This paper conducts an in-depth analysis and research on the optimization of the labor resource management information platform through the Internet of Things (IoT) technology; through the collection, classification, and data search functions of this application system, it meets the supply and demand of professional talents within a certain enterprise. At the same time, it also realizes the curriculum training application on improving the skills and literacy of the employees of a certain enterprise, and it can learn the enterprise curriculum training from the comments of the employees on the enterprise curriculum. The effect of the enterprise course training can be learned from the comments of the employees on the enterprise course, providing an important reference basis for the future revision of the enterprise course training content. The performance of the participants in the training also has objective data for reference, so that the situation will not be disconnected from reality, and the interaction between enterprise management and employees can achieve a balanced effect. The goal of this workforce resource management system is to create a systematic workforce resource management platform for professional talents and help enterprises achieve the goal of speeding up and increasing efficiency. The system interface provided by the third party is used for horizontal data expansion to realize the sharing of basic information or video data as well as system expansion to realize real-time monitoring and management of project works. The cloud platform realizes efficient management and scientific application of construction site projects by construction management departments, which better solves the current problem of lack of supervision at construction sites.

The article is devoted to the analysis of the impact of products of technological development and digitalization on corporate human resources policies. The transition of organizations from the interpretation of personnel as a labor resource to their perception as a "talent" is postulated as a bright trend. It is indicated that this process will be especially pronounced in high-tech companies and enterprises that work closely with the sphere of "high technologies". A number of features of «generation Z» personnel are specified, which form the requirement for the development and implementation of a specific corporate model of talent management adapted to them. The analysis of the impact of information technology, the capabilities of artificial intelligence and predictive analytics on the policy in the field of "talent management" is given. The author's vision of the main blocks of competencies required for talent management professionals in the coming years, involved in attracting, motivation and retaining talent in companies of the digital future, is presented.

The paper deals with the issues of anti-religious and internal political struggle in the Tuvan People’s Re-public, which existed as an independent state from 1921 to 1944. In the first years, Buddhism had a strong influence in the Republic, so the lamas were a serious threat to the then government. Since 1929, a struggle began with them, in which the Tuvan People’s Revolutionary Party played an important role, guided in its work by the Comintern’s instruc-tions. Using the example of socialization and eman-cipation of Tuvan women, who made up almost half of the adult population, the paper shows how the anti-religious struggle was waged. It is concluded that women were a potential labor resource that needed to be involved not only in the internal politi-cal struggle, but also in economic activities. In this regard, the struggle was against everything that could hinder the processes of socialization and emancipation of Tuvan women, including Buddhist lamas and religion.

Тhe relevance of the topic is due to the need to expand the financial autonomy of higher educational institutions (hereinafter referred to as the HEI) in Ukraine, the need to maximize the generation of their own cash receipts by providing paid services of the HEI, to improve the management efficiency of the HEI in a market economy. The market, with its industries, is in a state of flux. We observe how the needs of sectors of the economy for resources and the level of training of specialists are changing. There is a change in the influence of factors on economic processes, the role of the segments of the regional economy participating in economic processes is changing. The educational complex should contribute to the formation of not only the labor resource of the country. To implement in the field of education and science support of the labor resource at the required level, effectively based on the needs of the regional economy and other resources - industrial. By predetermining the priority sectors in the development of the regional economy, the educational infrastructure of Ukraine should set the vectors for the development of the labor market of the economy as a whole, and not only serve the existing infrastructure of the regional economy. To maximize the satisfaction of the needs of both consumers of educational services and the needs of the regional economy in production resources. The article formed the author's understanding of the concepts of "market", "educational service", "market of paid services that can be provided by HEI", presented the features of the market of paid services that can be provided by HEI in Ukraine, carried out an analysis of the regulatory framework for the provision of paid services by HEI, identified a generalized composition of participants, which are divided into generally recognized and proposed, and developed a road map for the introduction of paid services by HEI. After conducting research in the direction of the chosen topic, it was determined that the formation and development of the educational services market is taking place in accordance with certain global trends, namely: 1) the desire for a democratic education system, that is, the availability of education to the entire population of the country and the continuity of its stages and levels, provision of autonomy and independence to educational institutions; 2) ensuring the right to education for everyone (the opportunity and equal chances for each person to get an education in an educational institution of any type, regardless of nationality and race); 3) the significant influence of socio-economic factors on education (cultural and educational monopoly of certain ethnic minorities, paid forms of education, manifestation of chauvinism and racism); 4) an increase in the range of educational and organizational activities aimed at both satisfying diverse interests and developing the abilities of students; 5) the growth of the educational services market; 6) expanding the network of higher education and changing the social composition of the student body (becoming more democratic); 7) in the field of education management, the search for a compromise between rigid centralization and full autonomy; 8) education is becoming a priority object of funding in the developed countries of the world; 9) constant updating and adjustment of school and university educational programs; 10) a departure from the orientation towards the "average student", an increased interest in gifted children and young people, in the peculiarities of the disclosure and development of their abilities in the process and by means of education; 11) search for additional resources for the education of children with developmental disabilities, children with disabilities. According to the results of the study, the authors proposed to expand the structures characteristic of the educational services market. Insofar as the market for educational services includes many national educational systems, each of which has its own management model, structure, goals, objectives and problems, and the profit from the activities of such structures can also be expanded.


In the article, the author considers the problems of complex algorithmization and systematization of approaches to optimizing the work plans of construction organizations (calendar plans) using various modern tools, including, for example, evolutionary algorithms for "conscious" enumeration of options for solving a target function from an array of possible constraints for a given nomenclature. Various typical schemes for modeling the processes of distribution of labor resources between objects of the production program are given, taking into account the array of source data. This data includes the possibility of using the material and technical supply base (delivery, storage, packaging) as a temporary container for placing the labor resource in case of released capacity, quantitative and qualification composition of the initial labor resource, the properties of the construction organization as a counterparty in the contract system with the customer of construction and installation works etc. A conceptual algorithm is formed that is the basis of the software package for operational harmonization of the production program ( work plans) in accordance with the loading of production units, the released capacities of labor resources and other conditions stipulated by the model. The application of the proposed algorithm is most convenient for a set of objects, which determines the relevance of its implementation in optimization models when planning production programs of building organizations that contain several objects distributed over a time scale.
