A soberania é um dos pilares dos Estados-nação, no entanto, sua definição é ambígua e controversa. Não obstante à perene contestação de conceitos, este estudo se propõe a estabilizar contingencialmente uma acepção de soberania adequada à realidade brasileira. No maior país sulamericano, os aglomerados subnormais das metrópoles nacionais concentram populosas áreas de baixa governabilidade e com atuação destacada de criminosos, entretanto, a base teórica anglo-saxã, dominante na literatura acadêmica, dispõe de escassos recursos para uma interpretação da fragilidade endêmica de um Estado consolidado e distante dos parâmetros da falência. Assim, a partir de premissas essenciais, como a autoridade, coerção e territorialidade, a investigação aprofunda a compreensão e a caracterização do efeito deletério do crime organizado sobre a soberania estatal brasileira. Oferece, também, um suporte argumentativo que amplia a agenda de pesquisa relacionada ao emprego das Forças Armadas no enfrentamento ao crime organizado. Os resultados obtidos pela combinação entre a elucidação teórica e estudos empíricos indicam que, embora não apresentem uma retórica direta revisionista ou de contestação, as organizações criminosas se sobrepõem ao poder estatal de forma seletiva e progressiva nos black spots das metrópoles nacionais brasileiras.

Domains visible by transmission electron microscopy, believed to be Dauphiné inversion twins, were found in some specimens of synthetic quartz heated to 680°C and cooled to room temperature. With the electron beam close to parallel to the [0001] direction the domain boundaries appeared as straight lines normal to <100> and <410> or <510> directions. In the selected area diffraction mode, a shift of the Kikuchi lines was observed when the electron beam was made to traverse the specimen across a boundary. This shift indicates a change in orientation which accounts for the visibility of the domain by diffraction contrast when the specimen is tilted. Upon exposure to a 100 KV electron beam with a flux of 5x 1018 electrons/cm2sec the boundaries are rapidly decorated by radiation damage centers appearing as black spots. Similar crystallographio boundaries were sometimes found in unannealed (0001) quartz damaged by electrons.

Abstract In the last two hundred years, the Mureş River Floodplain has suffered major changes caused by dike constructions, meander cutting, and by the transformation of the natural landscape into an agricultural one. In this environmental context, we wanted to find out the degree to which large branchiopod species still survive in the Mureş Floodplain area. Every stagnant aquatic habitat encountered in 2019 in the Mureş Floodplain Natural Park was sampled. For the habitats where more species co-occur, urgent preservation actions must be taken. Most of the species prefer open habitats and have survived in the wheel ruts on agricultural lands. In the absence of natural habitats, the importance of this habitat type becomes a major one. The forest advantages species related to shady habitats, such as Chirocephalus diaphanus. We have found several individuals in the park that showed black spots on their bodies, characteristic of the black disease of fairy shrimp. The presence of the disease only in the populations from wheel ruts suggests that vehicles which make these ruts, could be the carriers of the disease.

The Neotropical Mycotretus Lacordaire, 1842 is one of the largest and most widespread genera of the Erotylidae, encompassing more than 200 described species. Among the species with a similar body coloration, there is a “group” of six valid species—called here the “tiger” Mycotretus—that possess several pronotal and elytral black spots, as follows: M. tigrinus (Olivier, 1792); M. multimaculatus Taschenberg, 1870; M. centralis Arrow, 1909; M. tigrinoides Mader, 1942; M. tigripennis Mader, 1942; and M. prioteloides Mader, 1942. Different from any other Mycotretus with spots, the spots of the “tiger” Mycotretus are numerous and are not bilaterally symmetrical in pattern. Here, new geographical records, diagnoses and redescriptions are provided for M. tigrinus, M. centralis, M. tigrinoides, M. tigripennis and M. prioteloides, including the first descriptions of their male and female terminalia. Lectotypes are designated for M. multimaculatus, M. centralis, and M. leopardus. Mycotretus multimaculatus and M. tigrinus pardalis Crotch, 1876 are proposed as new junior synonyms of M. tigrinus. Additionally, the authorship of the name M. leopardus is attributed to Crotch, 1876, because he was the first author to provide a description for that taxon, and the synonymy of M. leopardus and M. conspersus (Germar, 1824) with M. tigrinus (Olivier, 1792) is confirmed.

