Operationalising uncertainty in data and models for integrated water resources management

Key sources of uncertainty of importance for water resources management are (1) uncertainty in data; (2) uncertainty related to hydrological models (parameter values, model technique, model structure); and (3) uncertainty related to the context and the framing of the decision-making process. The European funded project ‘Harmonised techniques and representative river basin data for assessment and use of uncertainty information in integrated water management (HarmoniRiB)’ has resulted in a range of tools and methods to assess such uncertainties, focusing on items (1) and (2). The project also engaged in a number of discussions surrounding uncertainty and risk assessment in support of decision-making in water management. Based on the project's results and experiences, and on the subsequent discussions a number of conclusions can be drawn on the future needs for successful adoption of uncertainty analysis in decision support. These conclusions range from additional scientific research on specific uncertainties, dedicated guidelines for operational use to capacity building at all levels. The purpose of this paper is to elaborate on these conclusions and anchoring them in the broad objective of making uncertainty and risk assessment an essential and natural part in future decision-making processes.

Abstract This article aims to understand the typologies of stakeholders, their role in the water resources management system in the R’Dom Sub-basin(Morocco), and to identify the current and desired interactions among stakeholders. For this purpose, The MACTOR participatory approach was adopted to involve all key water stakeholders and to analyze their interactions. The action system was characterized by the analysis of related issues and relevant actors on the ground. Thus, ten actors and twelve objectives were identified and assessed in this study. The analysis of stakeholder games allowed to identify the typologies of stakeholders according to their strategic objectives and to evaluate their power, influence and dependence, as well as their convergence in a global water management system. The results show a significant level of convergence among stakeholders despite the existence of certain stakeholders who may be considered autonomous given their low involvement in integrated water management. Furthermore, there was a limited involvement of stakeholders in certain strategic objectives such as capacity building, technical means, and awareness-raising actions. The paper shows the need to generate greater collaborative efforts among water stakeholders involved in the implementation of integrated water resources management in the R'Dom sub-basin.

This work aims to develop integrated water resources management (IWRM) and conduct an IWRM implementation assessment based on the study area's indicators. In this way, we have adopted a participatory approach for IWRM indicators development. As for assessing implementation at the local level, a survey was conducted among water sector actors in the study area to collect opinions regarding their management mode. In terms of results, four categories of indicators were developed in consultation with participating stakeholders, and an assessment of IWRM implementation was carried out. This assessment shows that the current management system is generally medium and that there is a difference between stakeholders regarding their capacity to IWRM implement. Some needs were identified for the majority of stakeholders to meet the requirements of integrated water management fully. The final target is to apply the IWRM in Meknes city as a case study that will eventually allow us to evaluate the water management system developed based on these indicators.

International water institutions worldwide consider integrated water resources management (IWRM) to be the most sustainable way to manage water. Governments have modified their legal and institutional framework in order to apply integrated water management tools in the river basin. Institutional challenges are common in federations due to complex power sharing at national and subnational levels. This article discusses the implementation of the hegemonic model of IWRM in federations, based on a review of the literature for two different federal countries: Brazil and Switzerland. Due to the centralized character of Brazilian federalism, adjustments made in recent decades aimed to adapt the water management model through a hegemonic approach of participation and decentralization, shaped by international experiences and institutions. Some challenges concern vertical interplay, concerning coordination between levels and effective implementation of decentralization and participation. In contrast, Switzerland has a non-hegemonic model of water management, which is varied and fragmented throughout the country. As management is decided and applied locally, the main challenge concerns horizontal interplay, with regionalization and coordination of water uses.

<p>Nature Based Solutions (NBS) are environmental interventions inspired and supported by the ecosystem dynamics which are proposed at global level as alternative for achieving the goals and targets related to water in the United Nations (UN) 2030 Agenda. The present work aimed at presenting an exploratory research on NBS in order to prospect and disseminate its applicability for conservation and integrated water resources management in Brazil. In methodological terms, a literature review was carried out through bibliographic research by using CAPES/MEC Journal Portal database. The review consisted of four steps: (1) Questions formulation; (2) Bibliographic research; (3) Research detailing; and (4) Results description. The results have presented an increase in the number of articles published on the NBS theme over the last years, showing a growth of interest in research in the field of ecosystem management. The NBS are essential for addressing the main challenges related to integrated water management and were classified into three categories: i) NBS to improve water availability; ii) NBS to improve water quality; and iii) NBS to reduce the risks of extreme weather events. Thus, it is possible to confirm the applicability of the NBS as a potential alternative for conservation and integrated water management in Brazil. Therefore, it is essential to promote the concept of NBS in all sectors of society, in order to enhance its use as a fundamental strategy in decision making related to Brazilian water resources management.</p>

Abstract Serious games provide a way for stakeholders to become engaged in and understand the issues and constraints on a real-world system. An application of a serious game is explored, as a way to improve engagement and learning of participants in a water management planning process. Bow River Sim is a single-player game that helps the user to understand the Water Resources Management Model (WRMM) and to visualize the implications and impacts around system interactions in the basin. The Bow River Sim simulates water management decision-making based on maximizing social, economic, and environmental benefits while managing limited water supply. The game incorporates the principles of ‘meaningful play’ and provides a user-friendly interface, a fun game, and visual elements. The paper aims to (a) provide an overview of Bow River Sim, (b) illustrate how innovations such as serious games enhance learning processes for the user, and (c) illustrate the application of Bow River Sim and key learnings.

Abstract Improper utilization of water resources has the potential to result in reduced availability of high-quality water and adverse effects on societal development. In fact, what appears to be a serious gap in comprehensive water resources studies is the lack of a coherent approach that can link different social, economic and environmental parts within the framework of the integrated water management paradigm to extract strategies and operational plans. Comprehensive water resources management (CWRM) is a process that intends to develop and manage water, land and other resources in a way that maximizes the social and economic well-being of human societies, without compromising the integrity and sustainability of vital ecosystems and future benefits. This chapter discusses the definitions of integrated and comprehensive water resources management describing the steps of using integrated management in practical examples.
