This paper investigates the welfare impact on all member countries when nonmember countries invest in a member of an economic region, in which capital is allowed to move freely. It is shown that the nonmember investment will affects the welfare of all members despite that some members do not receive such investment directly. In general, the results depend on the relative magnitude of the tariff revenue effect, the tax revenue effect and the capital returns effect. Specific conditions for welfare change in each member country as well as the criterion for a common external tariff which ensures welfare improvement in all the member countries are derived.

The customs union is a model of economic integration which is composed of free trade area among the participant countries with a common external tariff. The participant countries generally set up common external trade policy. Main establishing purposes of customs union are increasing economic efficiency, improving the global competitiveness and establishing closer political and cultural ties between the member countries. This paper analyses the concept and effects of customs union, the agreement of Bel EurAsEC Customs Union and how this agreements effects Turkish investors in Kazakhstan and export of Turkey. In this contex, a survey is implemented to Turkish companies executives, according to the survey results, it is trying to reveal whether the Bel EurAsEC Customs Union have any effects on Turkey export. Also, in this paper, the effects of Bel EurAsEC Customs Union on Turkish investors which operates in Kazakhstan, investment attitude, behavior and decisions are being explored.

The ethnocultural diversity of regional development often becomes a factor in the disunity and impedes the processes of social and economic integration. The authors identify factors contributing to social cohesion at the macro-, mezo- and microlevels. Digitalization is a new factor in this system, which leads to a new society, new economy, and new system of integrative values. Most studies recognize the positive role of digital technology in enhancing social cohesion. However, digitalization will become a significant factor in the increase of the level of social cohesion if a critical mass of the population uses the information technology constantly in order to achieve their various goals. The logical question arises as to whether there is currently a digital divide in the multicultural and multiethnic region of Southern Russia. The study is based on the data concerning the use of information technology, information and telecommunication networks by the population. They were collected in the course of federal statistical observations. An analysis of ICT usage indicators in households of the North Caucasian Economic Region allows us to conclude that multi-ethnic subregions in Southern Russia show different degrees of involvement in the processes of digital transformation. Currently, Kabardino-Balkaria and Rostov region are digital leaders of the North Caucasian Economic Region in terms of aggregate indicators of using information and communication technologies. An intermediate position is occupied by Karachay-Cherkessia, Krasnodar and Stavropol krais, which are slightly above average. But there is a significant lag in these indicators in North Ossetia-Alania, Adygea and Dagestan. However, positive trends in digitalization indicators are observed in every North Caucasian federal entity and this should lead to a decrease in digital inequality and an increase in the role of digitalization as a factor in the societal dynamics of multicultural regions in Southern Russia.

This paper investigates the policy and welfare implications of forming an economic region in the context of a Cournot duopoly model. Some theoretical results are obtained. First, the economic region lowers the external tariff (against non-partner countries) less than its pre-integration level when a sufficiently large subsidy on the imports from the partner is carried out. Second, economic integration reduces the non-partner country’s welfare. Third, although the region still gains from integration even under some partial trade liberalisation regimes, complete trade liberalisation within the region leads to higher regional welfare. Finally, trade liberalisation within the region improves the welfare of the world as a whole.

The article discusses the spatial development of the South of Western Siberia on the basis of economic integration of related regions within the macro-region: South Siberian Economic Region (SSER). The cooperation of the regions of this economic region will make it possible to diversify the structure of the economy and increase their integrated economic potential, creating opportunities to withstand the adverse socio-economic challenges of the new economy. Given the state’s limited ability to stimulate the socio-economic development of regions, inter-regional economic integration within the macro-region can be considered as one of the mechanisms that activate the sources of transition to the path of balanced economic growth and access to the average Russian parameters of living standards. Rapprochement of the regions can already be observed in the framework of joint projects: the agro-processing Siberian Priobie and tourist and recreational areas. The article proposes a model for organizing economic cooperation between the regions of South-West Siberia.

Summary: We review the rationale for behavioral clinical case formulations and emphasize the role of the functional analysis in the design of individualized treatments. Standardized treatments may not be optimally effective for clients who have multiple behavior problems. These problems can affect each other in complex ways and each behavior problem can be influenced by multiple, interacting causal variables. The mechanisms of action of standardized treatments may not always address the most important causal variables for a client's behavior problems. The functional analysis integrates judgments about the client's behavior problems, important causal variables, and functional relations among variables. The functional analysis aids treatment decisions by helping the clinician estimate the relative magnitude of effect of each causal variable on the client's behavior problems, so that the most effective treatments can be selected. The parameters of, and issues associated with, a functional analysis and Functional Analytic Clinical Case Models (FACCM) are illustrated with a clinical case. The task of selecting the best treatment for a client is complicated because treatments differ in their level of specificity and have unequally weighted mechanisms of action. Further, a treatment's mechanism of action is often unknown.
