Participants in the Third United Nations World Conference on Disaster Risk Reduction (WCDRR) in Sendai, Japan, March 14–18, 2015, discussed the successor framework of the Hyogo Framework for Action (HFA) adopted at the 2005 Second World Conference on Disaster Reduction. These two frameworks were based on the Yokohama Strategy for a Safer World adopted at the First World Conference on Natural Disaster Reduction. According to the Ministry of Foreign Affairs of Japan, 187 United Nations member states attended the WCDRR, together with over 6,500 participants and over 100 minister-level officials, including the heads of state of seven countries, prime ministers of five countries (including Japan), vice-presidential officials from six countries, and deputy prime ministers from seven countries. Related events included 150,000 attendees from Japan and abroad. The Sendai Framework for Disaster Risk Reduction 2015–2030 (SFDRR) and the Sendai Declaration were adopted by consensus as the outcome documents. One feature of the WCDRR was the large number of citizens taking part. These included governments, international organizations, NGOs, private-sectors groups and universities. They took part in 398 symposiums and seminars, plus over 200 exhibitions and other events. WCDRR discussions continued even after the conference, activating the Miyagi Roundtable for Disaster Risk Reduction, whose collaborators were from industry, government, academia, regular citizens, and the media. The Sendai Future Forum on Disaster Risk Reduction was held in March 2016, one year later. Information sharing and discussions on disaster risk reduction and reconstruction are now in progress. The most remarkable aspect of the SFDRR as a WCDRR outcome document is the identification of seven global targets on disaster risk reduction. These targets were not included in either the Yokohama Strategy or the HFA. Two reasons why the target setting is significant are as follows: 1. Targets were determined considering the arguments on sustainable development goals. Although disasters have been major obstacles hampering economic growth, millennium development goals did not mention disaster risk reduction goals. Disaster risk reduction projects were thus not prioritized in many developing countries, where disaster risk is high. Disasters have continuously caused huge human and economic loss and required huge amounts of humanitarian assistance – an ongoing negative spiral. 2. Setting global targets are clearly different from the HFA. Voices from Japanese academia have suggested, for the first time, setting numerical targets in the HFA’s preparatory process. It was too early, however, to put it on the negotiation table because it lacked majority support. Western countries did not positively support the idea because it lacked a clear procedure for achieving such targets. It was reasonably pointed out that these targets could not be monitored without a yardstick, but member states reached the consensus to set seven targets at the SFDRR, although specific numbers were not clearly described. SFDRR targets were described as “substantial.” This “substantiality” has been negotiated continuously following the WCDRR. The member states meaningfully agreed to encourage investment in global disaster risk reduction and to demonstrate performance numerically, which is why target setting is considered the SFDRR’s core component. Note that articles in this special issue are categorized and briefly introduced corresponding to SFDRR priorities for action (Table 1). Many of these articles deal with “educational” aspects. Priority 1 includes educational issues, and SFDRR target C mentions education. Educational matters are thus clearly one of the most important topics in the disaster risk reduction context. The SFDRR explicitly describes the ‘build back better’ concept, and two articles examine the concept (Iwasawa and Onoda, and Iuchi and Maly). This special issue also contains studies on the business continuity plan (BCP) relating to investment in disaster risk reduction (Maruya, Haraguchi et al.). An article contributed by Ito et al. states the need to develop disaster databases in order to evaluate achievements of targets. This issue contains articles on all of the SFDRR’s priorities for action, and issue contents are well-balanced in reviewing the SFDRR and better understanding WCDRR’s significance. The subject of this research is the international relations on accomplishment of sustainable development goals, taking into account the risks of disasters and remedy against them. The object of this research is several documents: United Nations General Assembly Resolutions “Our Changing World: Agenda on Sustainable Development until 2030”, Sendai Framework for Disaster Risk Reduction 2015, Paris Agreement on Climate Change 2015. Detailed analysis is conducted on the provisions of the indicated documents in the context of their interrelation for effective implementation. Special attention is dedicated the impact of disaster risk upon sustainable development goals, namely their accomplishment. The following conclusions were formulated: sustainable development goals represents basic trends for development of each country and global community as  a whole; they are directly related to less significant problems that trying to be resolved by joint efforts of the global community (protection from disasters and climate change). These three block represent the equilateral sides of a triangle of international relations, realized for the purpose of harmonious development of modern civilization. The author’s special contribution lies in correlation of the particular provisions of aforementioned documents, and in schematic interpretation of such correlation. The novelty lies in the fact that the science of international law usually reviews these documents separately from each other, just mentioning their interrelation. The author reflect the approach that is being currently implemented by specific practitioners on elaboration of indicators of interrelation between sustainable development goals and disaster risk reduction.

