The aim of this research was to estimate the production function to measure returns to scale and distribution efficiency of  resources used in the production of wheat. Cross sectional data used of a random sample of 130 farmers in Dhi Qar Province. The results of the quantitative analysis of estimating production function showed that the double logarithmic form was the best estimated model based on economic and statistical indicators. However, that form suffered from heteroscedasticity and autocorrelation, so the robust regression technique was chosen. Value of returns to scale was 0.89 and this indicates decreasing returns to scale. This means that production function is in the second stage of the function. The results of the distributional efficiency study showed that the resources used in the production of the crop were not optimized as they amounted to 1.28 for the human labor resource and 20.6 for the capital. There was a shortage in the use of labor resource and capital for the optimal use that achieves economic efficiency and this caused low efficiency of crop production. Therefore, the research recommends the need to increase the amount of human labor in the wheat crop farms in Dhi Qar province, which would move the production function curve to a higher level in order to achieve the economic efficiency of the crop cultivation in the province on the one hand and return the farmers to production in the rational stage. Also, it is important to have the proper allocation of resources available by farmers, which has the effect of increasing the economic efficiency of those resources, which will in turn reflects on the efficiency of crop production.

The wheat crop of the most important strategic food grain crops as it's source of food for more than (35%) of the world's population, particularly in third world countries from which Iraq.. This study deals with the subject of measuring the economic efficiency of rain-fed farms wheat in the region in order to identify the most important factors affecting the level of efficiency, in addition to estimating the size of the resources generated economic efficiency overall. It was obtained preliminary data from field sources by relying on a stratified random sample of wheat farmers included (225) farm productive season (2013-2014) in the province of Sulaymaniyah. It has been measuring the Total economical efficiency in accordance to the cost function parameters . It was found that the average of the price efficiency for each of the five categories was 74%, 60%, 58%, 63%, and 68% respectively giving a general  average of 64%. In addition to that the measured economical efficiency of the five categories of the wheat cultivated farms  60%, 42%, 35%, 30%, and 47% respectively with an average of 44%. The size of the resources achieving the economical efficiency has been calculated and when subjected to comparison, it appears that there is a surplus in all the resources used.

Research highlights the importance of potato crop, which occupies a prominent food and economic status in food security besides rice, wheat and corn at the local and global level. Despite the expansion of the cultivation of potato crop in Iraq in general and Ameriyah district in particular However, potato productivity remains substandard, this may be due to a lack of knowledge of the most efficient varieties and not to use productive resources at the levels at which technical, specialized and economic efficiency is achieved. Therefore, the aim of the research is to determine the technical, specialized and economic efficiency according to the cultivated seed category. The data envelope analysis (DEA) method was used to estimate technical, specialized and economic efficiency, assuming constant and variable capacity returns. As a result of the study, the Safrana variety achieved the highest average technical efficiency according to the stability of the yield and capacity efficiency in addition to achieving the highest average specialized and economic efficiency, The Lapadia variety achieved the highest average technical efficiency, assuming that capacity returns have changed. Therefore, we recommend the adoption of items that achieve higher efficiency and the need to redistribute the elements of production better and Achieving the optimum levels at which technical, specialized and economic efficiency is achieved and saving what has been wasted.
