Water, livelihoods and climate change adaptation in the Tonle Sap Lake area, Cambodia: learning from the past to understand the future

The changing environment is expected to intensify the challenges that people in developing countries are facing, particularly among the groups whose livelihoods depend on natural resources. The adaptive capacity of livelihoods largely defines the extent to which people can cope with future environmental changes, whether caused by climate change or other factors such as land use changes and water resources development. This article analyses the resilience and adaptive capacity of rural livelihoods around Cambodia's Tonle Sap Lake, an exceptional lake-floodplain system dominated by flood pulse. The research findings demonstrate that despite the people's tradition of adapting to the remarkable seasonal variation of water and related resources, their capacity to adapt to unusual environmental changes is weak, with the poorest being clearly the most vulnerable group. Reasons for the weak resilience include villages' relatively homogenous livelihood structures, unjust governance practices, increasing inequality and the lack of opportunities for livelihood diversification. It is concluded that while climate change is likely to pose a remarkable challenge to people's livelihoods in the longer term, climate change adaptation activities should also take into account other environmental changes. Equally critical is the understanding of the broader socio-political context and its dynamics in increasing—and decreasing—livelihood resilience.

China’s marine fisheries are undergoing large-scale environmental changes associated with climate change, marine pollution, and overfishing. The assessment of marine fisheries vulnerability has become extremely necessary for fisheries management and sustainable development. However, studies on China’s marine fisheries vulnerability remains sparse. This study aimed to provide an analysis of the inter-provincial level vulnerability of China’s marine fisheries under multiple disturbances. The vulnerability measure was composed of exposure, sensitivity, and adaptive capacity indicators specific to marine fisheries based on the Intergovernmental Panel on Climate Change (IPCC) definitions. Results showed that Liaoning, Hebei, Fujian, and Hainan provinces appeared to be the most vulnerable; Shanghai appeared to be less vulnerable among China’s 11 coastal provinces; and the key sources of vulnerability differed considerably among coastal regions. The high vulnerability regions could be divided into two different patterns according to the combination of exposure, sensitivity, and adaptive capacity, but they all had one thing in common: relatively low adaptive capacity. While some existing coercive measures to reduce dependence on fisheries were found to be helpful in China, the reality showed that appropriate adaptation measures such as improving fishermen’s education level and increasing vocational training may be helpful in enhancing the existing policy effectiveness.

This chapter examines both concept of global hazard and disaster and its management in the lights of its vulnerability. It categorized the different types of hazards and disasters and their components. From the research findings, it is observed that hazards and disaster are two sides of a coin. They occur at the interface between human systems and natural events in our physical environments. This chapter highlights that the major environmental changes driving hazards and vulnerability to disasters are climate change, land-use changes, and degradation of natural resources. After presenting a typology of disasters and their magnitude globally, management of disaster has transited from just being a “response and relief”-centric approach to a mitigation and preparedness approach.

The Tonle Sap is the most fertile and diverse freshwater ecosystem in Southeast Asia, receiving nurturing water flows from the Mekong and its immediate basin. In addition to rapid development in the Tonle Sap basin, climate change may threaten natural flow patterns that sustain its diversity. The impacts of climate change on river flows in 11 sub-basins contributing to the Tonle Sap Lake were assessed using the Soil and Water Assessment Tool (SWAT) model to quantify the potential magnitude of future hydrological alterations. Projected river flows from three General Circulation Models (GFDL-CM3, GISS-E2-R-CC and IPSL-CM5A-MR) for three time horizons (2030s, 2060s and 2090s) indicate a likely decrease in both the wet and dry season flows. The mean annual projected flow reductions range from 9 to 29%, 10 to 35% and 7 to 41% for the 2030s, 2060s and 2090s projections, respectively. Moreover, a decrease in extreme river flows (Q5 and Q95) was also found, which implies there could be a decline in flood magnitudes and an increase in drought occurrences throughout the basin. The results of this study provide insight for water resources planning and adaptation strategies for the river ecosystems during the dry season, when water flows are projected to decrease.

Indigenous peoples must adapt to current and coming climate‐induced environmental changes like sea‐level rise, glacier retreat, and shifts in the ranges of important species. For some indigenous peoples, such changes can disrupt the continuance of the systems of responsibilities that their communities rely on self‐consciously for living lives closely connected to the earth. Within this domain of indigeneity, some indigenous women take seriously the responsibilities that they may perceive they have as members of their communities. For the indigenous women who have such outlooks, responsibilities that they assume in their communities expose them to harms stemming from climate change impacts and other environmental changes. Yet at the same time, their commitment to these responsibilities motivates them to take on leadership positions in efforts at climate change adaptation and mitigation. I show why, at least for some indigenous women, this is an important way of framing the climate change impacts that affect them. I then argue that there is an important implication in this conversation for how we understand the political responsibilities of nonindigenous parties for supporting distinctly indigenous efforts at climate change adaptation and mitigation.

Vietnam is one of the countries most vulnerable to climate change impacts, especially from extreme weather events such as storms and floods. Thus, climate change adaptation is crucial, especially for natural resource-dependent farmers. Based on a qualitative research approach using a feminist political ecology lens, this article investigates gendered patterns of rural agrarian livelihoods and climate adaptation in the province of Thái Bình. In doing so, we identify differentiated rights and responsibilities between female and male farmers, leading to unequal opportunities and immobility for females, making them more vulnerable to climate impacts and threatening to reduce their capacity to adapt. This research also shows that demands on farmers to contribute to perpetual increases in agricultural output by the state poses a challenge, since farming livelihoods in Vietnam are increasingly becoming feminised, as a result of urbanisation and devaluation of farming. Past and present national strategies and provincial implementation plans linked to climate change do not consider the burden affecting rural female farmers, instead the focus lies on addressing technical solutions to adaptation. With little attention being paid to an increasingly female workforce, existing gender inequalities may be exacerbated, threatening the future existence of rural livelihoods and the viability of Vietnam’s expansion into global markets.