Abstract. In March 2015, a new international blueprint for disaster risk reduction (DRR) was adopted in Sendai, Japan, at the end of the Third UN World Conference on Disaster Risk Reduction (WCDRR, 14–18 March 2015). We review and discuss the agreed commitments and targets, as well as the negotiation leading the Sendai Framework for DRR (SFDRR) and discuss briefly its implication for the later UN-led negotiations on sustainable development goals and climate change.

This special issue presents the findings obtained so far by the relevant studies that have been conducted mainly at the Global Centre for Disaster Statistics (GCDS), which is affiliated with the International Research Institute of Disaster Science (IRIDeS) at Tohoku University, Japan. The establishment of the GCDS was jointly announced by the United Nations Development Program (UNDP) and the IRIDeS in March 2015 during the Third UN World Conference on Disaster Risk Reduction (UNWCDRR) in Sendai, Japan. The Centre is expected to contribute greatly to sustainable development, based on risk-informed policy making, through the following activities: providing scientific analyses and technical advice based on their disaster loss and damage data, supporting the United Nations International Strategy for Disaster Reduction (UNISDR) and individual countries in the work of monitoring the progress of the Sendai Framework for Disaster Risk Reduction (SFDRR) and the 2030 Agenda for Sustainable Development, and providing policy advice to build the capacities of national/local governments, based on their demands. In this context, the guest editors of this special issue are pleased to publish valuable academic articles closely related to the GCDS’ activities that contribute to the development of disaster statistics. As Sasaki and Ono (2018) observed, there exist three major categories of research questions that contribute to the development of disaster statistics: investigation into disaster statistics and/or global disaster-related databases, development of the existing discipline-based research, and analysis of various issues through questionnaire surveys. Last but not least, it is our hope that this special issue contributes to the literature of disaster statistics and accelerates its development.

The Global Centre for Disaster Statistics (GCDS) at the International Research Institute of Disaster Science (IRIDeS) at Tohoku University was established in April 2015 to support the monitoring of the global targets of the Sendai Framework for Disaster Risk Reduction 2015–2030 (SFDRR). The GCDS, in partnership with the United Nations Development Programme (UNDP), is to provide support for National Disaster Management Offices (NDMOs) to build capacity in developing national disaster loss and damage statistics, an essential tool used in monitoring and policy making for the reduction of disaster risk. Since its establishment, the GCDS has been contributing to the implementation of the SFDRR. In 2019, the GCDS participated in the Sendai Framework Voluntary Commitments (SFVCs), launched by the United Nations Office for Disaster Risk Reduction (UNDRR). Although the information regarding the activities of the GCDS is described in detail in the first Synthesis and Analysis Report of the SFVC [1], one of the activities committed to in its SFVC is to publish special issues of the Journal of Disaster Research as a contribution to the development of disaster statistics. The guest editors are pleased to publish the third special issue, which contains valuable academic articles closely related to the activities of the GCDS. We hope that this special issue on the Development of Disaster Statistics makes a significant contribution to the literature on disaster statistics and accelerates its development.

<p>The Sendai Framework for Disaster Risk Reduction (SFDRR) provides a concrete agenda for evidence-based policy for disaster risk reduction as a key component of the post-2015 global development agenda. However, the progress of implementing the seven Global Targets of the SFDRR at the national level via the monitor of a set of thirty-eight indicators is obstructed due to a lack of available, accessible, and validated data on disaster-related loss and damage, especially in developing countries. This weakens the accuracy, timeliness, and quality of the Sendai monitoring process. In the case of floods, which account for the highest number of people affected by hazards,[WY1]  there is a strong need for innovative and  appropriate tools for monitoring and reporting flood impacts.</p><p>The country of Ecuador and their validated national flood loss and damage database, which stretches back to 1970, is a stark counterpoint to the norm and serves as the case study for this research. In this research we develop a geospatial model approach, which combines earth observation-based information products with additional geospatial data to result quantitative measures for selected indicators of the SFDRR and validate them based on an existing database on flood loss and damage in Ecuador. Specifically, we build on automated  derivation of flood event characteristics from a full year of Sentinel-1 synthetic aperture radar data to assess flood hazard in Ecuador, and complement this with geospatial data on flood-related exposure and vulnerability to model selected indicators of the SFDRR in a spatially explicit way. The validation process of this geospatial model is conducted in reference to in situ loss and damage data related to flooding for the years 2017, 2018, and 2019. The derivation of information products is conducted in close collaboration with the National Service for Risk and Emergency Management of the Government of Ecuador, the country office of the United Nations Development Program, and the United Nations Office for Disaster Risk Reduction. It is thereby assured that the development and validation of this methodology is in line with the national and international approach of implementing the SFDRR.</p><p> </p>

