This article examines the ways in which third countries can engage with, and respond to, European Union policy-making processes. A novel analytical framework based on the concept of network resilience which consists of an institutional, political and policy dimension is operationalised to understand third country access to European Union policy-making. Empirically, the article examines the experiences of three non-European Union countries, Iceland, the Faroe Islands and Norway in the context of the European Union’s Common Fisheries Policy. The article concludes by presenting a research agenda based on an in-depth analysis of network resilience and reflects on what the findings mean for future research, particularly within the context of understanding the development of UK–EU post-Brexit relations.

AbstractHow will ocean governance actors and institutions handle a future where the abundance and spatial distribution of marine life changes rapidly and variably? The answer, this paper argues, will be influenced by inherited and changing ocean proximity politics, whereby institutions and actors use spatial proximity or adjacency to legitimize particular forms of resource control, conservation and use. Focusing on United Nations and Canadian institutional contexts and recognizing state and non-state actors as agents of policy change, the paper documents and examines why and how spatial proximity has been invoked (i) as a principle for claiming, defining and implementing use rights, privileges and responsibilities for not just nation-states but also for other entities such as coastal communities and small-scale fisheries; (ii) to justify and legitimize rights, privileges and responsibilities for their interest and benefit; and (iii) to inform and challenge global and local discussions about principles such as conservation, sustainability and distributive equity. The future practical use of spatial closeness/distance for guiding policies of access and exclusion under conditions of change will likely be influenced by challenges associated with applying multiple and conflicting governance principles, accommodating diverse interests and interpretations of principle definition and application, and multiple forms of biophysical and social mobilities. The conclusion highlights four areas of further research and policy engagement for the study of ocean proximity politics.

This chapter explores the roots of Irish foreign, security, and defence policy, placing them in the context of a deeply pragmatic approach to public policy. Those roots are defined in terms of nationalism, solidarity, and global justice, which are themselves deep markers within Irish political culture. Ireland’s pragmatic approach is then grounded in a meticulously crafted rhetoric surrounding key foreign policy priorities but an associated reluctance to devote substantial resources towards these foreign policy and defence goals. Together, this gives rise to an assessment that the interests of smaller and less powerful states such as Ireland are best defended within legitimate, strong, and effective multilateral institutions such as the UN—even as the state continues to face adaptation challenges arising from a deepening foreign, security, and defence policy engagement within the EU.

This article is part of an international relations study conducted by the authors. This study aims to illustrate the extent to which Indonesia can get out of the “entanglement” of the COVID-19 pandemic, especially in the tourism industry sector. Another purpose of writing this article is to analyze the Indonesian government’s role in using the term “new normal” and its relation to sustainable tourism during the COVID-19 pandemic has not ended. Tourism during the COVID-19 pandemic is the focus of the discussion of this article because it is one of the industries most harmed by this pandemic. Globally the loss of world tourism reaches US$22 billion. This figure will continue to increase as long as this pandemic cannot be controlled through vaccines and drugs. No exception for Indonesia, which lost the country’s original income from this sector, reaching tens of trillions of rupiah in just four months since WHO announced COVID-19 as a global pandemic. The new normal situation during the ongoing COVID-19 pandemic is an opportunity as well as a challenge for world tourism in general and Indonesian tourism in particular. The change in lifestyle and habits of the community in traveling directly or indirectly has “hit” this industry very hard. Undeniably, reactivating tourism industry activities do have considerable risk, but on the other hand, many sectors depend on this industry. Cleanliness, Health, Safety, Environment Sustainability (CHSE) strategy conducted by the Indonesian government is one of the efforts in re-mobilizing Indonesia’s tourism sector amid the COVID-19 pandemic, as well as the opportunity to apply three main principles of sustainable tourism in the new normal era, namely involving the social sector in policy engagement, maintaining the sustainability of natural resources and making sustainable development a synonym of economic growth.

On 23 June 2021, Southern Voice and the Institute of Development Studies co-hosted an online dialogue which aimed to enhance efforts to inform and influence policy by sharing learning between CORE projects, at different stages in their policy engagement activities, on their approaches and experiences at sub-national, national, and regional levels. The event was attended by over 70 participants from across the CORE cohort and highlighted the experiences of CORE partners, Partnership for Economic Policy (PEP), International Centre for Research on Women (ICRW), and Group for the Analysis of Development (GRADE). This learning guide captures the practical insights and advice from the event to help inform the practice of both participants and other projects across the portfolio. The guide is structured around the key challenges identified in influencing policy, particularly within the changing parameters of the current pandemic, highlighting key messages and examples from the three partners.

Qualitative longitudinal research (QLR) has grown in prominence and popularity since the 2007 themed section on the subject in this journal. This new themed section reflects on how QLR has been mobilised and made sense of in recent times. This article showcases QLR’s distinctive way of knowing and understanding the social world and how it can illuminate the processes through which policy can enhance, or indeed inhibit, the well-being of individuals and groups within society. This state of the art article focuses on QLR as a valuable but tricky approach. It argues that QLR can enhance qualitative research in social policy by fostering sustained policy engagement and development, and that this is especially useful for policy-making in relation to socioeconomic disadvantage. It also explores cross-cutting methodological dimensions pertinent to QLR’s distinct approach, such as its enhanced ethical considerations, which are also integral to research with people at high risk of socioeconomic disadvantage. The article concludes with possible future directions and developments for QLR as a methodology.
