The wheat crop of the most important strategic food grain crops as it's source of food for more than (35%) of the world's population, particularly in third world countries from which Iraq.. This study deals with the subject of measuring the economic efficiency of rain-fed farms wheat in the region in order to identify the most important factors affecting the level of efficiency, in addition to estimating the size of the resources generated economic efficiency overall. It was obtained preliminary data from field sources by relying on a stratified random sample of wheat farmers included (225) farm productive season (2013-2014) in the province of Sulaymaniyah. It has been measuring the Total economical efficiency in accordance to the cost function parameters . It was found that the average of the price efficiency for each of the five categories was 74%, 60%, 58%, 63%, and 68% respectively giving a general  average of 64%. In addition to that the measured economical efficiency of the five categories of the wheat cultivated farms  60%, 42%, 35%, 30%, and 47% respectively with an average of 44%. The size of the resources achieving the economical efficiency has been calculated and when subjected to comparison, it appears that there is a surplus in all the resources used.

The development of construction technologies is impossible without the proper estimation of economical efficiency. Some results of technical and economical efficiency of the developed high-strength structural lightweight concretes are presented in the article. Overview concerning world practice of research and application of lightweight concrete composition are made. The main properties and advantages of developed energy efficient high-strength lightweight concretes are described. The method of calculation of economic efficiency of concrete by means of reduction of total construction weight and increasing of floors’ number is proposed. Dependence between efficiency, footprint of building and number of floors is presented. It is shown that economical calculation for developed material which is based only on the cost of the material itself does not allow to obtain adequate data concerning prospect and competitiveness of the material. The authors offer method of calculating the economic efficiency of the developed high-strength lightweight concrete which takes into account the technical properties of the new material. The results of the study showed that the application of high-strength lightweight concrete is more effective than traditional kinds of the concretes.

Oil and its refinery products have always been the most important source of energy for modern society, and, therefore, one cannot imagine the life of mankind in any field of its activity without this resource. Energy, military defense, transport, agriculture, domestic needs of the population, the economy of the country are directly dependent on oil and its prices, it plays an extremely important role for Russia in particular, since it is the main revenue item for the state, therefore, forecasting oil prices is a primary task. The purpose of the article is to forecast the prices for this resource for April-August 2018 on the basis of the neural network model use as one of the ways to implement artificial intelligence. Oil prices have been chosen as the object of forecasting, and the subject is the dynamics of oil prices. The choice of the object and the subject of forecasting was conditioned by the fact that the price of oil is one of the main factors affecting the state and pace of development of the domestic economy, and primarily GDP. The pricing of many types of oil is determined by the price of the Brent crude oil reference mark, including the cost of three out of five Russian export brands: Urals, Siberian Light and REBCO, calculated on the basis of Brent prices.

From the subject presented in the report it is evident that the pre-trial and the court bodies may, to some extent, be influenced both by the person of the accused and by his competence to participate in the criminal process. In this regard as an expert, the psychologist can offer invaluable assistance. Each expertise would assist all actors involved in the administration of justice on their objective assessment of the offenders, the understanding of their individual protection and the inherent self-justification during procedural actions. The involvement of psychologists in the criminal process is key to establishing the truth in the investigation, because every crime as an act has a subjective side, expressed in the psychic attitude of the perpetrator to the committed act. Establishing these psychological motives is a key point in the criminal process with a view to establishing the truth.Psychological protection stabilizes the personality in the critical conditions of counteraction, related to the elimination of the experiences of tension, anxiety, stress and frustration, leading to maximum mobilization of its resources and at the same time to their overpayment. Thus, the individual who is the subject of the process action is protected against the adverse external influences, but at the cost of a lot of effort and enormous loss of nervous-mental energy, which increases his own vulnerability instead of contributing to its reduction. The appearance and functioning of psychological protection can be significantly impeded by the interaction of the investigator with the accused. Even more complicated is the situation when it breaks the communication contact that may arise in the psychological alienation and self-isolation of the accused due to the desire to protect himself.Protective psychological dominance is a real psychic activity that investigators, investigators, investigators and judges need to take into account in order to effectively deal with their task and to overcome the resistance of the investigated persons and in a time to prove in a lawful and moral way their guilt and participation in the commitment of the crimes.