The preallocation of emergency resources is a mechanism increasing preparedness for uncertain traffic accidents under different weather conditions. This paper introduces the concept of accident probability of black spots and an improved accident frequency method to identify accident black spots and obtain the accident probability. At the same time, we propose a three-stage random regret-minimization (RRM) model to minimize the regret value of the attribute of overall response time, cost, and demand, which allocates limited emergency resources to more likely to happen accident spots. Due to the computational complexity of our model, a genetic algorithm is developed to solve a large-scale instance of the problem. A case study focuses on three-year rainy accidents’ data in Weifang, Linyi, and Rizhao of China to test the correctness and validity of the application of the model.

Spotted sea bass (Lateolabrax maculatus, McClelland, 1844) is a species belonging to the genus Lateolabrax (Lateolabracidae), and is characterized by the many distinct black spots on the bodies of mature fish. For the first time, six specimens have been recorded in Quang Ninh province. The specimens were collected from Luon Cave in Bai Tu Long National Park in May-June 2019. The new specimens collected from Quang Ninh, Vietnam are different from the recorded specimens from Japan, Korea, Taiwan, and China in terms of lateral line scales (LLS) as the samples collected in Quang Ninh, Vietnam have 94-97 scales and the samples collected from the other countries have 66-82 scales. Phylogenetic analysis of the 16S rDNA sequence confirmed that all of the samples collected in Quang Ninh, Vietnam belonged to the species of spotted sea bass.

Avocado (Persea americana L.) production for export markets has increased in Mexico during the past 10 years. The production system, however, is affected by several sanitation factors, including diseases. During the spring of 2009, smooth, black, circular spots were noted on the surface of avocado fruit. A study was conducted during the winter of 2010 to ascertain the etiology and identify the fungus associated with black spot symptoms on avocado fruit in orchards of Nuevo Parangaricutiro County (19°25′00″ and 102°07′43″) in Michoacan, Mexico. Several fungal isolates were obtained on potato dextrose agar (PDA) from the margin of lesions on immature fruit. The internal transcribed spacer region (ITS) of the rDNA from representative isolates was sequenced with universal primers ITS5 and ITS4 (2). BLAST searches in GenBank showed 100% similarity of the nucleotide sequences with Neofusicoccum parvum (Pennycook & Samuels) Crous, Slippers & A.J.L. Phillips, GenBank Accession Nos. GU188001 to GU188007 and GU187985 to GU187987. A representative nucleotide sequence of this region was deposited in GenBank under the Accession No. JN203129. Strains of N. parvum produced aerial and compact mycelium on acidified PDA, the anamorph state of Botryosphaeria parva. Mycelium was initially white, turning gradually gray to black. Conidia were one celled, hyaline, ellipsoidal to fusiform, externally smooth, thin walled, nonseptate, with one or two septa with age, and an average length and width of 14.5 (9.5 to 19) × 5.8 (4.0 to 7.2) μm (n = 100). Pathogenicity tests were conducted with six avocado fruit cv. Hass. Fruit were inoculated at three evenly spaced locations on the fruit surface, either by wounding the tissue with a needle that had been dipped in a conidial mass from an 8-day-old monoconidial culture of N. parvum strain CIAD-021-11 or by placing 5 μl of 1 × 106 conidia ml–1 suspension on each inoculation site. Inoculated fruit were maintained in a moist chamber at 25°C for 2 weeks. Black lesions appeared on all wounded sites 2 days postinoculation (dpi) and on unwounded sites 4 dpi. The delay of symptom development was likely due to penetration through the lenticels, which took longer to initiate infection. No symptoms were observed in the control fruit. The pathogen was reisolated from the lesions of all inoculated fruit, thus fulfilling Koch's postulates. The results confirmed the pathogenic potential of this fungus and indicated its possible involvement in the etiology of black spot on avocado fruit. N. parvum is a cosmopolitan, plurivorous pathogen causing disease in several hosts of economic importance, such as grapes and kiwi, as well as causing stem-end rot of avocado fruit in New Zealand (1) and avocado twigs in Spain (3).
