the disaster’s impact on affected communities, usually through field visits. Reviewing practical humanitarian guidelines reveals that there is a great need for decision support for field visit planning in order to utilize resources more efficiently at the time of great need. Furthermore, in practice, there is a tendency to use simple methods, rather than advanced solution methodologies and software; this is due to the lack of available computational tools and resources on the ground, lack of experienced technical staff, and also the chaotic nature of the post-disaster environment. We present simple heuristic algorithms inspired by the general procedure explained in practical humanitarian guidelines for site selection and routing decisions of the assessment teams while planning and executing the field visits. By simple, we mean methods that can be implemented by practitioners in the field using primary resources such as a paper map of the area and accessible software (e.g., Microsoft Excel). We test the performance of proposed heuristic algorithms, within a simulation environment , which enables us to incorporate various uncertain aspects of the post-disaster environment in the field, ranging from travel time and community assessment time to accessibility of sites and availability of community groups. We assess the performance of proposed heuristics based on real-world data from the 2011 Van earthquake in Turkey. Our results show that selecting sites based on an approximate knowledge of community groups’ existence leads to significantly better results than selecting sites randomly. In addition, updating initial routes while receiving more information also positively affects the performance of the field visit plan and leads to higher coverage of community groups than an alternative strategy where inaccessible sites and unavailable community groups are simply skipped and the initial plan is followed. Uncertainties in travel time and community assessment time adversely affect the community group coverage. In general, the performance of more sophisticated methods requiring more information deteriorates more than the performance of simple methods when the level of uncertainty increases.

Community play important role to enhance the accessibility to essential rights and services of mothers and children in community. This study utilizes the rapid ethnographic community assessment process (RECAP) to explore community potential for managing accessibility to rights and services of mothers and children in communities. The study was conducted in 8 sub-districts of 8 provinces in 4 regions nationwide. There are 146 informants recruited from purposive sampling include family members, community leaders, local leaders, health care providers, and social groups. Data were collected by the participated observation, in-depth interview, focus group discussion, as well as consultation using interview and focus group guidelines. Data were analyzed using content analysis and thematic analysis. The results reveal two parts include 1) sociocultural context of mothers and children which demonstrate need and way of life of pregnant women and child rearing; and 2) community managing to enhance essential right and service accessibility of mothers and children includes (1) managing fundamental right and services; (2) health services; (3) social welfare and community funds; (4) development safe and learning-enhanced environment; (5) educational services; (6) managing sources of information; and (7) caring based on cultural and traditional way. Based on this findings, national policy makers and relevant stakeholders could be utilizing for improvement prospective development and national policy to reinforce and strengthen community organizations contributing to health development of mothers and children.   Keywords: Rapid Ethnographic Community Assessment Process, Maternal Rights, Child Rights, Services for Mother and Child, Service Accessibility, Community Management

A comprehensive augmentative and alternative communication (AAC) evaluation is critical to providing a viable means of expressive communication for nonverbal people with complex communication needs. Although a number of diagnostic tools are available to assist AAC practitioners with the assessment process, there is a need to tailor the evaluation process to the specific communication needs of the AAC user. The purpose of this paper is to provide a basis for developing an effective and clinically driven framework for approaching a user-tailored AAC evaluation process.

This issue describes the Assessment 360° process, which takes a panoramic approach to the language assessment process with school-age English Language Learners (ELLs). The Assessment 360° process guides clinicians to obtain information from many sources when gathering information about the child and his or her family. To illustrate the process, a bilingual fourth grade student whose native language (L1) is Spanish and who has been referred for a comprehensive language evaluation is presented. This case study features the assessment issues typically encountered by speech-language pathologists and introduces assessment through a panoramic lens. Recommendations specific to the case study are presented along with clinical implications for assessment practices with culturally and linguistically diverse student populations.

The overrepresentation of American Indian and Alaska Native (AI/AN) children in special education, including children who are dual language learners (DLLs), is a major concern. Speech-language pathologists (SLPs) can play a critical role in reducing this overrepresentation. Using a holistic assessment process that is responsive to the communication patterns of home and community contexts provides a framework for distinguishing actual language disorders from differences associated with cultural and linguistic diversity. This article presents current trends in Native communities that may impact the speech-language assessment process, including a shift from indigenous languages to English and/or Native language revitalization efforts. It also provides a framework for guiding assessment in a manner that considers cultural and linguistic factors in speech-language assessment for AI/AN children who are DLLs.
