The present research featured educational and demonstration handicraft workshops in the Tomsk Province in the early XX century. The research objective was to determine the general course and features of the workshops that played a significant role in the modernization of technology and handicrafts in the region, along with other institutions of the Tomsk State Handicraft Committee, e.g. museums, warehouses, and libraries. The workshops became an important part of vocational education. A major role on the state level belonged to the administration of land management and agriculture and the Imperial Russian technical society. In the Tomsk province it belonged to the Tomsk Provincial Handicraft Committee and the Tomsk Department of the Russian Technical Society. By 1917, seventeen settlements in six parishes of the Province had seventeen workshops in nine areas of handicraft industry. Weaving, wagon-making, and agricultural engineering workshops predominated. They became centers for the development of vocational education and the popularization of new technologies. They organized educational support workshops for the adult population, sold modern machinery and materials, built warehouses for handicrafts and repair shops, instructor schools, etc. The network of workshops, along with vocational educational institutions, became the basis for the Soviet system of vocational education in Siberia in the post-revolutionary period. The paper contains an analysis of researches and historical sources. The results helped to fill the gaps in the history of vocational education in the South of Western Siberia.

Education in general is considered and its effect on economic and human development is questioned via the Human Development Index criteria. Education as an investment to human capital is discussed. Secondly, the demand for highly skilled workers and the relation between employment and new technologies are analyzed. The high rate of unemployment of educated youth is a disadvantage for economic and social stability. The importance of vocational education in overcoming this unemployment problem is discussed. Third, the Turkish and German economies and education systems in particular are compared. In Turkey, there is an increase in the number of university graduates but also there is an increase in the number of unemployed educated young people. In this perspective school-based education, a dual system in which school-based education is combined with firm-based training and informal training is explained. The German system is investigated with a view to obtain clues for an efficient education system.

UAE government can stimulate the development of innovations by giving due emphasis on the promotion of entrepreneurship education in youth. Technical and Vocational Education and Training (TVET) would only succeed in UAE, when young individuals devise new technologies by using available resources, recruit and train the locals and manufactures products for both domestic and international consumption. This study emphasizes on the efforts made by the UAE government, particularly the government of Abu Dhabi for upgrading and expanding vocational education in collaboration with the private sector. An explorative study design is employed to review the need of the growth of vocational education in UAE with specific reference to Abu Dhabi. It also examines the recent efforts, undertaken in the vocational education sector in UAE and Abu Dhabi. Apparently, there is minimal evidence that technical and vocational education and training interventions are effective to provide employment for young people. The perception behind support and benefits, shared concepts of significance to offer entrepreneurship education.

This paper describes The Flexible Learning Toolboxes Project , a component of the Australian Flexible Learning Framework for the National Vocational Education and Training System 2000-2004 (AFL Framework). The AFL Framework is designed to support the accelerated take-up of flexible learning modes and position Australian VET as a world leader in applying new technologies to vocational education products and services. A Toolbox is a set of learning resources designed for web based delivwww.ascilite.orgs customisation and reuse in the National Training Framework, which forms the basis of qualifications and accreditation in the Australian VET sector. The paper describes aspects of the Project and discusses the innovative design approaches that are being used to create quality online learning resources. Examples of several Toolboxes are provided to demonstrate the forms of online learning settings that have been developed for the Australian VET sector.

PurposeThis paper proposes to investigate the modernisation of the German Dual System for apprenticeships.Design/methodology/approachThe paper looks at the history of the development of the Dual System and looks at the challenges it faces today.FindingsThe paper finds that Germany, with its long‐standing tradition of dual apprenticeships and the reputation of maintaining its practices rather than changing them, has joined the vocational education and training reform agenda. It also finds that reforms seem inevitable in the face of a partial failure of the traditional mechanisms operating within the existing apprenticeship system.Originality/valueThis paper is useful in highlighting the challenges faced by a traditional apprenticeship system.
