Historically, France is home to a number of concepts and practices for the creation of the welfare state (État providence). The state social policy is organically woven into the economic mechanism of this country and, it seemed, is its integral part. The purpose of the article is to identify the main directions of the revision of the social French paradigm. The generalization of the bibliography, historical and statistical analysis made it possible to identify a number of factors of such a revision, including the processes of transnationalization of French business, the scaling of trade, and the crisis of the post-industrial phase of global capitalism. The conclusion is substantiated that the shocks of the 2019 pandemic at the beginning of 2021 accelerated the evolution of French social policy in favor of the communitarian level due to the limited opportunities for social reforms at the country level. The antithesis of the initiatives of Emmanuel Macron is the growth of nationalist sentiments and ideas of Charles de Gaulle against the background of the crisis of convergence of the economies of the member countries.

France attempted to be consistent in the assertion of her entitlements resulting from her role as one of the four powers responsible for Europe. Franco-German relations in the power-war years were not easy; however, after President Charles de Gaulle and Chancellor Konrad Adenauer signed the Elysee Treaty, aempts were made aimed at a rapprochement at the social contacts’ level; the political dialogue was also being developed.France also attempted to build up its position in the East. The return to tradition was impossible because of regime transformations in Central and East Europe; in the case of relations between Poland and France, however, French politicians referred to the past, comparable historical experience and a number of apprehensions regarding Germany’s intentions. France was, actually, comfortable with the post-war reduction of Germany’s territory; it was thus de Gaulle’s declaration of 29th March, to the effect that Germany’s unification will be possible within the borders of the existing German states which became the mandatory position for the French policy which Paris used to remind not only Polish, but also German politicians. A formula suggested in May 1970 to Poland’s Foreign Minister, Mr Stefan Jędrychowski, by the French Minister, Mr Maurice Schumann, envisaged a joint declaration by the Four Powers and the submiing on their part of an assurance that they would support the invariable character of the border on the Oder–Lusatian Neisse rivers’ line, in accordance with a proviso set down in the Polish-German treaty. The idea of such a declaration was inconvenient to the People’s Republic of Poland, which did not wish the rights of the Powers to be given publicity and neither did it suit the Federal Republic of Germany, which did not wish such a declaration to be issued.

Poverty is one of the social problems that the government can never completely solve. As a result, other, more significant social issues arise and cause social vulnerability, such as conflict and crime. As a province that is experiencing rapid growth in the last ten years, the West Sumatra find difficulty to overcome the number of poor people in several districts and cities.  The research outcomes are the models and forms of social policy made by West Sumatra regencies and cities governments in improving the welfare of poor communities. It is also covering the constraints or obstacles to the implementation of social policy and the selection of welfare state models for the poor in some districts and municipalities of West Sumatra. This research is conducted qualitatively with a sociological approach that uses social perspective on searching and explaining social facts that happened to needy groups. Based on research conducted that the social policy model adopted by the government in responding to social problems in the districts and cities of West Sumatra reflects the welfare state model given to the poor. There is a strong relationship between the welfare state model and the form of social policy made by the government.

The novelty of this research lies in its primary task: to study the adaptation process of American conservatism to a rapidly changing world. The article attempts to trace the formation process of a conservative socio-political strategy in the 1990s, through the analysis of 1) factors that influenced the strengthening of the consolidation of the conservative movement in the early 1990s, 2) the reaction of the Right to the implementation of the "Contract with America" in 1994, and 3) discussions that was unfolded between the leaders of the conservative movement during the election campaigns of 1992, 1996 and 2000. The analyzed material allows to conclude that 1990s became a period when a new kind of conservative model of social policy is taking shape as a real alternative to the social-liberal model. The new tendencies manifested in the conservative movement were incorporated into the conservative version of the “welfare state”. The scientific novelty of this work is also in the investigation of the social policy of conservatives alongside with the evolution of the conservative movement.

This final chapter concentrates on global environmental challenges to rich-country welfare states: climate breakdown and associated ecological disasters. These common threats add two new raison d’êtres for welfare states: first, that the security and equity they seek should be sustainable through time; second, that their scope is broadened to take account of global equity and well-being. With a few notable exceptions, these fundamental questions have been ignored in the social policy community. I argue here that we need to transform our understanding of social policy in four ways, each more difficult than the previous one. First, we need to develop novel eco-social programmes to tap synergies between well-being and sustainability via transformative investment programmes such as a Green New Deal. Second, we need to recompose consumption in rich countries in two ways: to realize the best principles of the welfare state by extending the range of universal basic services and to work towards a private ‘consumption corridor’ to end waste, meet basic needs, and reduce inequality. Third, we must develop strategies of ‘reduce and redistribute’ to adapt welfare systems for a future of slower, if not negative, economic growth. And finally, we need to develop a global equity framework to meet climatic and ecological threats in a globally just way that recognizes current international inequalities.

This chapter looks at how some students of social policy see the development of ‘The Welfare State’ in historical perspective as part of a broad, ascending road of social betterment provided for the working classes since the nineteenth century and achieving its goal in the present time. This interpretation of change as a process of unilinear progression in collective benevolence for these classes led to the belief that in the year 1948 ‘The Welfare State’ was established. Since then, successive governments, Conservative and Labour, have busied themselves with the more effective operation of the various services. Both parties have also claimed the maintenance of ‘The Welfare State’ as an article of faith.

This chapter examines the engagement of social work academics in the policy process in Sweden. It begins by presenting an overview of social policy and the welfare state in Sweden and by discussing the emergence of the social work profession in that country. The development of social work education in Sweden and its contemporary features are then depicted. Following these, the methodology and the findings of a study of the policy engagement of Swedish social work academics are presented. The findings relate to the levels of engagement in policy and the forms that this takes. The study also offers insights into various factors that are associated with these, such as perceptions, capabilities, institutional support and the accessibility of the policy process. The chapter concludes with an analysis of the findings and their implications.

The Merger Treaty was the first reform of the founding treaties of the European Communities. It was signed by the Member States of the Communities in 1965 and entered into force in 1967. It created a single “executive” by merging the High Authority of the European Coal and Steel Community (ECSC), the Commission of the European Economic Community (EEC), and the Commission of the European Atomic Energy Community (EURATOM). It also formally merged the Councils (of ministers) into one. It did not merge the founding Paris and Rome Treaties, nor the three Communities as such. It was thus a relatively limited reform. The main argument used in support of the merger was one of efficiency and better coordination. The three Communities had overlapping competences, for instance in the fields of energy, transport, competition, and social policy, so it was felt that better coordination was needed. Politically the main difficulty was convincing President Charles de Gaulle of France to support the merger, advocated by the “executives” themselves, the Parliamentary Assembly, and the five Member States other than France.

The literature has pointed to a change in radical right-wing parties’ (RRWPs) position regarding the welfare state. Those parties have abandoned the neoliberal approach on distributive issues and have become defenders of social expenditure for deserving groups. Nevertheless, as RRWPs have joined with right-wing mainstream parties to form governments, their distributive policy position might cause conflict in a coalition. This study, therefore, addresses this puzzle by analysing the social policy outcomes of RRWPs’ government participation. The conclusion is that those parties contribute to the welfare state retrenchment. However, policies are not affected evenly. Expenditure that targets groups regarded as undeserving by the radical right is retrenched the most.
