Non-Western Theories of Development in the Global Capitalism Era

Received 31.08.2020. This article is devoted to the evolution of non-Western theories of development in the epoch of global capitalism, i. e. after 1990. It describes in detail what is meant by this concept – models of socio-economic development, alternative to the Western neoliberal paradigm and associated with the modernization of non-Western countries, primarily in the “Global South”. Periodization of these approaches is given in connection with the process of decolonization (early 1960s), the end of the bipolar world, and the strengthening of China (since 2010s). Two main directions of such theories – neo-Marxian tradition, as well as post-colonial and anti-colonial studies – are shown. The author concludes that the “non-Westernness” of post-colonial studies is conditional, while anti-colonial and neo-Marxian studies are very much intertwined. The article shows the role of such organizations as CODESRIA and Third World Network in shaping the intellectual development agenda of the Global South. It traces the evolution of neo-Marxist approaches to development of the poorest countries, which originated in Latin American structuralism, American neo-Marxism, the works of J. Galtung and W. Rodney. By the early 1980s, the world-systemic approach was already dominant, its representatives were relatively capable to explain the collapse of the socialist system, and also made attempts to describe the growing influence of China. Nevertheless, the theory of the transnational capitalist class that emerged in the 1990s and 2000s was more successful from this point of view. The article investigates the phenomenon of an emerging confrontation between China and the United States in the ideological field – for the influence on leftist intellectuals around the world, and shows the main resources of both sides in this conflict. Special attention is paid to Postdevelopmentalism that developed in the 1990–2000s in line with postmodernist approaches; both strengths and weaknesses of this concept are presented. In conclusion, the author summarizes that neo-Marxist approaches play a key role as the major alternative to neoliberal capitalist development in the countries of the “Global South” while national modernization theories are lacking in the non-Western countries. The aim of this article paper is to offer a Latin-American perspective on the field of post-colonial studies. Following the modernity/coloniality/de-coloniality approach it is possible to recognize how the complicity between modernity and rationality has worked to homogenize knowledge throughout this part of the world. Such an approach makes it possible to reflect on how this process towards homogeneity has been resisted, as seen in the current indigenous struggles against extractive development policies. These struggles show that the various critiques of development need to be articulated and renewed in order to account for processes such as these, incorporating multiple scales perspectives and knowledge produced from the epistemic colonial difference. The critique of managerialism also needs further developments to account for the new roles of management in contexts of open conflict. It is defended that the re-consideration of Marxist Theory of Dependency could enrich the way we understand global capitalism and that at least part of OS could be liberated from the hegemony of management, opening possibilities for multiple interdisciplinary and intercultural dialogues.

<p>This dissertation contains an essay on the effects of earthquake exposure on household preparedness in the short and long term and two essays on the predictors of public attention to earthquakes around the world.  In Chapter I, I use a difference-in-differences method to estimate the causal effects of the 2010 and 2011 Canterbury earthquakes on people’s preparedness in the short-term (one month after the second earthquake) and long-term (up to 25 months after the second earthquake). I find that people who experienced the earthquakes increase their preparedness by 0.67 standard deviations in the short term. This impact stays positive but declines to 0.42 standard deviations in the long term. In chapter II, I investigate whether people from Western countries pay more attention to earthquakes in Western countries. I use Google Trends data and examine the proportion of Google searches from the United States, the United Kingdom, Canada, Australia, and New Zealand for 610 earthquakes across the world over the period of 2006-2016. I find that people in these countries pay on average around 50 percent more attention to earthquakes in Western countries. My results are significant and consistent after controlling for geographical and social characteristics but becomes small and insignificant once I control for GDP per capita of the countries where the earthquake struck. There seems to be a developed country bias rather than a Western country bias. In the final chapter, I measure public attention – using the volume of Google searches – from 18 countries and investigate which factors predict public attention to earthquakes at international level. I focus on 372 earthquakes registered as disasters in The Emergency Events Database (EM-DAT) over the period 2004-2018. I find that people pay more attention to earthquakes in richer countries, in more democratic countries, and in countries with which they have more social and cultural similarities. I also find that social and cultural similarities predict more public attention from Western and Latin American countries and less public attention from Arab and Sub-Saharan African countries. While, the findings of the economic and political status of countries are universal and predict more public attention in all four groups of countries.</p>

Volume Nine of this series traces the development of the ‘world novel’, that is, English-language novels written throughout the world, beyond Britain, Ireland, and the United States. Focusing on the period up to 1950, the volume contains survey chapters and chapters on major writers, as well as chapters on book history, publishing, and the critical contexts of the work discussed. The text covers periods from renaissance literary imaginings of exotic parts of the world like Oceania, through fiction embodying the ideology and conventions of empire, to the emergence of settler nationalist and Indigenous movements and, finally, the assimilations of modernism at the beginnings of the post-imperial world order. The book, then, contains chapters on the development of the non-metropolitan novel throughout the British world from the eighteenth to the mid twentieth centuries. This is the period of empire and resistance to empire, of settler confidence giving way to doubt, and of the rise of indigenous and post-colonial nationalisms that would shape the world after World War II.

