Targets set by the UK Office for Students require highly academically selective UK universities to enrol a greater percentage of students identified as least likely to participate in higher education. Such students are typically at a disadvantage in terms of levels of academic preparedness and economic, cultural and social capital. Drawing on eighteen interviews with first-generation students at Durham University, we identify five sites of pressure: developing a sense of belonging within the terms of an elite university culture, engagement in student social activities, financial worries, concerns about academic progress, and self-transformation. Based on these insights, we argue that support for first-generation scholars will require that universities recognise and redress elitist cultures that discourage applications from prospective first-generation scholars and prevent those who do enrol from having the best educational and all-round experience.

In this paper the current problems of socio-economic development, such as population loss, public health, and others, in independent Ukraine are presented and analyzed. Their main causes are identified as follows: extensive type of economic development, absence of the clear, sustainable goals and appropriate programs, high level of corruption, general socio-cultural (moral) crisis, passive civil position of society, lack of democracy, and inadequacy of institutions, for example, the higher education system. The contemporary problems of social capital development and inefficiency of science and higher education institutions in Ukraine are examined.

In the article, the authors explore the evolution of the formation of higher education institutions in the UK, analyze the formation of the education system as a whole. In the course of the study, the authors concluded that the reforms that were carried out in the 1960s in the UK higher education system led to accessibility among the general population and massification. And this, in turn, affected the quality of the educational services provided. An important fact in the reforms of higher education in the UK, was the lack of opportunities to compete with the “old”universities in terms of basic research and social prestige, “universities without pedigree”chose a different development strategy, in which the main role was given to the internationalization of learning. In order to avoid the emergence of “diploma mills”, the requirements for the activities of universities are being strengthened, and a number of measures are being taken. The external examination of the university is carried out by the State Council for the Financing of Higher Education. Experts check universities once every five years, conduct surveys of students and teachers according to a formalized methodology, as well as check the specific results of educational and scientific work and make their recommendations. Expert advice from employers is also a form of external expertise. One of the most important aspects of assessing the quality of a university is accreditation. Obtaining accreditation by the university is a prerequisite for the employment of its graduates. All the above-mentioned bodies conduct strict control and it is not profitable for universities to violate the requirements. All of the above measures have practically eliminated the problem of “diploma mills”.

Abstract Research purpose. Currently, higher education institutions (HEIs) are faced with new challenges. They have to compete globally and take into account modern trends in education and science. Human capital becomes one of the most significant resources for HEI performance. The purpose of the study is to determine which factors influence human capital development at HEI. Design / Methodology / Approach. Selected human capital development factors were analyzed at Latvian HEIs. Factors including existing laws and conformity assessment procedures and requirements were considered. A survey was utilized to determine the most influential factors in human capital development at Latvian HEIs. The survey results were analyzed by implementing CATPCA to identify the most critical factors. Findings. The results show that essential elements of human capital at HEI are the pedagogical competence of the academic staff, their scientific competence, and the number of professionals from industry that are part of the academic staff. The CATPCA results revealed four main factors influencing human capital development at HEI, which could be divided into 1) staff competence and motivation; 2) legislation and development strategy; 3) availability of resources; 3) cooperation. Originality / Value / Practical implications. Human capital is one of the key factors for the sustainability of HEIs in Latvia. By accounting for the factors that influence the development of human capital in HEIs, institutions can more effectively and proactively develop human capital management strategies, which allow the institutions to achieve performance in the long term.
