The rapid increase in losses from flooding underlines the importance of risk reduction efforts to prevent or at least mitigate the damaging impacts that floods can bring to communities, businesses, and countries. This article provides an overview of how the science of disaster risk management has improved understanding of pre-event risk reduction [or disaster risk reduction (DRR)]. Implementation, however, is still lagging, particularly when compared to expenditure for recovery and repair after a flood event. In response, flood insurance is increasingly being suggested as a potential lever for risk reduction, despite concerns about moral hazard. The article considers the literature that has emerged on this topic and discusses if the conceptual efforts of linking flood insurance and risk reduction have led to practical action. Overall, there is limited evidence of flood insurance effectively promoting risk reduction. To the extent there is, it suggests that more complex behavioral aspects are also at play. Further evidence is required to support this potential role, particularly around data and risk assessment, and the viability of different risk reduction measures.

AbstractDeveloping resilience in conditions of extreme geographic and economic vulnerability, Small Island Developing States (SIDS) have learned to share what works for adaptation on the ground through transnational Disaster Risk Reduction initiatives that address the Sustainable Development Goals (SDGs). This chapter focuses on South-South Cooperation between Caribbean SIDS on Climate Change Adaptation and Disaster Risk Management, as well as triangulation with the European Union and international organisations through the African, Caribbean and Pacific-European Union Natural Disaster Risk Reduction (ACP-EU NDRR) Program. It critically analyses collaborations between regional platforms to show evidence of successful transferable adaptation strategies and tools that have emerged from disaster risk management experiences. Acknowledging the SIDS’ contribution to climate change adaptation is key for advancing both research and action. The examples of South-South cooperation between SIDS and triangulation with Europe and international organisations addressed in this chapter show that a coherent and effective theoretical framework for impactful adaptation research and global climate action should bring forward participatory, transdisciplinary and translocal perspectives informed by the experiences of early adaptors in the Global South.

Landslides have occurred in various places in Indonesia. Likewise with West Java, there were many regions that has experienced repeated landslides. Having many experience of occurrences of landslides, we should have had a good landslide risk reduction program. Indeed, the incidence of landslides depends on many variables. Due to that condition, it may that a region would have different variable with another region. So it is impossible to generalize the implementation of a mitigation technology for all areas prone to landslides. Research of the Cililin's landslide is to anticipate the next disasters that may happen in around the area of 2013 Cililin Landslide. Through observation lithological conditions, water condition, land cover and landscape, as well as consideration of wide dimension of the building footing, the distance of building to the slopes and so forth, it has been determined some efforts of disaster risk reduction in the area around the landslide against the occurrence of potential landslide in the future.Bencana tanah longsor telah terjadi di berbagai tempat di Indonesia. Demikian halnya dengan Jawa Barat, tidak sedikit daerahnya telah berulang kali mengalami longsor. Seharusnya dengan telah banyaknya kejadian longsor, kita mampu mengupayakan program penurunan risiko longsor secara baik. Memang kejadian longsor bergantung pada banyak variabel, dimana dari satu daerah dengan daerah yang lain akan sangat memungkinkan mempunyai variabel yang berbeda, sehingga tidak mungkin kita membuat generalisasi penerapan suatu teknologi mitigasinya untuk semua daerah rawan longsor. Penelitian longsor di Cililin dilakukan untuk mengantisipasi terjadinya bencana di sekitar daerah Longsor Cililin 2013 yang lalu. Melalui pengamatan kondisi litologi, keairan, tutupan lahan dan bentang alam yang ada, serta pertimbangan akan dimensi luas pijakan bangunan, jarak batas bangunan dengan lereng dan lain sebagainya, telah ditentukan beberapa upaya penurunan risiko bencana di daerah sekitar longsor terhadap potensi kejadian longsor dimasa mendatang.Keywords: Landslide, risk reduction, footing of building, Cililin