The importance of critical infrastructures and strategic planning in the context of extreme events, climate change and urbanization has been underscored recently in international policy frameworks, such as the Sustainable Development Goals (SDGs), the Sendai Framework for Disaster Risk Reduction 2015–2030 (UNISDR (United Nations/International Strategy for Disaster Risk Reduction) 2015), and the new Paris climate agreement (UNFCCC (United Nations — Framework Convention on Climate Change) 2015) as well as the New Urban Agenda (UN-HABITAT 2016). This paper outlines key research challenges in addressing the nexus between extreme weather events, critical infrastructure resilience, human vulnerability and strategic planning. Using a structured expert dialogue approach (particularly based on a roundtable discussion funded by the German National Science Foundation (DFG)), the paper outlines emerging research issues in the context of extreme events, critical infrastructures, human vulnerability and strategic planning, providing perspectives for inter- and transdisciplinary research on this important nexus. The main contribution of the paper is a compilation of identified research gaps and needs from an interdisciplinary perspective including the lack of integration across subjects and mismatches between different concepts and schools of thought.

Purpose Research has demonstrated that governance of disaster risk reduction (DRR) and climate change adaptation (CCA) have evolved largely in isolation from each other – through different conceptual and institutional frameworks, response strategies and plans, at both international, national and subnational levels. As a result, the management of disaster risk through DRR and CCA is highly fragmented. The purpose of this paper is to investigate the set of actors and their location in government that create and shape governance in DRR and CCA integration within the Southern African Development Community (SADC) member states. Design/methodology/approach The study draws upon a range of data collection techniques including a comprehensive literature review relating to DRR and CCA in general and in the SADC member states, face-to-face interviews and an online survey. A mixed method research design was applied to the study with a total of 35 respondents from Botswana, Madagascar, Malawi, Namibia, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe participating in the face-to-face interviews and an online survey. Findings The analysis shows that DRR and CCA are carried out by different departments, agencies and/or ministries in all but three SADC member states, namely, Mozambique, Mauritius and the Seychelles. Participants were able to highlight the different ways in which integration should unfold. In light of this, the paper proposes a normative model to integrate government organisations for DRR and CCA within SADC member states. Originality/value The implementation of the model has the potential to accelerate the integration of organisations for DRR and CCA, with the resultant improvement in the implementation of risk reduction strategies and efficient use of resources.

The author provides a robust discussion of an ethnographic case study to facilitate creative thinking about how to use communications and social media technology to build resilience and improve citizen disaster preparedness through a “Be Ready” trivia campaign. This research can inform strategies to achieve several of the United Nations Sustainable Development Goals (SDGs) as well as the United Nations Office for Disaster Risk Reduction's Sendai Framework for Disaster Risk Reduction (SFDRR). Future research directions include a new community resilience index that measures citizens' use of communications and social media technology. Implications for social change include raising the level of public awareness and facilitating a means to improve personal responsibility for disaster preparedness through low cost education programs. This could improve efforts by government and non-government organizations to improve disaster risk reduction; increase access to information and communication technology; increase disaster emergency planning and response; and build resilient communities.

This chapter introduces some myths of health promotion, the project cycle of health and disaster preparedness education programmes, needs assessment, project planning, programme implementation and monitoring, programme evaluation, and notes for organizers and participants of health and disaster preparedness education programmes. Concrete examples will be provided to put the abstract framework into use. This chapter integrates the themes in previous chapters with relevant insights gained from actual field experience in Asia, focusing on programme implementation field experience and lessons learnt, as well as the practical challenges and problems encountered in the field in rural Asian settings. It will also discuss the field-policy nexus, that is, the fulfilment of policy ambitions in such international policy frameworks like the United Nations’ Sustainable Development Goals (SDGs), the Sendai Framework for Disaster Risk Reduction (2015–2030), and the Paris Agreement for Climate Change by rural field programmes in health, emergency, and disaster risk reduction.