The question of blackness has always featured the intersectionality of race, gender, sexuality and class. Blackness as an ontological speciality has been engaged from both the social and epistemic locations of the damnés (in Fanonian terms). It has thus sought to respond to the performance of power within the world order that is structured within the colonial matrix of power, which has ontologically, epistemologically, spatially and existentially rendered blackness accessible to whiteness, while whiteness remains inaccessible to blackness. The article locates the question of blackness from the perspective of the Global South in the context of South Africa. Though there are elements of progress in terms of the conditions of certain Black people, it would be short-sighted to argue that such conditions in themselves indicate that the struggles of blackness are over. The essay seeks to address a critique by Anderson (1995) against Black theology in the context of the United States of America (US). The argument is that the question of blackness cannot and should not be provincialised. To understand how the colonial matrix of power is performed, it should start with the local and be linked with the global to engage critically the colonial matrix of power that is performed within a system of coloniality. Decoloniality is employed in this article as an analytical tool.Contribution: The article contributes to the discourse on blackness within Black theology scholarship. It aims to contribute to the continual debates on the excavating and levelling of the epistemological voices that have been suppressed through colonial epistemological universalisation of knowledge from the perspective of the damnés.

This article brings together two cases to contribute to the growing body of literature rethinking the study of international relations (IR) and the Global South: The Libyan Arab al-Jamāhīrīyah and the Bolivarian Republic of Venezuela. Drawing on media representations and secondary literature from IR and international political economy (IPE), it critically examines three main conceptual theses (authoritarian, rentier, and rogue) used to describe the historical socio-political formations of these states up to this date. Mixing oil abundance with authoritarian revolutionary fervour and foreign policy adventurism, Libya and Venezuela have been progressively reduced to the figure of one man, while presenting their current crises as localized processes delinked from the imperialist inter-state system. The article argues that these analyses, if left unquestioned, perpetuate a US-led imperial ordering of the world, while foreclosing and discrediting alternatives to capitalist development emerging from and grounded in a Global South context. In doing so, the article contributes to the growing and controversial debate on the meanings and needs for decolonizing the study of IR.

In the post-colonial context, the global South has become the approved nomenclature for the non-European, non-Western parts of the world. The term promises a departure from post-colonial development geographies and from the material and discursive legacies of colonialism by ostensibly blurring the bifurcations between developed and developing, rich and poor, centre and periphery. In concept, the post-colonial literature mitigates the disparity between cities of the North and South by highlighting the achievements of elsewhere. But what happens when we try to teach this approach in the classroom? How do we locate the South without relying on concepts of otherness? And how do we communicate the importance of the South without re-creating the regional hierarchies that have dominated for far too long? This article outlines the academic arguments before turning to the opportunities and constraints associated with delivering an undergraduate module that teaches post-colonial concepts without relying on colonial constructs.

This chapter analyzes Cultura Obrera (Labor Culture), published in New York City from 1911 to 1927. Pedro Esteve, the primary editor, gave expression to his ideas in this newspaper and while it represented Spanish firemen and marine workers, it reported on many other workers’ struggles in different parts of the world, for example, supporting and collecting funds for the Mexican revolutionary brothers Flores Magón. This newspaper, as all the anarchist press, was part of a transnational network and had a circulation not only in many parts of the United States but also in Latin American countries, including Argentina and Cuba, as well as on the other side of the Atlantic, in Spain and various European countries.

This chapter argues that the dominant affect of late global capitalism is not egoism, as is commonly held, but envy. The social inequality inherent in capitalist accumulation in the global South (and North) breeds a mix of coveting and malice, so that it is not just that those on top of the social hierarchy must win but equally that those on the bottom must lose, generating enjoyment (jouissance) on both sides. The chapter focuses on two contemporary manifestations of such an envy-machine. The first is consumption, which exploits the urge to “keep up with the Joneses.” The second is corruption, born of socioeconomic resentment and aspiration. Each case involves enjoyment — both in envying and being envied — thus helping to reproduce capitalist development and social inequality.

At the end of the twentieth century, scholars in the academic study of religion made what we might call “the reflexive turn,” in that they picked up the tools of genealogy, deconstruction, and post-colonial studies and they began in earnest to reflect critically on their own conceptual categories. Where did the very concept of “religion” come from? Whose interests are served by this apparently modern, European, and Christian way of categorizing practices? One way to think about the effect of the reflexive turn is to think of the conceptual vocabulary in religious studies as a window or lens through which scholars had previously been examining the world. What had been taken as natural and transparent now becomes itself the object of study. Richard King calls this “the Copernican turn,” that is, as he nicely puts it, a turn to focus on the representation that makes the object possible rather than the object that makes the representation possible. The goal of this turn is to “denaturalize” the concept of religion (King, 1). The reflexive or Copernican turn, in my judgment, is a crucial aspect of social inquiry that scholars of religion should not ignore. But it clearly leads to the question: once one denaturalizes the concept of “religion,” what does the academic study of religion study?
