Irrigation production is a means by which agricultural production can be increased to meet the growing food demands in the world. This study evaluated the effect of irrigation ecology on farm household technical, allocative, and economic efficiency of smallholder rice farmers. Cross-sectional data was obtained from 350 rice farmers across rain fed and irrigation ecologies. Stochastic frontier analyses are used to estimate the production efficiency and endogenous treatment effect regression model is used to estimate the impact of irrigation ecology on rice production efficiency. The impact of irrigation ecology on technical efficiency is about 0.05, which implies farmers producing under irrigation ecology are more technically efficient in their rice production than those in rain fed production. The impact of irrigation ecology on allocative efficiency is about 0.33, which shows that farmers participating in irrigation farming are more allocatively efficient in their rice production than those in rain fed production. The impact on economic efficiency is about 0.23, meaning that farmers participating in irrigation farming are more economically efficient in their rice production than those in rain fed production. Irrigation ecology has positive impact on production efficiency; hence farmers should be encouraged to produce more under irrigation for increased yield and profit.

The performance of a water balance model is also based on the ability to correctly perform simulations in heterogeneous soils. The objective of this paper is to test CRITERIA and AquaCrop models in order to evaluate their suitability in estimating evapotranspiration at the field scale in two types of soil in the Mediterranean region: non-stony and stony soil. The first step of the work was to calibrate both models under the non-stony conditions. The models were calibrated by using observations on wheat crop (leaf area index or canopy cover, and phenological stages as a function of degree days) and pedo-climatic measurements. The second step consisted in the analysing the impact of the soil type on the models performances by comparing simulated and measured values. The outputs retained in the analysis were soil water content (at the daily scale) and crop evapotranspiration (at two time scales: daily and crop season). The model performances were evaluated through four statistical tests: normalised difference (D%) at the seasonal time scale; and relative root mean square error (RRMSE), efficiency index (EF), coefficient of determination (r<sup>2</sup>) at the daily scale. At the seasonal scale, values of D% were less than 15% in stony and on-stony soils, indicating a good performance attained by both models. At the daily scale, the RRMSE values (2) indicate the inadequacy of AquaCrop to simulate correctly daily evapotranspiration. The higher performance of CRITERIA model to simulate daily evapotranspiration in stony soils, is due to the soil submodel, which requires the percentage skeleton as an input, while AquaCrop model takes into account the presence of skeleton by reducing the soil volume.

Whether contracting out to private actors results in value for money depends on how public authorities govern, organize and manage service contracting. However, only a few studies have attempted to investigate how local governing practices can help to ensure that the contracting out of public services enhances economic efficiency and service quality. To further advance our knowledge on this topic, we present the results of a systematic review of 21 international studies, published between 2000 and 2018, on the impact of governance on the outcomes of contracting out. We combine insights from the reviewed studies to develop a theoretical framework of use to both practitioners and researchers that posits how eight impact factors mediate the influence of local governance on the outcomes of contracting out.

The introduction provides a brief review of the literature on methods for assessing the effectiveness of investment projects, based on which the choice of optimal sources of financing is made. In the main part of the work, various scenarios for the implementation of an investment project are disclosed: sources of financing that are alternative to the baseline scenario are attracted. In the final part of the work, the considered scenarios are assessed and conclusions are drawn.For each enterprise, improving the financial and economic efficiency of its activities is one of the priority tasks. These tasks include the need to increase the return on capital, the choice of funding sources that have a positive effect on economic efficiency. This paper examines the ways of choosing the optimal, from the point of view of the impact on economic efficiency, instruments for financing an investment project. A practical case of project financing with an assessment of the effectiveness of the implementation of an investment project is considered. To analyze the alternatives, a financial business model was developed, which allows you to quickly make changes, update performance indicators and make decisions about the required capital structure. It is concluded that the optimal capital structure with the highest NPV indicator and that when assessing the efficiency parameters, it is necessary to make an adjustment for the possible presence in the company's capital structure of funding sources that distort the comparability of the project in relation to projects without such sources (for example, budget grants).

Field experiments were conducted at the Crop Research Centre of Govind Ballabh Pant University of Agriculture and Technology, Pantnagar during 1996/97 and 1997/98. Each experiment comprised 10 crop sequences: (a) wheat–rice, (b) chickpea–rice, (c) lentil–rice, (d) pea–rice, (e) wheat–mungbean green manure–rice, (f) wheat–Sesbania green manure–rice, (g) wheat–fodder–rice, (h) chickpea–fodder–rice, (i) lentil–fodder–rice and (j) pea–fodder–rice, in a randomized block design with four replications. The crop sequences were compared in terms of economic rice equivalent yield (REY), protein production, apparent nutrient balances and effect on soil fertility status. Amongst crop sequences involving two crops each year (200% cropping intensity), chickpea–rice gave highest REY and protein production. Of the sequences involving three crops each year (300% cropping intensity), chickpea–fodder–rice and wheat–fodder–rice were superior to others. The P balances were positive for all sequences, whereas K balances were generally negative except for sequences involving green manure legumes. Green manuring with Sesbania or mungbean helped restore soil fertility, indicating the advantage of green manure for higher productivity and sustainability of rice–wheat system. Chickpea–rice and chickpea–fodder–rice appeared promising alternatives to rice–wheat crop sequence.
