In the current legislation, the public tasks related with healthcare are performed by the healthcare entities. In the totalitarian and authoritarian Polish People’s Republic, the healthcare was functioning as a communist health and social welfare system. It was a centralised structure with the main role of the Ministry of Health. The article shows the most important regulations in the field of healthcare system entities in the Polish People’s Republic.

本文的目標是分析澳門社會福利體系的特徵及探討它的模式。它的特徵包括偏低水平的社會福利開支,福利混合主義之供應模式,較低水平的社會權發展,有限度減少社會分層化,福利發展主要被政治經濟因素所主導。其實,澳門的社會福利體系擁有其他東亞地區福利體制之主要特徵,故它亦屬於生産主導福利模式。 This article is aimed to outline the features of Macao's social welfare system and identify its welfare model. The analysis shows that the welfare system is characterized by its low social welfare expenditure, mixed economy of welfare, underdevelopment of social rights, restricted impact on social stratification and the dominant role of the political-economic factors in social policy-making. It is argued that Macao's social welfare system has shared most of key features of other East Asian welfare regimes and therefore it can be regarded as a productivist welfare model.

Understanding both public and private welfare expenditures is necessary to appreciate the full scope of a social welfare system. This entry examines spending in four major areas of social welfare policy (health, medical, and nutrition; retirement and disability insurance; income maintenance and welfare; and education), comparing the public and private sectors. While expenditures for both sectors are increasing, private expenditures are not increasing as a percentage of total costs, despite efforts to privatize social welfare. This may change in the future if military costs continue to siphon governmental costs away from social welfare expenditures.

Who should be sent to prison is inseparably connected with the question of what the purpose of prison is. At times it may seem that the tail wags the dog; having conceptualized prisons as a part of either the criminaljustice system or the social welfare system, policy-makers then move on to the issue of how to choose clients to fill the institutions. A rational analysis of the place of prison in society must begin with a conceptual discussion which aims to locate prisons as insitutions within a broader societal context. The role of prisons, the details of prison conditions, and the choice of clients for the prison cannot be decided without placing the prison within the context of social control and social welfare.

The number of the elderly in the overall population is increasing, which poses a need to seek an adequate model of organizing social care of the elderly. Most of them get social safety through the social welfare system. A functional and sustainable social welfare system requires application of efficient management and technique models based on the theoretical premises of contemporary management. The role and the importance of old people's protection in a social welfare system is becoming a topic of great importance both for theoreticians and the practitioners in the social sector area. This research analyzes the management functions and the roles of managers in running social protection of the elderly in the example of the social welfare system in the Republic of Srpska. A decentralized system, such as the one existing in the Republic of Srpska, brings along a number of organizational problems which points out to a need to apply the theoretical bases of managerial processes. The results obtained via empirical analyses indicate a number of deficiencies and obstacles in the implementation of social protection of the elderly in the social welfare system of the Republic of Srpska which are result of the insufficient and inconsistent application of the basic managerial elements. The obstacles emerging from this analysis indicate that there are chances and opportunities to improve the system and enhance the development of new forms of protection by applying managerial theories. .

This research is motivated by the leadership role of the aperture on the performance of the District Social Welfare Section of Bone Bolango, and addressing what led to the apparaturs can not improve its performance. Location / object of research in the Social Welfare Section of Bone Bolango District Secretariat, the research method used is descriptive qualitative data sources from the observation, interviews, and documentation. Informants were interviewed 6 (six) in the form of Deputy. Section, and staff,. Data analysis was done by analysis that includes observation, identification of the problem, determine the focus of the problem, collect the data source, making the analysis of data, and making conclusions. Results of the study found the following: 1. a leader as an innovator has yet to make staff / subordinates capable of reviewing what to expect, 2. Leadership as a motivator, in this case has not been fully motivate / encourage the morale of staff, 3. Leadership as a facilitator in accordance interviews some say has not been able to realize the needs of the staff and the organization, 4. Chief said as a mobilizer, there are leaders who have not been able to steer and drive the duties and functions, so the quality of the resulting performance apparatus has not been able to realize the needs of the organization. As for the hope of Bone Bolango District Government, is where all the apparatus that is required to dedicate itself to the development of more specialized areas within the public welfare.

Abstract Thailand will be entering full-scale aging society in 2021, when 20 % of population will be over sixty years old. This will cause significant societal changes, and it is very important that the country is prepared to deal with problems that may arise from aging society. Unfortunately substantial number of senior citizens are financially unprepared for retirement due to low financial literacy. An effective social welfare system is needed, which will require a large amount of financial support. An interesting approach to delivering social welfare is co-production which is a practice that involves public services and communities in the mutual deliveries of welfares. Time banking is an engagement practice which each member agrees to give and take credits for service. Time credits can be earned by providing services to those in need. Such system is a kind of co-production which can help build community relationship and complement social welfare system. Time banking can be applied to all generations, and it is especially suitable for aging society. This paper explores the interests in joining time banking among people living in Bangkok and vicinity. It investigates the respondents’ lifestyles, interests in joining time bank, and possible matching of interests. The results reveal existing gaps and may be used in further study for establishing time banking system.
